All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. Kiracofe Fire Marshal I've reviewed the site plan submittal for the Rite Aid Pharmacy, to be located on Fairfax Pike in Frederick County. Enclosed are my review comments, and as you can see, the hydrant coverage shown is inadequate. Frederick County Chapter 10 requires a hydrant within 300' of the building perimeter. This measurement must be taken in the centerline of the street or parking lot lane, as this is where the responding Fire Dept. apparatus lays hose. A hydrant will have to be placed on site to ensure adequate fire protection for this site. I would recommend the hydrant be located at the entrance on the Fairfax Pike side of the site. The tap for the fire main can be made in the area of the domestic water tap. The hydrant should be placed on the island at the entrance, beyond the VDOT right of way, and within 3' of the curb. This is the only outstanding issue on the site to be addressed to receive approval from the Fire and Rescue Dept. RESIDENT ENGINEER TEL (540) 984-5600 FAX (540) 984-5607 I am writing in response to your letter of September 7th with regard to Supervisor Robert Sager's concerns over the traffic congestion on Route 277 between I-81 and Jamesway Shopping Center at the intersection of Route 641. We can certainly appreciate Mr. Sager's frustration. The Residency and the District have identified this particular section of roadway as very hazardous due to the numbers and types of accidents recorded and we have taken steps to try to get funding in place to begin to address some of these concerns through highway improvements. To date, however, we have not been successful in securing the adequate funding needed to do so. I also feel that Supervisor Sager is correct in a suggested remedy. We have felt that an additional lane width to provide left turn storage into the Ridgefield Subdivision area immediately west of the shopping center would go a long way towards helping the accident problem. I will re -contact our Traffic Engineering section to see if we can't come up with some interim solution which can be delivered as soon as possible. We will be in contact with you and Mr. Sager in the event a meeting -of -the -minds is necessary so that we're all in agreement as to what we can do and what we would like to do. Mr. Sager has suggested that the construction of a feeder road between JamesWay and the Red Apple Deli could temporarily alleviate congestion in that area until 277 is four laned. Signalization of the intersection at the Red Apple Deli could also aid in this process. Mr. Sager indicates that he has never had any feedback from the Virginia Department of Transportation on this idea. Stormwater Management: The proposed stormwater management plan is satisfactory for the anticipated site development. Our only comment related to the proposed detention basin is to increase the emergency spilling and berm elevations to 764.5 and 765.5, respectively. This latter elevation will then reflect the minimum average berm height shown in the cross section on sheet 7 of 7. 2. Sheet 1 of 7: Provide specifications related to the placement of compacted fill within the building and pavement areas. The Frederick County Inspections Department will require the submission of a fill certification report prior to issuing a building permit. 3. Sheet 1 of 7: Add a note to the Erosion and Sediment Control narrative requiring the contractor to notify the Public Works Department (665-5643) after the Erosion and Sediment Control has been installed and prior to initiating the site grading. 107 North Kent Street Winchester, VA 22601 I ,17 P.O. Sheet 2 of 7: There appears to be a conflict between the pavement sections shown in the two sections titled: Typical Onsite Pavement Section and Typical Sections - Curb and Sidewalk. Based on our knowledge of the geology in this area, it appears that the typical section shown with the curb detail is more appropriate. Typically, the high plastic residual soils derived from the underlying shales yield CBR values on the order of one to three. It is recommended that the pavement section be confirmed prior to approval of the site plan. 5. Sheet 2 of 7: The proposed detention basin will be located to the east of the proposed subdivision line. Consequently, it will be necessary to obtain and show a perpetual drainage easement within this area. 6. Sheet 2 of 7: Offsite grading is proposed to the south of Drop Inlet 6. A grading easement will be required in this area. 7. Sheet 2 of 7: The contours south of the emergency spillway opening need to be revised to reflect the 765.0 contour and a 765.5 crest elevation. 8. Sheet 2 of 7: Revise the spot elevation along the crest and emergency spillway to reflect the 765.5 and 764.5 elevations. 