Dear Todd:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on January 11, 2000. This site plan, for the addition of 8,727 square feet of
manufacturing space to the existing Kraft Foods, Inc. facility, meets all County requirements for
development within the M1 (Light Industrial) Zoning District. The site plan delineates the relocation of
an existing refuse compactor as well as existing landscaping to accommodate development of the proposed
addition. It is important to note that no additional parking is required with this expansion given the surplus
of spaces presently available.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should
ensure that an approved copy is maintained on the construction site throughout the development process.
Once site development has been completed, the owner should contact this office to schedule an on -site
inspection.

We have received your revised site plan dated 12/2/99 for the referenced project. It appears
all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide six (6) sets of approved construction plans
with signed seal for VDOT distribution. -
Please be apprised that the Edinburg Residency has confirmed the pavement striping as
shown on sheet C-2 with Traffic Engineering Section personnel, their approval is
incorporated. We suggest a separate plan sheet for striping only be provided on future plans.
The appropriate land use permit may now be applied for to cover work within the Route
1320/1323 right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector. A copy of any/all plats of dedication for drainage easements or additional right-
of-way required for implementation of this proposed project should be provided to VDOT
prior to issuance of any land use permits. Dedication should be made to the
Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue. Should you have any questions, do not hesitate to call.

Following is an itemized list of our responses to your set of review comments dated
28 October 1999.
Comment 91 - Setbacks provided have been shown. (Notes #8 & #9, Sheet C-3)
Comment 92 — Note concerning signs has been provided. (Note 910, Sheet C-3)
Comment #3 — All outdoor lighting fixtures associated with this building addition are
surface mounted on the face of the building. The proposed fixtures and
bulbs will match the existing lighting scheme. Proposed lighting / fixture
style is "wall washer". (Note #13, Sheet C-3)
Comment 44 — Note concerning outdoor storage has been provided.

Comment 85 — The two (2) existing dumpsters are temporary and will be removed when
construction is complete. (Note 414, Sheet C-3)

Dear Todd:
I have had the opportunity to review the above referenced site plan submitted to our department on
October 12, 1999. The following comments are offered and should be addressed during the revision of
this site plan. I have also marked the enclosed plan for your use.
1) In the Site Plan Notes, please state the setbacks provided for the proposed addition relative to
those required in the M1 Zoning District.
2) Please include a note on the site plan stipulating that all signs located on the subject property will
conform with the standards of the Frederick County Zoning Ordinance.
3) Please delineate the location, height, and specifications of any outdoor lighting fixtures proposed
in association with the subject building addition.
4) Please provide a note on the site plan indicating that no outdoor storage is proposed with the
subject addition.
5) It appears that the proposed addition will result in the relocation of two (2) existing dumpsters.
Please delineate the new location(s) of these receptacles and provide a detail of the structure
required for their enclosure.
6) On the existing conditions sheet, please include the office addition and related improvements
associated with Site Development Plan 450-99, which is pending administrative approval. These
areas should be identified as proposed and the corresponding site plan number must be
referenced.
7) On the site plan, please state the use of the proposed building addition (i.e. manufacturing).
8) Please include the floor area(s) of the improvements proposed via Site Development Plan #50-99
in both the building area tabulation and FAR calculation. The total floor area of the facility must
be broken down by use and further clarified in terms of what is existing and proposed (i.e. office,
manufacturing, etc.).

9) Please delineate the general location of all entrances on adjacent roads that are within 200 feet
of the facility's existing entrances.
10) Please ensure that all facilities necessary to satisfy the requirements of the Fire Marshal are
included on the site plan.
11) Please provide a detailed calculation of the parking requirement(s) for the facility. It is
recommended that the parking information associated with Site Development Plan #50-99 be
utilized for this proposal as well. However, the calculation must be updated to reflect the number
of employees involved with the Capri Sun operation. If no increase in the total number of
manufacturing employees is proposed, please indicate this fact via a note on the site plan.
12) Please indicate the location of any environmental features existing on the site. If none exist, a
note to that effect should be included on the site plan.
13) All existing landscaping must be delineated on the existing conditions sheet. It is acknowledged
that some vegetation may require removal or relocation to accommodate the proposed
expansion. Please ensure that such landscaping is either relocated or replaced in alternate
locations that are clearly indicated on the site plan. A planting schedule should be provided that
delineates the type, quantity, and size at time of planting of all landscaping used to replace
removed vegetation.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of
the final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County
Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
