This site plan was dated June 21, 1999 and had several pencil markings on it with your engineer's seal and signature. Your signature was dated September 17, 2002. The plan submitted today is unacrPntshle. No application, application fee, or review agency comments were received with this site plan; nor aid the plan have the required informa ion. I am providing you with the following conuiielua to assist you in a revision: Preliminary Review Comments: 1) Landscaping Calculations. Please provide landscaping calculations. All required landscaping shall be labeled and shown. The size (at planting) and species of all plants should be provided. The statement, "no additional landscaping to be provided," should be removed from the general notes section of the site plan. Since no additional impervious area is proposed, no perimeter landscaping is required; however, interior landscaping is required because of the additional parking spaces proposed. This requires one tree for every 10 parking spaces. 2) Building Access. Please show where people will enter and exit the building. 3) Parking Space Calculations. Please provide parking space calculations. Your note that one parking space is required for every 250 square feet of office space is correct. Likewise, the comment that one parking space is required for ctciy employee of the warehouse is correct. However, you must specify how much area will be used for office and how many warehouse employees there will be to arrive at a required number of parking spaces. Please show striping details of the proposed paved parking islands, located at both ends of the parking bay. 5) Concrete Wheel Stops. Please provide concrete wheel stops at the end of all parking spaces. 6) Loading Spaces. Please provide loading space calculations and show the required loading spaces on the site plan. 7) Extension of Asphalt Drive. Please extend the 24' wide asphalt drive to provide full access to the new parking spaces, located along the southwest portion of the building. 8) General Notes. Please remove the statement in the general notes section which indicates that the building will be rebuilt. The building has already been rebuilt. Please also verify that no dumpster, business signs, or outdoor storage is proposed, as stated in the general notes section. 9) New Dates. Please provide the date the site plan was prepared and the date of all revisions. 10) Application and Fee. Please provide a complete application and review fee with the revised site plan so staff is able to accept the application. This project qualifies as a minor site plan, which allows a reduced application fee of $500. 11) Agency Comments. Please provide the planning staff with review agency comments from the Fire Marshal, the County Engineer and the Inspections Department. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. At least five copies of the final site plan are required for final approval. This site plan, for the construction of a new 30,000-square-foot warehouse building, meets all County requirements. for development within the M 1 (Light Industrial) Zoning District. Six new concrete parking spaces have been provided, including one handicap accessible space. In addition, a 24-foot asphalt driveway has been provided to serve the new parking area. Because the original building was served by overhead electric, the new structure will utilize the existing overhead line. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. ,/ 1) Please specify the name, address, and phone number of the project developer. 2) Please state the scale of the provided vicinity map and further highlight the location of the subject property. )4 3) Please identify the use, zoning, and Property Identification Number (PIN) of all adjoining properties located across the Lenoir Drive right-of-way. Furthermore, the use of each adjoining parcel must be provided in addition to the name of the occupant. If no such area is proposed, please include a statement to that effect on the site plan. It is important to note that the materials and equipment presently located throughout the site must be either removed or stored in accordance with the standards of the Frederick County Zoning Ordinance. A note should be added to the plan indicating the intended disposition of such existing storage. Please indicate the location of all outdoor trash receptacles proposed for the facility on the site plan and ensure that such receptacles include a structure for their enclosure. The dimensions and other specifications of the proposed structure should be delineated on the site plan. If no such receptacles are proposed, please include a statement to that effect in the General Notes. 9) In the General Notes, please state the maximum height permitted for development within the MI District (60 feet) and further indicate the height proposed for the subject warehouse building. �10) Please state the ground floor area and the total floor area of each building shown on the site plan. It is important to note that such spaces must be at least 180 square feet in area, which must be clearly demarcated in its entirety by durable painted lines. Please extend the existing asphalt driveway/travel aisle to the end of the proposed bay of parking spaces. The width of this travel aisle must be at least 24 feet and may not be located closer than five (5) feet to the property line. Furthermore, raised islands must be provided at either end of the proposed row of parking spaces. Such islands are required to be at least nine (9) feet in width and bordered by concrete or rolled asphalt curb. It is acknowledged that the lines marking the spaces within the existing parking area have been worn away over time. These lines must be repainted and should therefore be shown on the site plan as an improvement associated with the proposed development. Please specify the location of all loading areas and further provide the dimensions of all loading spaces. 19) Please provide the dimensions of the handicapped accessible parking space shown on the plan. V20) The location of any environmental features present on the subject property must be identified. Should no such features exist, please include a note to that effect on the site plan. 21) Please provide interior parking lot landscaping consisting of shade trees on the site plan. Such landscaping should be located within the raised islands required at either end of the proposed row of parking spaces. A schedule must be included on the site plan that delineates the type, quantity, and size at time of planting of all proposed landscaping. Furthermore, please state the minimum landscaped area requirement applicable to the subject property (25%) and indicate the amount provided both in terms of square footage and percent of total lot area. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal. The existing entrance does not meet VDOT standard. However, with some improvements to existing conditions, the entrance will be satisfactory. An overlay of the entrance to maintain proper drainage and repair of any cracked pavement will be required. Any damaged curb & gutter will also require replacement. I will expect a note on the plan sheet describing same. As part of the overlay, I will require tapers from the existing edge of pavement to the end of the curb radii be constructed at a 4 to 1 dimension, see attachment.
