The Department of Planning and Development will review the application to ensure that it is complete.

Dear Steve:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on December 7, 1999. This site plan, for the construction of a 140' monopole tower
at the Frederick -Winchester Service Authority location, meets all County requirements for development
in the RA (Rural Areas) Zoning District. Furthermore, the site plan is consistent with the conditions of
Conditional Use Permit (CUP) 912-99, which was approved by the Frederick County Board of
Supervisors on August 25, 1999.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner
should ensure that an approved copy is maintained on the construction site throughout the development
process. Once site development has been completed, the owner should contact this office to schedule
an on -site inspection.
Please do not hesitate to contact me should you have any questions or need for elaboration regarding this
letter.

i After reviewing the determination made by the Federal Aviation Administration on the above
referenced tower location I offer the following comment on behalf of the Winchester Regional
Airport Authority.
There is no objection to the location of this proposed tower provided:
1, The structure is lit as defined by the FAA in their Aeronautical Study
No: 99-AEA-2014-OE
2. Copies of the FAA 7460-2 form be filed as required, with copies forwarded to the
Winchester Regional Airport for record
Since the proposed structure is critical to flight safety, I am requesting that the conditions set
forth in the Aeronautical Study No: 99-AEA-2014-OE by the FAA, be included as requirements
to be met by CFW in order to operate a tower at the proposed facililty.
