The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is
complete. If any portion is not included or complete, the site plan application will not be accepted
and returned to the applicant(s).

1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Mr. Payne:
This letter is to inform you that the Frederick County Planning Department administratively approved
site plan #033-95 for Payne Well Drilling on August 31, 1995. This site plan involves the
construction of a storage building on the northeastern corner of the site. This storage building will
consist of 2,640 square feet. There will also be 12 evergreen trees planted along the southwestern
boundary line, separating the gravel parking area from the adjacent mobile homes.
Attached are two copies of the approved plan. This will enable you to provide a copy to the
contractor, and to maintain an approved copy for your records. Please have the contractor contact
tills office to schedule an on -site inspection once all improvements are complete.

Along with this letter you will find five copies of the site plan with revisions reflecting your
comments dated August 30, 1995. These comments are addressed as follows:
• 1 The current submission is signed and sealed.
•2 The PIN for Oates is revised.
•3 There are no outdoor lighting or trash receptacles proposed.
•4 The pipe storage area has been delineated.
.5 As we discussed, the legend is not needed. The storage area is gravel.
•6 The use of the proposed building is noted on the plan.
•7 The well and septic tank is shown on the plan.
•8 Note #10 states that no change in number of employees will result from the
construction of the proposed building.

We have reviewed your letter of August 14, 1995 and site plan for the referenced location.
As you know, the existing entrance configuration onto Route 11 does not meet our current
commercial design standards. Although upgrading would be desirable, we understand doing so
would be difficult based on the available amount of property frontage of 50' . Upgrading would
require an agreement from at least one, if not both, adjacent property owners.
You have indicated the owner, Mr. O. L. Payne, has been in operation at this location since
1964. Since we have no record of problems at this entrance location, we will waive any
improvements at this time other than the 2" asphalt overlay we discussed. Mr. Payne should
understand, in the future if his business increases or problems develop, then upgrading to current
design standards will be necessary. To ensure the existing entrance is overlayed, by copy of this
letter to Mr. John Trenary, Frederick County Building Official, we are asking the building
permit for the storage building, be held until Mr. Payne has applied to this office for issuance
of a Land Use Permit to cover the required paving.

The Site Plan submitted to your office for Payne Well Drilling, Inc. concerned the erection of a
storage building on a one acre parcel located in Stephenson, VA on Route 11. Payne Well
Drilling, Inc. has been in operation at this location since 1964. The proposed building is intended
to house equipment which would otherwise be stored in the existing yard area. The erection of
the building will not result in any operations change or any increase in the amount and type of
traffic accessing the parcel.
I request that the existing entrance configuration be allowed to remain without alteration. The
entrance has adequately served'the operations of Payne Well Drilling since 1964. In addition, the
Route 11 frontage occupied by the parcel will not accommodate a standard VDOT commercial
entrance without encroaching on adjacent parcels. As we discussed last week, the entrance in the
ROW can be overlaid with 2" of SM-2A to provide a more stable section to support the
anticipated traffic loads.
