Buffering Requirements: The adjacent zoning to this area of development is RP which requires a Category "C" buffer. A 200' distance buffer has been provided which includes a 150' inactive buffer area and a 50' active buffer area. Due to existing topography and vegetation, no additional landscape screening was provided for this development. However, supplemental plantings may be required at the time of inspection. 12. Environmental Features: Wetlands - No wetlands have been identified within the construction area. Flood Plains - FIRM Community Panel Number 510063 01158 shows the area adjacent to the Buffalo Lick Run channel is within the Special Flood Hazard Area. No disturbance of the flood plain area will occur in the conjunction with this project. Sinkholes - No sinkholes have been identified within the construction area, Steep Slopes - Steep slopes are defined by the Frederick County Zoning Ordinance as land areas where the slope exceeds 50%. Approximately 10,000 square feet of areas of steep slopes have been identified along the east side of the construction limits. These areas were created by previous construction. These areas lie within the limits of building areas identified on the 1997 Master Development Plan for Airport Business Center. 13. Utilities: No new utilities are proposed with this expansion. This inspection was prompted by the County's effort to issue a final Certificate of Occupancy for this site. It is necessary that all site improvements be completed prior to the issuance of the final Certificate of Occupancy (CO). During this inspection, I observed that a large number of the required landscape plantings had died. In particular, many of the trees surrounding the parking lot and located within the parking lot islands, have either been removed or have died. These plantings are required by the Frederick County Zoning Ordinance and are shown on this site's approved site plan. Completion of all site improvements, as described on the approved site plan is necessary prior to the issuance of the final CO. It is, therefore, important that these dead or missing plantings be replaced promptly so that the final CO may be issued. A temporary Certificate of Occupancy was issued for this facility on June 16, 1997 and was valid for a period of 30 days. This temporary CO expired on July 16, 1997. This site plan is an ordinance requirement necessary in the development of the Kohl's Distribution Facility in Frederick County, Virginia. We are aware of the importance of this project and that the County and Kohl's together have committed to construct and begin operating the distribution center within a limited time frame. In discussing the project with Mr. Lewis, we are aware that with the exception of the Virginia Department of Transportation (VDOT), all review agency comments have been addressed on the site plan. It is a requirement of the County that a site plan be approved prior to issuing a full building permit. On that note, we would like to approve the site plan, and subsequently, provide the zoning approval necessary to issue the full building permit. It is our understanding that the VDOT concern is in regard to the construction of Admiral Byrd Drive, an off -site improvement. Once an agreement is solidified and the road design is finalized, VDOT will be able to review and approve the on -site improvements, i.e., two commercial entrances. Following a brief discussion with Bob Childress of VDOT, we would propose that Frederick County approve the site plan with the understanding that should any changes to the entrances be required by VDOT, that a revised site plan shall be submitted to this department. After much discussion of the subject between our office and Mr. Rob Crandol of our District Materials Section, Rob contacted Mr. Gene Arnold of our Research Council in Charlottesville. For your information, Mr. Arnold is Chairman of the development of the Sixth Edition I.T.E. Trip Generation Manual. Mr. Arnold suggested data for truck trip generation is sketchy at best. The most reliable source of truck estimation unfortunately remains common sense guesstimation. This leaves the task of guessing how many trucks we can expect on Admiral Byrd Drive to VDOT and of course the designer. With all due respect to the data you have previously provided, you indicated the total expected trips for Admiral Byrd Drive at 5,183 from your estimation via I.T.E. We believe the use of the previous number of 400 trucks per day is likely a conservative estimate of the ultimate truck traffic. This is only 7.7% truck traffic. The 1990 truck traffic on Route 522 is approximately 10% and we would expect the percentage of trucks on Admiral Byrd Drive to be even higher as it will serve businesses that will heavily rely on trucks to do their work. Mr. Arnold is in agreement that 10% truck traffic is likely a conservative estimate in this case. In summary considering we have already offered a design using 400 trucks per day, the original pavement design of 6" Type 21-B aggregate, 9" Type BM-2 Asphalt Concrete, 2" Type IM-lA Asphalt Concrete and 165 lbs./s.y. Type SM-2A Asphalt Concrete will be required. It is entirely possible this design may even be light, but we realize we are not in any position to discuss a heavier design at this stage. Our comments may be found marked in red on the enclosed plans and as follows: Admiral Bvrd Drive Several items in your design do not match our proposed construction design for the first 800' of Admiral Byrd Drive which will be constructed with industrial access funding. The most significant differences are the center line profile, storm sewer designs and addition of a left turn lane at the first Kohl's entrance which we do not intend to construct. Additionally, you propose a parallel 10" watermain, water crossings and sanitary sewer facilities within this 800' which will not be funded or constructed by VDOT. These items will be discussed in further detail later. 