Dear Steve:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on February 2, 2000. This site plan, for the construction of a 140' monopole tower
at the Round Hill United Methodist Church location, meets all County requirements for development in
the RA (Rural Areas) Zoning District. Furthermore, the site plan is consistent with the conditions and
setback waivers associated with Conditional Use Permit (CUP) #21-99, which was approved by the
Frederick County Board of Supervisors on October 27, 1999. It is important to note that the Leland
Cypress plantings that comprise the required landscape screen must be five (5) feet in height at time of
planting.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner
should ensure that an approved copy is maintained on the construction site throughout the development
process. Once site development has been completed, the owner should contact this office to schedule
an on -site inspection.

Dear Steve:
I have had the opportunity to review the above referenced site plan submitted to our department on
December 1, 1999. The following comments are offered and should be addressed during the revision
of this site plan. I have also marked the enclosed plan for your use.
1) Please include the name, address, and phone number of the property owner on the site plan.
2) Please include the name, address, and phone number of the developer on the site plan.
3) Please identify the setback waiver(s) granted for the subject project by the Frederick County
Planning Commission.
4) Please provide a space labeled "Approved by the Zoning Administrator" for the approval
signature and date of approval. A statement should be provided with this space indicating that
the site plan will be valid for a period of five years from the date of approval.
5) Please indicate the use of the properties adjoining the subject parcel.
6) Please delineate the setbacks provided for the proposed tower relative to the boundaries of
the Kowalski and Gardiner properties, as well as the Trinity Lane right-of-way. These
setbacks should correspond with the reduced setback distances permitted through the waiver
granted by the Frederick County Planning Commission, where applicable. It is recommended
that the property lines shared with these parcels and the right-of-way boundary be shown on
the lease parcel detail, which may necessitate an increase in scale. Furthermore, a table
indicating the standard setback(s) applicable to the tower prior to waiver approval should be
provided on the site plan. Please refer to the example provided with the review comments
for the Patton property site (WN 202) when preparing this table.

7) Please delineate the landscaping intended to screen the subject facility in accordance with the
conditions of Conditional Use Permit (CUP) #21-99 (approved October 28, 1999). A plant
schedule specifying the type, quantity, and size at time of planting (height and/or caliper)
should also be included on the site plan. Please provide a detail of the device proposed to
satisfy the opaque requirement of the applicable CUP condition.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Winchester Regional Airport, and the Frederick County
Inspections Department.
