At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. &yjgw Comments; 1) Lot Consolidation. The response letter provided stated that a lot consolidation will not be done for the site. This creates problems with the parking lot setbacks which require five feet from property lines. If the consolidation is not completed, there will need to be access easements for lot 4 as well as shared parking agreements between lots 1 and 3. Also, there only appears to be three lots (1, 3 and 4), and the covershoet needs to be revised accordingly. 2) Surveyed Boundaries. The property line between lot 1 and 3 does not have meets and bounds. 3) Loading Spaces/Doors. All warehouse doors should be shown on the site plan; see sheet 3. 4) Pavement Edge. On sheet 3, label the pavement edge as indicated. Also, it appears that the pavement could be moved as indicated. 5) Existing Parking. Additional islands need to be provided as indicated on sheet 4. 6) Hedge Rows. Hedges need to be provided as indicated on sheet 12. Please note that ally additional reylew comments will require a $$00 fee. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval. Comment sheets are required from the following agencies: the Frederick County Inspections Department, the Frederick County Department of Public Works (County Engineer), the Frederick County Fire Marshal, the Frederick County Sanitation Authority and the Virginia Department of Transportation. This is the developer's responsibility, . Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), 2003 Edition, and the approved plans. . I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. At this time, administrative approval cannot be granted. "this site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Lot Consolidation. The response letter provided stated that a lot consolidation will not be done for the site. This creates problems Nvith the parking lot setbacks which require five feet from property lines. If the consolidation is not completed, there will need to be access easements for lot 4 as well as shared parking agreements between lots I and 3. Also, there only appears to be three lots (1, 3 and 4), and the coversheet needs to be revised accordingly. 2) Surveyed Boundaries. The property line between lot I and 3 does not have meets and bounds. I-Iedges need to be provided as indicated on sheet 12. Please note that any additional review comments will require a $500 fee. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. "AREA A" 12) Building 1. Label the sf breakdown for the office/warehouse uses. The parking lot needs to include landscaped islands as indicated on sheet 3 of the plan. The entire rear of Building 1 should be striped for loading. The width of tile sidewalk needs to be labeled and a handicap ramp needs to be shown. Label the edge of pavement and ensure that there is a five foot pavement setback. 13) Building 2. Label the sf breakdown for the off ice/warehouse uses. The front of Building 2 is labeled for office/warehouse but the large rear of the building is not labeled. The width of the sidewalk needs to be labeled and a handicap ramp needs to be shown. The clumpster should be located on the other side of the building as indicated so that Buildings 1 and 2 can access it. The driving lane around the rear of Building 2 should be revised as indicated to facilitate better truck movement. The eastern area along Building 2 should be eliminated. The area between Buildings 1 and 2 is for loading, so this area could be revised to have a double row of parking for Building 3 and some grass behind Building 2. Label the edge of pavement and ensure that there is a five foot pavement setback. 14) Building 3. Label the sf breakdown for the office/warehouse uses. The width of the sidewalk needs to be labeled and a handicap ranip needs to be shown. As stated in the previous comment, the parking area for Building 3 could be modified so that it contains a double row. More loading areas should be provided at the rear of the building. Label the edge of pavement. Curb and gutter is required around all parking lot islands. "AREA B" 15) Existing Uses. Provide the existing buildings with IlUmber's and show the breakdown of Uses. The current use of this area is office for PLMA. If FIRMA leaves this site, these buildings need to revert to warehouse with accessory office. The existing parking area that is being connected with the new parking areas needs to be upgraded to include curb and gutter. Ensure that there is a 24' driving lane at the front of the parking area. The area behind one of the concrete buildings appears to be for loading and needs to be striped. Label the edge of pavement. The handicap parking spaces shown are not adequate, they need to be 12' (including striping) and all handicap spaces need to be adjacent to the building. Provide a dunlpster area for this building. 16) New Parking Areas. The directions of the new parking areas don't match the directions of the existing parking areas. Revise the sniping and layout of the parking lots so they match. Also, provide the height of the proposed retaining wall. "AREA C" 17) Building 4. Label the width of the sidewalk and show a handicap ramp. Revise the entrance to the loading area as indicated. Provide a five foot pavement setback as indicated on sheet 5. Curb and gutter needs to be provided in the middle parking area as indicated. The handicap parking spaces shown in the middle parking area need to be relocated adjacent to the building. Building 4 appears to be designed so that it can be broken up into units. if this building is going to be divided between users, it needs to be shown on this plan. Provide a dunlpster area for Building 4. 