The work consists of the construction of a 4000 sq. ft. storage building with a 2000 sq. ft. porch, a graveled yard, and a detention basin. The total area of the proposed development is 0.48 acres. EXISTING SITE CONDITIONS The existing site conditions of the proposed property consist primarily of undeveloped grassland on a decreasingly sloped hill that has a 6.7% slope at the top, drops to a 5.0% slope in the center, and slows to a 3.33% slope at the bottom. Runoff draining from upslope of the property is managed by the highway systems of Route 1 1 and Interstate 81,and the adjacent property owner on the northwestern border. STORMWATER MANAGEMENT NARRATIVE Stormwater management of the proposed development will be handled primarily through the use of a new detention basin. By using the new detention basin, 84 Lumber will not create any additional flow from the site. Currently, stormwater runoff of the proposed development site is not managed. Pre - development (existing) flow from the on -site upslope area occurs as sheet flow down the hill through the area proposed as a graveled yard where it then discharges onto the adjacent property. 84 Lumber is proposing to construct a basin that will collect runoff from the proposed development site. Flow from the proposed basin will discharge out of the basin's weir spillway and also across the landscape buffer strip. Tile stormwater management structure is sized to manage the 2, 5, and 100 year, 24-hr. post - development storms with no increase in pre -development flows. Pre -development and post -development runoff calculations, rainfall data, hydrograph generation and basin routing were determined using Technical Release 55 (TR-55). Elevation -storage data was calculated using the average area method. Elevation -discharge data was calculated using the the weir equation. Filter fabric fence (18" height) will be installed at limits of disturbance which drain off of the site or to the existing store property. An embankment -type sediment basin will be utilized to collect sediment runoff from the developed area. Discharge from the sediment basin will be via a stone weir overflow. This sediment basin will be converted to a detention pond upon final grading. Temporary vegetation will be used to reduce erosion and allow for rainfall infiltration, thereby reducing sediment loads and runoff downstream. The permanent facilities will consist of gravel and permanent vegetation. The disturbed areas of the proposed facility will consist of gravel (storage yard and driveways) and permanent vegetation (outslope areas, detention basin, and landscape buffer). The filter fabric fence will be cleaned and repaired as required to keep the fence functional. Deposits will be removed behind the fence when the accumulations reach 1/2 the above ground height of the fence. Undermining or erosion of the toe anchor will be repaired immediately with compacted backfill material. The sediment trap will be cleaned when the sediment reaches 1/3 of the depth of the trap or when entrapped water appears to stop filtering through the media. A construction stake will be placed in the trap to notify the contractor the clean out elevation. At the end of each construction day all sediment deposited on the public roadway will be recovered and returned to the site. The public roadway will be kept clean and clear of all sediment and debris. Sediment deposits removed from all erosion and sedimentation control devices will be stockpiled at a level area located within the project limits as determined by the contractor. The sediment stockpile will be surrounded with filter fabric fence to prevent spreading of the material during precipitation events. Provide a drawing clearly delineating the entire drainage area that is routed through the subject site. The drainage calculations should be based on this information. 2) Sheet 4 of 5: There are some inconsistencies in the elevations shown on the plan and the elevations indicated in the drainage study. Indicate which elevations are correct and make sure the drainage study is performed based on actual field elevations. 3) Drainage Study: Because the drainage study is for a small drainage area, we recommend using the rational method for your estimated stormwater run-off flows. The concrete riser base detail should also indicate the outflow pipe. Also, indicate whether or not there is an adequate channel downstream of the 12 inch CMP discharge. 6) Sheet 3 of 5: Indicate the location of the construction entrance on the erosion and sediment control plan. Kiracofe Fire Marshal I have completed my review of the Site Plan you submitted, for a proposed 6,000 sq. ft. storage building, to be constructed at your Winchester facility. The circumstances surrounding this building are similiar to those we encountered in 1994, when the "half shed" was constructed. The proposed building will be located in such a manner that the farthest point will approximately 640' from the existing hydrant. Frederick County has a requirement that there be a hydrant within 300' of the perimeter of the building. I've discussed this with David Whitacre, Chief of the Clear Brook Volunteer Fire and Rescue Company, and he agrees, that the type of construction anticipated, and the proposed use of the building, minimizes the life -safety hazard potential. The Clear Brook Fire Company now carries 900' of 4" hose, on their Engine, and they can effectively lay their own water main on the street, if needed. In light of these considerations, I am recommending approval of the Site Plan, as submitted. I would ask that Fire Lanes be clearly designated, and marked, upon completion, to ensure immediate access to the building at all times.
