Kiracofe Fire Marshal I've reviewed the changes shown on the Site Plan submittal for Miller Milling, revision dated April 15, 1997. The addition of the 20' Fire Lane to west side of the building is shown as requested, however, I am uncertain that an 8"-21 B type of construction would be adequate to support our Ladder Truck. "Truck 1" has a curb weight of 27 tons. When the Truck is being operated, with the ladder extended, the point loading on the outriggers is equivilent to doubling this weight. To ensure the safety of our firefighters, the supporting surface,(Fire Lane) must be capable of supporting this load. Typically, this requirement is met by hard surfaced Fire Lanes, and parking lot areas. If there is a design criteria that demonstrates that the gravel surface can support these weights, please submit it with the plans, or design a hard surfaced Fire Lane. In regards to the hydrant that is going to be abandoned ... it does not have to be relocated. It can merely be removed, as there is adequate coverage on the site from other hydrants on the site. The particular hydrant was originally placed on the site in anticipation of a different configuration of Phase 11 and III. Item #3, on F.C.S.A. Construction Notes requires a Double Check Back Flow Preventor on any water lines entering the building. This would not be required on the Sprinkler Fire Main as the sprinkler line is a private high pressure loop, and as such, is checked at the Fire Pump. The domestic water supply to this building cannot come off of this loop, and must be installed in accordance with F.C.S.A. regulations. Please show on the site plan, where the exterior stairs will be located on the building. We currently have ladder truck access to these stairs, which we may not have when the new building is constructed. Also, we certainly want access to the exterior stairs on the new mill. We still need information about the location of the explosion panels in the new building in order to adequately pre -plan ladder truck positioning. Miller Milling Project. The plan I was given is so different from other plans that I've seen, I decided to treat it as a new submittal, rather than a revision. Douglas A. Kiracofe Fire Marshal I've now reviewed the plan, and wish to request the following changes and clarifications, before recommending approval. 1. On the existing Mill building, we have emergency access, via Ladder Truck, to the exterior stairs that are located on the southeast corner of the building. It appears that this building will eliminate that access. We would also want similar access to the new facility. Things that would interfere with Ladder Truck access are overhead power lines, and conveyance tubes. Please take this access requirement into consideration on the design. 2. The fire lane shown as existing, will be required for access to the west side of the new building. It must be a minimum of 20' wide, and constructed so that it will support a 30,000 lb. truck. 3. The relocated fire hydrant, on the east side of the proposed building, is shown in close proximity to the loading silos. The space in front of the hydrant must be designated as a Fire Lane, with appropriate stripping and marking. If this fire lane would interfere with normal delivery vehicle operations, it should be located further from the building. This will ensure immediate Fire Dept. access at all times. 4. One other item to be considered for ladder truck access is the "explosion panels" that are typically incorporated in this type of occupancy. Please show on the plan, the side of the building, which will have the "explosion panels". The classification of the high hazard use group given to the structures as defined in Chapter 3, of the 1993 BOCA National Building Code. 2. Fire ratings of the exterior west wall of the existing Receiving Building, located less than 30' from the proposed Mill's east wall, and the area of the wall of the existing Office - Warehouse (within 30' of the new Mill's west wall) will need to be confirmed. Check for compliance to section 705.2 of BOCA. 3. Please indicate the location of the Explosion Control building panels if required under section 417.5.1 of BOCA. See sections 417.0 and 418.3 for a complete list of special requirements for hazardous material. Please contact me if you or the building design specialist have any questions regarding this letter. The plans that were submitted to this office for final signature on February 7, 1997 were significantly different than those that were reviewed previously. Therefore, I have provided new copies to the Building Official, the Fire Marshal and the County Engineer for review. I have contacted the Frederick County Sanitation Authority regarding this issue as well, and they have asked that you contact them as soon as possible to determine what information needs to be provided by your firm. The revisions requested in my letter to you dated September 25, 1996 have been incorporated into this revised plan and no additional concerns need to be addressed based on this revision. However, I will need new review agency approval letters from the Frederick County Sanitation Authority, the Building Official, the Fire Marshal and the County Engineer prior to the issuance of final approval for this project. The County Engineer has been advised of Miller Millings desire to obtain a Land Disturbance Permit for this addition in early March. By copy of this letter, I am advising the owner to ensure that the contractor makes appropriate arrangements with the County Engineer to accomplish this.