18) Building 5. Label the width of the sidewalk and show a handicap ramp. On sheet 11, the parking calculations need to shown on area A&B, not C. The total parking calculations on sheets 1 I and 12 only acid up to 847; the coversheet shows that there are well over 1,000 spaces. Revise the calUdations to match. Also, the interior parking calculation is only taking into account new parking spaces; all parking spaces need to be counted for the interior parking lot landscaping calculations. 22) Impervious Area Calculations. Shcct I 1 states that areas A & B only contain 132,826sf of inlpervious surface and sheet 12 states that there is only 107,123sf. This site contains well over this amount of inlpervious surface. Provide north arrows and graphic scales on sheets 2-5 and 8) North Arrows and Graphic 11-12. 9) Curb and Gutter. Label each parking lot as having CG-6. 10) Traffic Arrows and Stop Signs. Provide traffic arrows throughout the site as indicated, as well as stop signs. 107 North Dent Street, Suite 202 o Winchester, Virginia 22601-5000 Page 2 • • Mr. Ben Montgomery Review Comments for S. P. # 1 1-06 March 27, 2006 1 1) Existing Pavements and Driving Lanes. Some of the existing driving and parking areas are shown in a "hatching"; indicate what these areas are paved with. "AREA A" 12) Building 1. Label the sf breakdown for the office/warehouse uses. The parking lot needs to include landscaped islands as indicated on sheet 3 of the plan. The entire rear of Building l Should be striped for loading. The width of the sidewalk needs to be labeled and a handicap ramp needs to be shown. Label the edge of pavement and ensure that there is a five foot pavement setback. 13) Building 2. Label the sf breakdown for the office/warehouse uses. The front of Building 2 is labeled for office/warehouse but the large rear of the building is not labeled. The width of the sidewalk needs to be labeled and a handicap ramp needs to be shown. The dumpster should be located on the other side of the building as indicated so that Buildings 1 and 2 can access it. The width of the sidewalk needs to be labeled and a handicap ramp needs to be shown. As stated in the previous comment, the parking area for Building 3 could be modified so that it contains a double row. More loading areas should be provided at the rear of the building. Label the edge of pavement. Curb and gutter is required around all parking lot islands. "AREA B" 15) Existing Uses. Provide the existing buildings with numbers and show the breakdown of uses. The current use of this area is office for FEMA. I f FEMA leaves this site, these buildings need to revert to warehouse with accessory office. Provide a dumpster area for this building. 16) New Parking Areas. The directions ofthe new parking areas don't match the directions of the existing parking areas. Revise the striping and layout of the parking lots so they match. Also, provide the height of the proposed retaining wall. "AREA C" 17) Building 4. Label the wwidth of the sidewalk and show a handicap ramp. Provide a dumpster area for Building 4. 18) Building 5. Label the wwidth of tile sidewalk and show a handicap ramp. The loadingarea shown appears to make it difficult for trucks to exit the loading area; revise and indicated. Label the Page 3 is• Mr. Ben Montgomery Revim Comments for S. P. # 1 1-06 March 27, 2006 edge of pavement. Provide a dumpster area for Building 5. Extend the curb and gutter along the entrance to the Building 5 parking lot. 19) Pedestrian Connections. Pedestrian accommodations need to be provided for the middle parking lot for access into the two other parking areas as indicated on sheet 5. 20) Right -of -Ways. Sheet 5 shows an exiting 45' ROW; the NI i district requires a 75' BRL off of roads and ROWS. Shade this ROW for better delineation and provide the road name. Show all entrances on this road within 200'. Provide the material that this ROW is made of and indicate if any repairs are necessary. LANDSCAPING PLAN 21) Parking Calculations. On sheet 11, the parking calculations need to shown on area A&B, not C. The total parking calculations on sheets 1 1 and 12 only add up to 847; the coversheet shows that there are well over 1,000 spaces. Revise the calculations to match. Also, the interior parking calculation is only taking into account new parking spaces; all parking spaces need to be counted for the interior parking lot landscaping calculations. 22) Impervious Area Calculations. Sheet 1 1 states that areas A & B only contain I32,826sf of impervious surface and sheet 12 states that there is only 107,123sf. This site contains well over this amount of impervious surface. Revise the calculations to show all areas of asphalt and concrete (excluding buildings and sidelvall(s). This Site CUrrently does not conform to the Zoning Ordinance's landscaping requirements and must be improved to meet today's standards. All imperious surfaces (existing and new) must be taken into account for this calculation. 23) Hedge Rows. Hedge rows need to be provided on sheets 1 1 and 12 as indicated. 24) Existing Building/Parking. Sheet 1 1 cuts off part of the existing parking/building; the entire site needs to be shown. 25) Plant Schedule. On sheet 12 under the landscaping schedule, the plantings used for the hedges need to be a minimum of 36" at time of planting and the Dogwood needs to be 2" caliper. The plants that are not being used need to be removed form the schedule. Viburnum is only allowed for ornamental landscaping. The symbol being used for the hedges on sheet 1 1 doesn't match the schedule.
