All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. This site plan, for the development of a public library complex, meets all County requirements for development within the RP (Residential Performance) Zoning District. Specifically, the proposed building will consist of a maximum gross floor area of 35,104 square feet, which reflects abase floor area of 31,264 square feet and potential additions involving 3,840 square feet. The facility will be served by one hundred and one (101) parking spaces, of which five (5) will be designed for handicapped use. Furthermore, the site plan includes the provision of both perimeter and interior parking lot landscaping consisting of shade trees and evergreen hedgerows. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. • Any sign_ s to be installed will be in accordance with attachments. WE KEEP VIRGINIA MOVING • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • A copy of any/all plats of dedication for drainage easements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Dedication should be made to the Commonwealth of Virginia. • Some minor pavement striping detail adjustment can be accomplished at preconstruction. The following continents are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. /1) Please ensure that the Magisterial District applicable to the subject property is stated on the site plan (Shawnee District). 2) Please delineate the use, zoning, and Property Identification Number (PIN) of all adjoining properties, to include those located across right-of-ways. ,-3) In the Zoning Requirements table, please state each of the provided side setbacks. As per Section 165-65N(3) of the Frederick County Zoning Ordinance, the required rear setback yard applicable to the proposed use is fifty (50) feet. Please ensure that the Zoning Requirements table is revised to reflect this standard. Furthermore, the setback of the facility from the north property line should be delineated on the site plan consistent with the format used to identify all other setback dimensions. i4) In accordance with Section 165-27E(9) of the Zoning Ordinance, all structures must be located a minimum of three (3) feet from the curb to preclude obstruction of the parking lot. The proposed monument sign shown within the entrance to the facility must be relocated to satisfy this standard. 5) Please note that the height standard stated in the Zoning Requirements table is applicable only to garden apartment development. In general, all other uses are limited to a height of thirty five (35) feet, to include public buildings. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please ensure that the Magisterial District applicable to the subject property is stated on the site plan (Shawnee District). �.2) Please delineate the use, zoning, and Property Identification Number (PIN) of all adjoining properties, to include those located across right-of-ways. ,3) In the Zoning Requirements table, please state each of the provided side setbacks. As per Section 165-65N(3) of the Frederick County Zoning Ordinance, the required rear setback yard applicable to the proposed use is fifty (50) feet. Please ensure that the Zoning Requirements table is revised to reflect this standard. Furthermore, the setback of the facility from the north property line should be delineated on the site plan consistent with the format used to identify all other setback dimensions. 4) In accordance with Section 165-27E(9) of the Zoning Ordinance, all structures must be located a minimum of three (3) feet from the curb to preclude obstruction of the parking lot. The proposed monument sign shown within the entrance to the facility must be relocated to satisfy this standard. 5) Please note that the height standard stated in the Zoning Requirements table is applicable only to garden apartment development. In general, all other uses are limited to a height of thirty five (35) feet, to include public buildings. Painter Re: Lakeside Library; S.P. #56-99 November 1, 1999 6) Please identify the route number associated with Lakeside Drive (Rt. 1037). 7) Please state the posted speed limit of Lakeside Dive. 8) Please delineate the proposed location of the underground electric line(s) intended to serve the facility. 9) Please note that the westernmost row of the parking lot consists of thirty (30) spaces, rather than thirty-one (31) as indicated on the site plan. Should an additional space not be added to the plan, this figure as well as the total number of spaces stated in the Proposed Development table should be modified accordingly. 10) Please ensure that the project architect provides a calculation on the landscaping plan indicating the number of perimeter trees required to shade the parking lot. It is acknowledged that the total number of trees provided (36) does satisfy the combined requirement associated with interior and perimeter parking lot landscaping. Furthermore, it is recommended that the architectural drawings that reflect landscaping and other site development features (i.e. signage, dumpster enclosure, etc.) be included with the site plan. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