9. Sheet 3 of 7: A proposed ingress -egress easement is shown at the northeast corner of the site. This easement conflicts with the detention basin. In order to accommodate an access drive at this location, it will be necessary to redesign the shape of the basin. 10. Sheet 7 of 7: Consider making the proposed 15 inch metal riser a permanent structure. This action may require the addition of an oversized cap to prevent vortexing. 11. Sheet 7 of 7: Provide a connection detail between the 6 inch PVC pipe and the 15 inch metal riser. 13. Sheet 7 of 7: Note number 4 indicates that top soil shall be stripped and stockpiled for future use. Indicate where the -topsoil stockpiles can be located within the building site. Chuck, it has come to my attention that a sidewalk should be included on the Rite Aid Pharmacy site plan, along Route 277 (Fairfax Pike). This issue was raised by VDOT, and should be reflected in their comments. The ordinance requires sidewalks along roads classified as arterial and collectors. This sidewalk will ultimately provide for pedestrian access between the Rite Aid Pharmacy, JamesNvay shopping area, Sherando High School and Park, and the many residential subdivisions developed nlnnu Rniite 9,77. Phillips, Inc. - 207 Park Avenue Falls Church, Virginia 22046 RE: Preliminary Site Plan Review -- Rite Aid Pharmacy Dear Mr. Dunlap: I have had an opportunity to review the above referenced site plan. The following comments will need to be addressed in order for this office to proceed with administrative approval of this site plan. Please: 1) Provide the FAR calculations for the proposed building. 2) Note that there are no provisions for exterior lighting and/or signs to be mounted on the proposed building. If this is an oversight, please indicate the location, height, dimensions, and type of all proposed fixtures. 3) Revise the parking calculations to reflect that 55 parking space are required ( one space per 200 sq. ft. = 54.29 = 55 parking spaces). 4) Revise the parking lot to comply with the parking requirements as provided in the Frederick County Zoning Ordinance. As stated, the parking lot should have curb and gutter, and 9-foot wide landscaped islands at the end of all parking bays. Some of the proposed islands do not comply with the 9-foot width requirement. Also, the area directly east of the trash enclosure should have curb and gutter. 5) Provide a detailed drawing of the handicapped accessible curb ramps. Also, the ADA requires that handicapped parking spaces be 20-feet in length. Please revise the handicapped parking spaces to reflect the required length dimensions. Please provide the location for the handicapped parking signs as required by the ADA. 6) Provide pavement stripping to clearly separate the drive-in lanes from the parking aisles. Directional arrows should also be provided. 7) Revise the perimeter landscaping plan to include a minimum of 20 shade trees as required (1 for every 40 feet). The Zoning Ordinance also requires that a three-foot hedge, fence, berm, or wall be provided to 107 North Kent Street Winchester, VA 22601 P.O. Please provide this screening in the landscape plan. 8) Revise the interior landscaping plan to provide the location and type for the required 6 shade trees. The ordinance requires a minimum of one shade tree for every ten parking spaces. 9) Provide stop signs at the parking lot exit areas. 10) Revise the areas designated as ingress/egress easements. Presently, these proposed easements travel through the areas designated for stormwater management. 11) Indicate the type of finishing proposed for the trash enclosure walls. Please revise your site plan to address these comments, and the comments provided to you by the review agencies. You will also need to provide this office with the completed comment sheets from all required review agencies. Once all comments have been addressed, please resubmit one copy of the revised site plan to this department for final review. If the revised site plan satisfies all agency comments, we will request five copies of the final site plan and recommend the site plan for approval. Please be reminded that final approval of the site plan is contingent upon the approval of the proposed subdivision. The site plan will not be approved until the property is subdivided as proposed. In the absence of specific trip `generation rates for this type development, we are in agreement with the trip rates used by the consultant in her analysis. Based strictly on the volumes obtained from a directional turning movement, during the p.m. peak taken on December 12, 1995 and the projected volumes generated by the proposed development, a right turn lane is