1. The Admiral Byrd Drive intersections with Route 645 will need to be redesigned to include 50' radii and 200'x12' wide turn lanes with 100' taper which will result in a 36' pavement width at the connection. 2. The typical sections provided for the Admiral Byrd Drive entrances are somewhat confusing. It indicates a 6' widening, however, the entrance detail show a 12' wide left turn lane. We are also concerned with the length of the tapers you have provided for the two entrances on Admiral Byrd Drive. I have enclosed a copy, of an instructional and informational memorandum which specifically addresses left turn lanes on two-way highways which should be used in your redesign. Again, as discussed above we do not plan on constructing the left turn lane improvement to the Kohl's entrance at approximate Station 7+40. The portion of the left turn lane improvement within the first 800' of Admiral Byrd Drive should clearly indicate it will be constructed by others under permit. This will most likely require the lengthening of the culvert we intent to install at approximate Station 6+50. 3. As indicated to you earlier, our District Materials Engineer has indicated a CBR value of 1.0 will need to be used in determining the pavement design. The base asphalt course type BM-2 will need to be increased to a 9" thickness. I have enclosed a copy of our earlier letter of May 20, 1996 regarding this issue. 5. Your drainage design, i.e. culvert types, lengths, and locations within the first 800' of the roadway will need to be changed to reflect our design marked in red. 6. Culvert 5-5A is shown as a R.C.P. on Sheet 4 of 8. However, profile Sheet 7 of 8 indicates a C.M.P. The profile will need to be revised to show R.C.P. 7. Drainage easements will need to be clearly identified. Additionally a 20' slope and drainage easement should be considered along the outside limits of the right-of-way to contain drainage and roadway slopes. 8. Although it does not appear guardrail will be needed along Admiral Byrd Drive, a note will need to be added to the plan indicating guardrail may be required at the discretion of the VDOT Project Inspector after final grading has been completed. 9. The proposed watermain will need to be shifted to the outside limits of the shoulder (6' off e.p.). Consideration will need to be given to the proposed widenings at the entrances to ensure the watermain stays out from under the pavement. Additionally all proposed watermain stub crossings should extend to the right-of- way line. 10. A standard PE-1 field entrance will need to be provided for the gas regulator station at approximate Station 29+00. Additionally, based on the information you have provided, we are concerned the existing gas mains at approximate Station 30+50 will have insufficient cover and/or clearance with proposed culverts. Adjustment during construction may be necessary. 11. The right-of-way lines shown on the plan should be revised to reflect the approved dedication plat. Kohl's Entrances 1. Standard CG-6 curb & gutter will be required on both entrance radii with radii length shown. 2. The entrance widths and offsets to the edge of pavement shall be measured from face of gutter pan. 3. The entrance width at Station 13+62.43 needs to be increased 50' to accommodate truck traffic. .Additionally the proposed curb & gutter cannot encroach in front of the adjoining properh, without an agreement with the adjacent owner. 4. Standard CG-12 handicap ramps will need to be incorporated into the design to meet current ADA regulations. 5. The pavement designs of both entrances shall match that of Admiral Byrd Drive. Any other miscellaneous comments marked on the plan which are not discussed in detail above will need to be addressed. Ref: Airport Business Center October 23, 1996 Pane #3 • Once your plan and profile have been revised, please resubmit five copies of each for final approval. For you information Kohl's desires to have Admiral Byrd Drive paved by mid -December. Our contractor, Perry Engineering Companv, Inc., intends to begin construction on the industrial access portion of the roadway next week, weather permitting. Therefore, your attention to these revisions as soon as possible will be appreciated. After our construction of the 36' roadway section (turn lanes), at the Route 645 connection, we intend to reduce back to a 24' pavement width with 8' shoulders to Station 8+00. The installation of the proposed parallel 10" watermain, watermain crossings, sanitary sewer facilities, and left turn lane improvement at the Kohl's entrance which will most likely required culvert extension and grading, will need to be funded and constructed by others. This additional work will need to be covered under land use permit with an accompanying safe harmless letter from Perry Engineering which will absolve VDOT from any extra costs or time delays associated with this work. Additionally, it is my understanding from Mr. Kevin Firebaugh of Perry Engineering, his company was given the go ahead to start the remaining portion of Admiral Byrd Drive. Mr. Firebaugh indicated the remaining portion has been brought to rough subgrade. This work was completed without our knowledge or benefit of providing inspection services. Therefore, prior to our consideration of the remaining portions of Admiral Byrd Drive being added to our Secondary Road System, certification from a licensed professional engineer which indicates all construction materials and techniques used by Perry Engineering or any other contractors within this section of right-of-way in question meet current VDOT standards and specifications. Our comments may be found marked in red on the enclosed plans and as follows: Admiral Bvrd Drive Several items in your design do not match our proposed construction design for the first 800' of Admiral Byrd Drive which will be constructed with industrial access funding. The most significant differences are the center line profile, storm sewer designs and addition of a left turn lane at the first Kohl's entrance which we do not intend to construct. Additionally, you propose a parallel 10" watermain, water crossings and sanitary sewer facilities within this 800' which will not be funded or constructed by VDOT. These items will be discussed in further detail later. 