The above -referenced site plan was approved on October 23, 2006 for the construction of 40 new
mobile home pad sites. Required site improvements include the following:
Construction of a paved walking trail.
Construction of a picnic shelter.
Improvements to US 11 and Easy Living Street.
I am providing you with six (6) copies of the approved site plan cover sheet. Please forward
these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy
should be kept for fixture reference, and an approved copy must be kept on the construction site

We have received your revised site plan dated September 14, 2oo6 for the referenced project.
It appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval.
The appropriate land use permit may now be applied for to cover work Ntirithin the Route 11
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Mr. Whitacre:
Plans and specifications for a sewage collection system at the Easy Living Mobile IIome Community, located in
Frederick County, as prepared by Valley Engineering, have been received by this Department. "file plans include Sheets
I through 16 entitled "Easy Living Mobile Home Community" and are PE stamp dated September 14, 2006. The
specifications incorporate by reference the Frederick County Sanitation Authority Standard Specifications and Details.
The owner of this project is the Frederick County Sanitation Authority, following installation, inspection and approval
testing.
The sewage collection system has been designed for an average flow of 0.0108 MGD or an equivalent population of 108
persons with a peak flow of 0.0271 MGD based on a peak factor of 2.5. The project consists of the installation of a
duplex 140 gpm (nominal) suction lift sewage pump station and approximately 1,190 If of 8-inch gravity sewer and
1,375 if of 4-inch force main.
The proposed discharge will be into the existing Frederick County Sanitation Authority 8-inch sewage force main.
A letter from the owner of the treatment works and sewage collection system receiving flow from this project has been
received indicating the acceptance of the proposed flow and the adequacy of the downstream collection system and
treatment works to handle the flow from this project.
The proposed sewage pumping facility has been designated Reliability Class I1. The proposed facility will niect the
requirements of this reliability class by the use of an onsite audio-visual alann, remote alarm auto dialer, and portable
emergency power generator.

The evaluation of these plans and specifications has been confined to technical requirements and design criteria, as
Stipulated in the Commonwealth of Virginia Sewage Collection and Treatment Regulations. (9VAC 25-790).
In accordance with the Code of Virginia 1950, as amended, Title 62.1, Section 62.1-44.19, this letter report is to
advise that the previously mentioned plans and specifications are technically adequate and are approved by this
Department.
This letter provides your authorization to construct the previously described project. This approval is valid for 5
years from the date of this approval letter. This letter also provides your authorization by DEQ to operate the
previously described project for 30 days after construction and prior to issuance of a Certificate to Operate.
Once the project is constructed, this office will need a statement of' completion from the licensed engineer who
oversaw construction of the project. At that time, the Valley Regional DI:Q Office will initiate the certificate to
operate process.
Please be aware that disturbance of any streams and/or wetlands may also require permitting. If you believe that this
may be the case, please contact the Valley Regional DEQ Office at ???? for further information on the permitting
process.
One copy of the previously described plans and specifications with Office of Wastewater Engineering approval stickers
is enclosed.

The referenced plans are being rc-submitted for your review. Your comments
dated February 6, 2006 have been addressed in the following fashion:
1) The scale of the vicinity map has been increased to 1:2000 and zoning is
now shown on Shect 1 of 16.
2) A note indicating that all utilities will be underground has been added to
Sheet 2 of 16 in the General Notes (note number 31).
3) A track schedule, area tabulation, and waivers have been added to Sheet 3 of
16. A phasing legend (with the phasing being shown on the plan) has been
added to Lot Layout Sheet 4 of 16.
4) Dimensions of a typical lot have been provided on Sheet 4 of 16.
5) The square footage of each lease lot has been provided on Sheet 4 of 16.
6) The walking trail is now 8 feet in width and paved, and also connected to the
shelter and parking lot.
7) A stop sign has been added at the indicated locations on Sheets 4 and 8 of

Existing mobile home communities may expand existing private streets only if approved
by the Planning Commission and in accordance with the design standards of Section 165-
81 C (2) a and b. The decision whether or not the private streets will be permitted to
expand is, therefore, a decision of the Planning Commission. In addition, it would be
appropriate that the existing private roads leading into this proposed development be
repaired in order to provide adequate access for all residents of the mobile home
community.
Landscaping, Buffers & Trails:
This proposed preliminary master development plan provides an existing Category B full
screen (50' woodland strip) along the northern property lines in order to screen this use
from the property located to the north zoned M1 (Light Industrial) . However, staff has
concluded that the existing woodlands do not meet the Category B requirements laid out
in section 165.37 of the Frederick County Zoning Ordinance. Therefore, the applicant
will be required to implement the necessary plantings and screening associated with the
full screen provision.
Wavier Requests:
The applicant has requested waivers from the Planning Commission for sections 165-
31(C) & 165-81(C) 2 of the Frederick County Zoning Ordinance.
Waiver # 1
The applicant is requesting a waiver to allow portions of a required riparian buffer to be
located in the setbacks for 13 of the proposed 41 lots. See associated diagram for the
scope and size of the areas requiring a waiver.

SITE PLAN APPLICATION CHECKLIST
The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment slicets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies are relevant to their site plan application. A list of potentially relevant

SITE PLAN CI3ECKLIST
The Site Plan Checklist, shown below, lists the information which is required to be on each site plan. Site plans which
are incomplete or missing information, will be returned to the applicant (s) for revision.
Project Information Section
(1) A title that includes the name of the proposed or existing business and a subtitle which
describes the proposed development.
(2) The name, address, and phone number of the land owner, developer, and designer.
(3) The Frederick County Property Identification Number (PIN) of all lots included on the
site plan.
(4) The number and type of dwelling units included on the site plan for residential uses.
(5) The total land area and total developed land area of all lots included on the site plan.
(6) A detailed description of the proposed use or uses of the development, as well as a
description of the existing use or uses.
(7) A reference to any other site plan or master development plan approved by the county

(8) The date the site plan was prepared and a list of all revisions made, including the date
and a description of why the site plan was revised.
(9) A table of contents including all pages of the site plan.
(10) A list of all proposed utility providers, with their address, name and phone number.
(11) An inset map showing the location of the site, along with the location of streets, roads
and land uses within five hundred (500) feet of the property.
(12) A statement listing all requirements and conditions placed on the land included in the site
plan resulting from approval of conditional zoning or a conditional use permit.
(13) A description of setbacks or conditions placed on the site as a result of an approved
variance.
(14) The name of the Magisterial District the property is located within.
Calculations Section
(15) Calculations showing the Floor Area Ration (FAR) of the site, including the maximum
allowed FAR, total ground floor area, total floor area, and total lot area.