not required at the entrance on Route 641 or at the entrance on Route 277. However, since the Route 277 corridor is developing so rapidly and traffic is already congested at peak hours, it is our belief tliat a right turn lane should be required at the entrance on Route 277 to facilitate the orderly tlo\v of traffic from the signalized intersection of Route 277 and Route 641 to the east. Vehicles will be accelerating eastbound and will be queued. The entire queue will have to adjust its speed to acconunodate any right turns into Rite Aid. This will create a potential for numett011s tear end type accidents and should be avoided. Since the volume of traffic on l:oute 277 is growing at such a rapid rate and strip development will in all probability continue eastward, it is our suggestion that right turn lanes be a requirement at any and all de\elopments along Route 277 as has been done for other developments along Route ''77 and other high growth corridors. When taken individually, ear ll seharate development may not generate enough traffic to warrant a right turn lane, however, \\hen taken collectively, the absence of a right turn lane would cause unacceptable delays to the tlhnnuoh traffic. The relocation of the drive-in lanes to the east of the building does not satisfy the necessary distance requirements. There must be a minimum distance of 36-foot for the drive-in lanes (Two lanes @ 12-foot each), and a one way traffic aisle (I 2-foot, as a minimum). This 36-foot distance requirement may be satisfied by shifting the entire building, and the adjacent parking, two feet west. 4. Items 1 and 2 in your memorandum seemed to accurately reflect what was discussed at our recent on site meeting. However, any right-of-way dedication will need to consider adequate space for the relocated traffic signal pole and associated equipment. You are also correct in stating the Route 277 entrance may remain at the location as you originally proposed. Regarding the traffic signal relocation and construction of the turn lanes, I disagree with your staternents. My offer to pay for the traffic signal modifications was contingent upon your client constructing the turn lanes in conjunction with the other right-of~way improvernents. Also, I did not agree the turn lanes would not be required at this time. My recollection of the discussions was that a final decision on the need for and time of construction of the turn lanes would be made once you or Mr. Sanders provided us with more accurate traffic projections for the facility. Furthermore, we briefly discussed our recent receipt of a traffic study for an adjacent project, Woodstock Estates, Section 1I. This study also addresses the impacts on the Route 277/641 intersection. I suggested you contact the designer of that project, G. W. Clifford & Associates, Inc. of Winchester, to perhaps combine the needed traffic information which would more accurately reflect the anticipated impacts on the intersection. Since our meeting I received a letter from Mr. Sanders indicating he has contact G. W. Clifford concerning the traffic study. TRANSPORTATION FOR THE 21 ST CENTURY Mr. Charles F. To accommodate the necessary pavement widening modifications to our existing traffic signal system at the intersection will be necessary. This will entail pole relocation, additional signal head, and the incidentals necessary to complete the work. A copy of our existing as -built plan sheet for the existing traffic signal is enclosed for your use. 5. Since Route 277 is classified as a major collector roadway, Frederick County's ordinance will require the installation of sidewalks along Route 277. 6. This evaluation identifies the traffic impact on the existing street network and provides conclusions and recommendations. PROPOSED DEVELOPMENT The proposed development will consist of a 11,000 sf free-standing drug store. The pharmacy will include a drive-thru window for customers to pick-up prescriptions. The site is located at the intersection of Route 277 (Fairfax Pike) and Route 641 (Double Church Road). Driveway access will be provided on both Route 277 and Route 641. The driveway access to Route 277 will be located approximately 250 feet east of the intersection with Route 641, while the driveway access to Route 641 will be located approximately 200 feet south of the intersection with Route 277. Both driveways are located as far away as possible from the Route 277/641 intersection, while still remaining on the proposed property. The proposed plan provides for right-of-way dedication along both Route 277 and Route 641 to accommodate one additional lane and a 5 foot wide strip for sidewalk and/or utilities. EXISTING CONDITIONS Route 277 is a two-lane facility that runs