Dear David:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on January 10, 2000. This site plan, for the addition of 20,425 square feet of
manufacturing space to the existing ZM Sheetmetal, Inc. facility, meets all County requirements for
development within the M1 (Light Industrial) Zoning District. The expanded facility will be served by six
(6) loading spaces and a paved parking lot consisting of ninety (90) parking spaces, of which four (4) will
be designed for handicap accessibility. The site plan also delineates the provision of perimeter parking lot
landscaping comprised of shade trees and evergreen hedgerows.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should
ensure that an approved copy is maintained on the construction site throughout the development process.
Once site development has been completed, the owner should contact this office to schedule an on -site
inspection.

referenced project. It appears all of our earlier review comments have been satisfactorily
addressed. Please advise the owner of our approval. Also please provide five (5) sets of
approved construction plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route F-
732 right-of-way. The permit is issued by this office and will require a minimum processing
fee, surety bond coverage, and the salary & expenses of a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue. Should you have any questions, do not hesitate to call.

Addition shall comply with the Virginia Uniform Statewide Building Code and section
306, use group F (Factory) of The BOCA National Building Code/1996. Other codes that
apply are CABO A117.1-92 Accessible and Usable Buildings and Facilities.
Please confirm compliance with table 507 of BOCA for height and area limitations for
the type of construction. Section 507 Unlimited Areas will not apply with less than
30' to the property line however section 503.1.1 Special Industrial Occupancies may

A VDOT review has been completed on the preliminary site. plan dated 11/99 (reed
11/22/99) for the referenced project.
Our initial comments come as the result of a field visit to the site and VDOT road
number F-732 (Lenoir Drive).
A pattern of irregular radial curb offsets, primarily due to revisions in VDOT entrance
standards, was discovered on the entire section of the road in the site vicinity.
Our conclusion reached after discussion of the existing condition is to permit the
construction of this site entrance at the curb offset dimensions shown on the plan.
Evidence of water ponding at existing entrances along the roadway elevates VDOT
concern for drainage flows. They should display the establishment of positive flow
toward major drainage structures and natural drainage channels. Our concern for this
item on this site is the potential of excessive spread at the southwest corner of the
entrance.
The following comments are enumerated and shown in red on plan sheets.
Sheet 2 of 4
1. Drainage flow arrows should be shown to illustrate direction and positive drainage
on site and for VDOT roadway and ditches. Please provide additional elevation
spots along bottom of existing and proposed ditches to illustrate positive drainage.

2. The entire stippled area (portion of existing entrance) within right-of-way should be
milled/scarified and overlain or restoration of entrie pavement structure should be
accomplished at direction of VDOT inspector. A detail of pavement structure to be
applied to that area should be shown in the event restoration is necessary. Also,
the CG-6 should be shown.
3. The sight distance should be shown along with distance to nearest VDOT road inter-
section and posted speed limit. The VDOT Route number should also be shown.
4. A half Typical Section should be provided, an example is attached.

5. Please add St'd CG-6 detail sketch to the plan.
All comments and questions on the attached "Entrance Permit Plan Checklist" as well as
all notes and comments shown in red on plan sheets should be given consideration.
When all the above comments and questions have been addressed please provide this

I have had the opportunity to review the above referenced site plan submitted to our department on
November 29, 1999. The following comments are offered and should be addressed during the revision
of this site plan. I have also marked the enclosed plan for your use.
1) Please ensure that the engineer's certificate is signed on all final plan submissions.
2) Please include a space labeled "Approved by the Zoning Administrator" for the approval
signature and date of approval. A statement should be provided with this space indicating that
the site plan will be valid for a period of five (5) years from the date of approval.
3) Please specify the use, zoning, and Property Identification Number (PIN) of the property located
adjacent to the east boundary of the subject parcel.
4) Please ensure that the use of the existing building stated on the site plan corresponds with the
use of the facility specified on the cover sheet. Furthermore, please indicate the use of the
proposed addition on the site plan. The floor area devoted to each component use of the facility
(i.e. manufacturing, warehouse) must also be stated on the cover sheet. Please clarify the
proposed use of the gravel area located adjacent to the subject building addition.
5) Please state the route number associated with Lenoir Drive on the site plan (F-732).
6) Please state the posted speed limit of Lenoir Drive.
7) Please show and identify the right-of-way located adjacent to the west boundary of the subject
parcel.

9) In the Parking Calculation, please differentiate between the employees associated with each
component use of the facility (manufacturing, warehouse). The parking standard applicable to
warehouse uses (1 space per employee) should be stated on the cover sheet and incorporated
into the calculation as required.
10) It is noted that light pavement is shown as the surface treatment for each row of parking spaces
shown on the westernmost portion of the site. Please indicate the surface treatment intended
for the travel aisles serving these parking spaces as well as the row of eight parking spaces
located east of the loading area.
11) Please show the location of the ramps intended to serve handicapped accessible parking spaces
on the site plan.
12) Please add a note to the landscaping plan stipulating that all sizes specified in the Landscape
Schedule are applicable at time of planting. Furthermore, the botanical name for Sugar Maple
should be reviewed to ensure accuracy. Specifically, a landscaping guide used by staff identifies
this shade tree as "Acer saccharum" rather than "Acer scharinum."
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of
the final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County
Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