1. The Admiral Byrd Drive intersections with Route 645 will need to be redesigned to include 50' radii and 200'x12' wide turn lanes with 100' taper which will result in a 36' pavement width at the connection. 2. The typical sections provided for the Admiral Byrd Drive entrances are somewhat confusing. It indicates a 6' widening, however, the entrance detail show a 12' wide left turn lane. We are also concerned with the length of the tapers you have provided for the two entrances on Admiral Byrd Drive. I have enclosed a copy of an instructional and informational memorandum which specifically addresses left turn lanes on two-way highways which should be used in your redesign. Again, as discussed above we do not plan on constructing the left turn lane improvement to the Kohl's entrance at approximate Station 7+40. The portion of the left turn lane improvement within the first 800' of Admiral Byrd Drive should clearly indicate it will be constructed by others under permit. This will most likely require the lengthening of the culvert we intent to install at approximate Station 6+50. 3. The shoulders throughout the project will need to be widened 8'. As indicated to you earlier, our District Materials Engineer has indicated a CBR value of 1.0 will need to be used in determining the pavement design. The base asphalt course type BM-2 will need to be increased to a 9" thickness. I have enclosed a copy of our earlier letter of May 20, 1996 regarding this issue. 5. Your drainage design, i.e. culvert types, lengths, and locations within the first 800' of the roadway will need to be changed to reflect our design marked in red. 6. Culvert 5-5A is shown as a R.C.P. on Sheet 4 of 8. However, profile Sheet 7 of 8 indicates a C.M.P. The profile will need to be revised to show R.C.P. 7. Drainage easements will need to be clearly identified. Additionally a 20' slope and drainage easement should be considered along the outside limits of the right-of-way to contain drainage and roadway slopes. 8. Although it does not appear guardrail will be needed along Admiral Byrd Drive, a note will need to be added to the plan indicating guardrail may be required at the discretion of the VDOT Project Inspector after final grading has been completed. 9. The proposed watermain will need to be shifted to the outside limits of the shoulder (6' off e.p.). Consideration will need to be given to the proposed widenings at the entrances to ensure the watermain stays out from under the pavement. Additionally all proposed watermain stub crossings should extend to the right-of- way line. 10. A standard PE-1 field entrance will need to be provided for the gas regulator station at approximate Station 29+00. Additionally, based on the information you have provided, we are concerned the existing gas mains at approximate Station 30+50 will have insufficient cover and/or clearance with proposed culverts. Adjustment during construction may be necessary. 11. The right-of-way lines shown on the plan should be revised to reflect the approved dedication plat. Kohl's Entrances 1. Standard CG-6 curb & gutter will be required on both entrance radii with radii length shown. 2. The entrance widths and offsets to the edge of pavement shall be measured from face of gutter pan. 3. The entrance width at Station 13+62.43 needs to be increased 50' to accommodate truck traffic. Additionally the proposed curb & gutter cannot encroach in front of the adjoining property without an agreement with the adjacent owner. 4. Standard CG-12 handicap ramps will need to be incorporated into the design to meet current ADA regulations. 5. The pavement designs of both entrances shall match that of Admiral Byrd Drive. Any other miscellaneous comments marked on the plan which are not discussed in detail above will need to be addressed. Mr. John Painter Ref` Airport Business Center • • October 23, 1996 Pape #3 Once your plan and profile have been revised, please resubmit five copies of each for final approval. For you information Kohl's desires to have Admiral Byrd Drive paved by mid -December. Our contractor, Perry Engineering Company, Inc., intends to begin construction on the industrial access portion of the roadway next week, weather permitting. Therefore, your attention to these revisions as soon as possible will be appreciated. After our construction of the 36' roadway section (turn lanes), at the Route 645 connection, we intend to reduce back to a 24' pavement width with 8' shoulders to Station 8+00. The installation of the proposed parallel 10" watermain, watermain crossings, sanitary sewer facilities, and left turn lane improvement at the Kohl's entrance which will most likely required culvert extension and grading, will need to be funded and constructed by others. This additional work will need to be covered under land use permit with an accompanying safe harmless letter from Perry Engineering which will absolve VDOT from any extra costs or time delays associated with this work. Additionally, it is my understanding from Mr. Kevin Firebaugh of Perry Engineering, his company was given the go ahead to start the remaining