east -west in the town. Route 277 is characterized as a major collector roadway, since it provides access to Interstate 81 to the west and residential and retail areas to the east. Route 641 is also a two-lane facility, however it runs north -south. Currently, turn lanes are provided for eastbound right and left turns, westbound left turns, and northbound right turns. The intersection is controlled by a traffic signal. Along Route 641 in the northbound direction, a right -turn lane runs the entire length of the proposed development. Turning movement counts were taken at this intersection on Tuesday, December 12, 1995 during the PM peak hour. The existing traffic volumes are displayed on Figure 1, and the proposed development volumes are shown in parentheses. As shown in Figure 1, the majority of the traffic entering the site approaches from the east. TRIP GENERATION Trip generation analysis for the proposed development was performed for the weekday PM peak hour of the adjacent street traffic (one hour between the hours of 4-6 PM). Because the proposed development is a relatively new concept, and specific trip generation rates are not contained in Trip Generation, 1991, Institute of Transportation Engineers, a comparison of similar uses was performed Trip generation rates for drive-in banks, grocery stores, and shopping centers were all ..compared In an effort to remain as conservative as possible, the trip generation equation for a shopping center < 600,000 sf GLA was used. As a result, the trip generation used for the PM peak hour of this particular site was 164 trips, with 50% entering the site, and 50% exiting. This value represents an average rate of 14.64 trips per 1000 square feet, which is conservatively reasonable for this type of purpose. TRIP DISTRIBUTION AND ASSIGNMENT The directional trip distribution was based on turning movement counts taken at the subject intersection. Based on the trip distribution described previously, the projected traffic volumes generated by the development were assigned to the existing road network serving the site. Figure 1 illustrates the existing and development volumes during the weekday PM peak hour. CAPACITY ANALYSIS Capacity during the PM peak hour at the subject intersection was analyzed both with the current background volumes and with the development volumes added. In both scenarios, the intersection is shown to operate at a level of service B. Based on the VDOT Minimum Standards of Entrances to State Highways, it was determined that a radius will be sufficient for right -turn movements into the site. This determination was made by comparing a peak hour volume approach total in VPH of 412 to a peak hour volume of right turns in VPH of 24. Route 641 Entrance The access drive on Route 641 was analyzed regarding the need for right turn lane treatment as well. Calculations, performed in the same manner, yielded a peak hour volume approach total in VPH of 231 to a peak hour volume of right turns in VPH of 15. Again, based on the VDOT Minimum Standards of Fritranco to State Highways, it was determined that a radius will be sufficient for right -turn movements into the site. CONCLUSIONS ..,,Due to the low volume of traffic projected by this site, in comparison to the existing • traffic volumes on Route 277 and 641, the projected traffic will have a negligible impact on the existing street network. The traffic using the existing traffic signal at the intersection will not experience any additional significant delay. This letter is to be considered your permit to do so. The following provisions will be required: • Work area protection signage in accordance with the attached while working on the right- of-way will be required. • All work on the right-of-way is to be confined to the temporary entrance location only. • A minimum 6" depth of VDOT # 1 (2-3 inch stone) course aggregate by 30' in width will be required. It is to be placed from the edge of pavement and extended back onto private property far enough to prevent the carrying of mud onto the roadway. A wash rack will be required. • Positive drainage is to be maintained within the right-of-way at all times. • Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will be required by you to our satisfaction. • This permit is being issued for 180 days. • All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment Control Handbook, Specification 1.01. • The entrance is to be installed at the location shown on the site plan prepared by Walter L. Phillips dated February 29, 1996. The Department of Transportation will not be held liable for suit should such result from this operation nor is it granting permission to grade on the property of others or disturb underground utility lines.
