Box 1448 Harrisonburg, VA 22801 RE: Approval of Central Coca-Cola Bottling Company, Inc., Site Development Plan (#55-99) Property Identification Number (PIN): 63-A-58 Dear Todd: The Frederick County Department of Planning and Development administratively approved the above - referenced site plan on March 13, 2000. This site plan, for a production and distribution facility consisting of 400,000 square feet, meets all County requirements for development within the M 1 (Light Industrial) Zoning District. Specifically, the facility will develop in three distinct phases which will involve the following floor areas: 161,500 square feet (Phase I); 106,400 square feet (Phase II); and 132,100 square feet (Phase III). The paved parking area serving the facility will be developed with Phases I and II, and will ultimately consist of one hundred -fifty-nine (159) parking spaces, of which ten (10) will be designed for handicapped accessibility. The facility will also include nineteen (19) loading spaces. twenty-seven (27) truck parking spaces, and an area designated for the parking of thirty (30) tractors and/or trailers. The site plan includes the provision of both perimeter and interior parking lot landscaping consisting of shade trees and evergreen hedgerows. Furthermore, in accordance with the proffered conditions associated with Rezoning Application #004-98, the site plan provides for a six-(6)-foot earthen berm adjacent to the Route 652 right-of-way that will be landscaped with deciduous and evergreen plantings. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. Box 1448 Harrisonburg, VA 22801 RE: Central Coca-Cola Bottling Company, Inc., Site Development Plan 955-99 Dear Todd: I have had the opportunity to review the above referenced site plan submitted to our department on October 22, 1999. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please indicate the name, address, and phone number of the project developer. 2) Please provide a listing of all proffered conditions associated with Rezoning Application 4004- 98, which was approved by the Board of Supervisors on April 22, 1998. 3) Please provide a space on the cover sheet labeled "Approved by the Zoning Administrator" for the approval signature and date. 4) -Please delineate the use, zoning, and Property Identification Number (PIN) of all properties adjoining the subject parcel, to include those located across right-of-ways and railroad tracks. Furthermore, the updated Property Identification Numbers assigned to the subject parcel and the other three parcels associated with the recently approved Coca-Cola subdivision must be referenced on the site plan. Such information may be obtained directly through the Real Estate Division of the Office of the Commissioner of the Revenue. 5) Please delineate the setback distances provided for each phase of the facility from all property lines and right-of-ways. It is preferred that this information be provided as a dimension on the site plan. Furthermore, the parking lot setback standards applicable to development in the M 1 Zoning District (25' from right-of-ways/5' from property lines) must be stated in the General Notes and shown on the site plan. 6) Please provide a detail of all signage proposed for the site. Specifically, the dimensions of the sign planned for installation upon the concrete foundation identified on the site plan must be delineated. Furthermore, a statement should be added to the General Notes stipulating that all signs located on the subject property will conform with the standards of Section 165-30 of the Frederick County Zoning Ordinance. 7) It is noted that no outdoor lighting fixtures are shown in association with the Phase II parking lot. Please ensure that any lighting intended for this area is delineated on the utility plan. November 18, 1999 8) Please delineate the location and nature of any outdoor storage areas associated with the facility. If no such areas are proposed, a statement to this effect should be included in the General Notes. 9) Please note that a chain link fence with "filler strips" does not constitute an appropriate enclosure for the proposed outdoor trash receptacles. Board on board fencing is generally recognized as an effective opaque screen in such instances. Indeed, such screening has been implemented successfully in similar industrial developments within this area. It is therefore recommended that the screening of all outdoor trash receptacles on this parcel involve the use of board on board fencing rather than the proposed chain link fence with filler material. Please ensure that a detail of such an enclosure in provided on the site plan. 10) Please state the maximum height permitted for both principal and accessory structures on the subject parcel. This information should reflect the unique standard associated with the proffered conditions of Rezoning Application #004-98 (60' for principal and accessory structures). Furthermore, the proposed height for each phase of the facility should be indicated either in the General Notes or on the site plan. 11) On the site plans for Phase I and II of the project, please indicate that the building(s) includes both manufacturing and office uses. Furthermore, the general location and floor area of the office component associated with these phases should be delineated on the respective site plans. 12) In the General Notes, please alter the format of the floor area tabulation to delineate the floor area associated with each individual phase of development, as opposed to the cumulative outline presently provided. The FAR calculation should reflect the ultimate floor area of the facility following completion of all phases of development (400,000 square feet/FAR=0.37). Furthermore, the floor area of each phase should be broken down by use (i.e. manufacturing, office). 13) On the site plan sheet for each phase, please state the name and route number associated with the public roads located adjacent to the subject parcel. 14) On the site plan sheet for each phase, please state the posted speed limit associated with the public roads located adjacent to the subject parcel. 15) It is acknowledged that the master development plan approved for this site shows the southernmost entrance to the facility from Route 651 as it is delineated on the site plan. However, if possible, it is recommended that this entrance be relocated slightly to directly align the "exit lane" of this entrance with the center line of the General Electric entrance. 16) `Please delineate the network of lines intended to provide electric service throughout the site. x Furthermore, a note should be added to the utility plan associated with each phase of development confirming the underground placement of all utilities. November 18, 1999 17) On sheet C-6, it appears that a portion of the sanitary sewer easement is identified erroneously as "20' San. Water Esmt." Please ensure that all utility easements are labeled accurately and consistently. Specifically, water easements should be identified as "20' Water Esmt." and sewer easements delineated as "20' San. Sewer Esmt." 18) Please ensure that all facilities necessary to meet the requirements of the Fire Marshall are shown on the site plan for each phase of development. 19) In the General Notes, please specify the number of parking spaces required per individual phase of development, as opposed to the cumulative format presently provided. The information regarding each phase should be followed by the total number of spaces required and provided for the facility upon completion of all phases of development (i.e. 160 spaces to include 10 handicapped accessible). Please provide a calculation indicating the number of loading spaces required and provided for each phase of development. It is important to note that should a calculation result in a requirement for a fractional space, the parking spaces required must be rounded to the next highest whole number. Furthermore, it is assumed that the thirty-three (33) over -sized parking spaces shown on the site plan are intended for truck parking. If this is the case, please label this row of spaces accordingly and indicate the provision of such parking in the General Notes. 20) Please note that gravel is not a permitted surface treatment for parking lots, driveways, and travel aisles within master planned industrial parks. Therefore, the proposed gravel road and motor vehicle-truck/trailer parking area must be modified to include a surface of either concrete, bituminous concrete, or similar material. This modification must be delineated on the site plan for each phase of development. Furthermore, the truck/trailer parking area should include lines demarcating individual parking spaces. On the Phase III site plan, please identify the location of all parking spaces and parking lot landscaping associated with the preceding phases of development. The provision of such information will result in a clarified vision of the ultimate layout of the proposed facility. 21) Please indicate the location of any environmental features existing on the site. LANDSCAPING Landscape Plan All open areas on each lot not occupied by buildings and paved areas shall be suitably graded and drained and shall be landscaped with lawns, trees, shrubs or ground cover. The landscape plan shall be submitted with the site plan for each planned development within the subdivided parcel and shall show such things as the planting of trees, shrubs, ground cover and grass and the installation of earth berms and screens and optional underground sprinkler systems. Plant material shall be in conformance with American Association of Nurserymen Standards for Nursery Stock, latest edition (ANN) .