portion of Admiral Byrd Drive. Mr. Firebaugh indicated the remaining portion has been brought to rough subgrade. This work was completed without our knowledge or benefit of providing inspection services. Therefore, prior to our consideration of the remaining portions of Admiral Byrd Drive being added to our Secondary Road System, certification from a licensed professional engineer which indicates all construction materials and techniques used by Perry Engineering or any other contractors within this section of right-of-way in question meet current VDOT standards and specifications. We will not begin inspection services until this site plan has been approved. Work to this point and any future work until the plan has been approved is done so at the owner's risk. Braddock St. Winchester, Virginia 22601 Dear Mr. Lewis, I have completed my review of the site plan submittal for the Kohl's Dristribution Facility, to be located on Admiral Byrd Drive, in Frederick County. All of the fire protection issues associated with the site plan have been addresed, and I am recommending approval of the site plan. There are several other issues, related to fire safety that I would like to comment on at this time, so they can be incorported in design and planning, for the building. 1) Multiple siamese connections are shown around the perimeter of the building. A single siamese connection, located at the fire pump room, would enable the Fire Dept. to supply the entire fire protection loop, and all sprinkler systems, from one location. If the owner or Insurance Underwriter wishes to have the multiple siamese connections, then we will request a means of signaling arriving firefighters, as to which siamese connection must be charged. This has been done at other large facilities in Frederick County, by means of strobe lights. When a given riser is activated, an outside strobe flashes, over the Siamese connection that must be charged, to supply the active riser. 2) I am assuming that the truck loading bays will be numbered in some manner. It would be very beneficial to have the man -doors around the building numbered, or lettered, on some mariner, also. This will greatly assist us when responding to routine medical calls, where an ambulance may be needed at a given point in the plant. Such a numbering system would also be helpful in the event of a fire. This numbering system would also assist us in identifying the "areas of rescue assistance" that will be necessary in the loading dock exits. Should such a system be devised, I would appreciate an "as built" copy of the building footprint, with this information shown. 3) I have recommended a 1500 gpm fire pump, instead of the 1250 gpm pump being planned at this time. The 1250 pump may meet the required flow requirements, but I don't feel this will give us adequate flow for outside hose lines, in the event of a fire that would activate the design number if EFSR heads. I ain afraid that the 1250 will place us awfully close to the curve, with a small safety factor. Also, in addition to representatives from IRI, a representative from the Fire Marshal's office must witness all tests, and inspections, of the sprinkler systems, fire pump acceptance, and fire alarms installations. 4) If the multiple siamese connections are to be used, we will require a 20' Fire Lane to each of the connections, to ensure access. 5) There have been some changes in the OSHA laws, regarding building occupants utilizing inside hoses. Occupants are not permitted to use these hoses unless they have adequate training, and full protective clothing. NFPA does not allow our firefighters to use these hoses, we hook our own lines to the standpipes. Therefore, in lieu of inside hose racks, we accept the alternative configuration, allowed in NFPA 13, and that is a 2 1/2" to 1 1/2" reducer, with valve assembly. This is an issue that the insurance underwriter must address. In closing, there may be other fire protection issues that arise during construction. This site plan is an ordinance requirement necessary in the development of the Kohl's Distribution Facility in Frederick County, Virginia. We are aware of the importance of this project and that the County and Kohl's together have committed to construct and begin operating the distribution center within a limited time frame. Following a brief discussion with Bob Childress of VDOT, we would propose that Frederick County approve the site plan with the understanding that should any changes to the entrances be required by VDOT, that a revised site plan shall be submitted to this department. There is only one item that I feel remains to be addressed, and that is the perimeter parking lot curb. The Frederick County Zoning Ordinance requires that the perimeter of all parking facilities located within industrial parks be provided with curb and gutter. After discussing this curb requirement with our department staff, the overwhelming consensus is that curb is required around all areas that provide support to the parking lot. This includes the parking lot perimeter, driving aisles, parking lot entrances, and the driveways. As for stormwater management of the parking lot, curb breaks are permitted by the ordinance. These breaks would enable stormwater to leave the paved surface at designated areas and permeate the landscape beyond the pavement. I understand your preference not to install curb in areas where future parking is proposed, and along the driveway, but we feel that the curb requirement is the intention of the ordinance. Please revise the site plan to address this curb concern. We also await the approval letters from the County Engineer, Sanitation Authority, and VDOT. Once you've received approval comment sheets from these agencies, please forward them to this office.
