The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is
complete. If any portion is not included or complete, the site plan application will not be accepted
and returned to the applicant(s).

The Frederick County Planning Department administratively approved Site Plan /#030-95 for the
Redbud Run Elementary School on October 9, 1995. The approved site plan calls for the
construction of a new elementary school that is 70,620 square feet, the creation of a new asphalt
parking lot and maneuvering area that will contain curbing, 101 regular parking spaces, five
disabled parking spaces that are van accessible with appropriate ramps and signage, parking lot
lighting, directional signs, and concrete sidewalks to provide access from the parking lot to the
facility, the provision of a concrete loading area and dumpster pad, the creation of an access
road from Berryville Pike that will contain a temporary cul-de-sac and a bus loop road, the
construction of a bus fueling station that will be protected by bollards, the installation of three
fire hydrants, the provision of an all weather fire lane with appropriate signage, the construction
of a new sanitary sewer pump station, the provision of recreational facilities that include an
asphalt basketball court, an asphalt play area, a softball field with protective fencing, a
football/soccer field, and a playground area, the installation of two storm water management
facilities, improvements to the existing crossover and the provision of turn lanes on Berryville
Pike, and all appropriate erosion and sedimentation control measures.
I have provided you with three copies of the approved site plan. Please provide an approved
site plan to the contractor to maintain on -site, an approved site plan to the project engineer, and
maintain an approved copy for your records. Please contact this office to schedule an on -site
inspection once all improvements are complete. Please contact me if I may answer any
questions regarding this letter.

In reference to the completion of Redbud Run Elementary
School, the school board will be responsible for installing fencing
adjacent to the area bordering the north side of the entrance road
and around the detention pond located near the service area. The
fencing shall be a minimum of six feet in height and shall be
installed prior to the opening of the school year.

Dear Tom:
This is to follow-up on recent phone conversations concerning the rock cut slopes on the
referenced project, in particular the severity of the grades and the recommendations we
have received from our District Geologist for flattening them.
As I said, the proposed 1:1 cut slope along the new right turn lane on Route 7 will need
to be flattened to a minimum 1 1 /2:1. This will match the existing conditions. As for
the rock cut slopes along the access road a 1:1 slope on the east side and 2:1 on the west
side will be acceptable as originally designed and approved. However, we ask your soils
engineer certify to us in writing the stability of these slopes. In addition, if the School
Board or Board of Supervisors requests our addition of this roadway In the future, the
resolution requesting the addition will need to guarantee to VDOT the slopes will be
flattened by the County to an acceptable grade if failure should ever occur in the future.

Enclosed are your approved Land Use Permits #855-03240 and #855-03241 to cover the utilities
and right-of-way improvements for the referenced project.
Please ensure a copy of the approved permit assembly is kept at the job site whenever working
within the Route 7 right-of-way. I would also like to remind you of the need to erect and
maintain proper traffic control in accordance with our Virginia Work Area Protection Manual.
As discussed at our recent on site meeting, general construction traffic to the site should continue
to use the construction entrance on Route 656 north. However, additional temporary
construction entrances will need to be constructed at the permanent access road entrance and in
the median areas as necessary to prevent the carrying of mud out onto the Route 7 pavement.
The location of these temporary construction entrances can be determined during construction.
As you know, in order to recover our inspection costs on the project, these permits have been
set-up on an account receivable basis. Any charges we incur will be biiied to you monthly. For
your information the account receivable number is 0245 8510.
Please give Mr. Steve Mehkoff a call at 540-722-3460 at least 48 hours in advance of the start of
construction to arrange for any necessary inspections.
If you have any questions concerning the permit requirements or during construction, please let
me know.

This is to acknowledge receipt of your revised plans dated September 26, 1995 for
the above referenced project. The plans appear satisfactory and are approved.
Please advise the owner accordingly.
I offer the following comments:
• A meeting be held by you and/or the owner with the attendance of the contractor,
various County agencies and VDOT to review our requirements for work within
the Route 7/656 right-of-way, access road right--of--way and bus loop.
• Materials used and method of construction shall apply to current observed VDOT
Road & Bridge Specifications applicable during construction of this project.
• Our review and comments are general in nature. Should conditions in the field
exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the Department prior to inclusion into the
Secondary Road System or final completion of permits.
All drainage is to be carried within the right--of-way in ditch lines or gutters along
the street to a pipe or drainage easement.
The contractor shall notify VDOT when work is to begin or cease for any
undetermined length of time. VDOT will also require 48 hours notice for
inspections.
The appropriate land use permits shall be obtained before any work is performed
on the State's right-of-way. These permits will require a basic fee, surety bond
coverage, plus the salary & expenses of a State assigned Inspector. The permit will
be set up on an account receivable basis to recover our inspection costs.

Any entrances constructed from the access roadways shall meet VDOT minimum
standards. This is the owner's responsibility.
Any signs to be installed will be in accordance with attachments.
We are in receipt of Mr. Tom Malcolm's letter of 09/27/95 agreeing to pay for
half the cost of signalization at the access road intersection with Route 7. This cost
will also be billed on an account receivable basis. As we have. previously informed
you, since we have only recently begun our design of the traffic signal, we may
need the owner's contractor to install some empty conduits during construction
of the access road to facilitate signal installation later. Also, some additional
grading may be required at the intersection to accommodate the signal poles and
equipment.

We have received your revised site plans dated August 17, 1995 for the
referenced project. Most of our earlier review comments appear to have
been satisfactorily addressed. However, additional comments may be found
on the enclosed plans marked in red and as follows:
1.) In the typical section for the Route 7 improvements the proposed
shoulders are shown falling toward the new edge of pavement. The
shoulders should slope away from the edge of pavement at 7%
difference from the pavement cross slope. See our enclosed copy of
Standard GS-11.
2.) The proposed width (221 and length (400') of the west bound left turn
lane grading to be performed by the School Board's contractor should
be so indicated on the plan. In addition a note the grading is to be
completed at a rate of 1" per 1' should be included.
3.) Flow arrows for the proposed drainage pattern should be provided in
the median east of the median crossover. Also the proposed 610
contour in the east bound lane left ditch should be revised so it is clear
runoff from the median (proposed 612 contour) is directedr:intoltheeast

We have completed the revisions to the site plans for the above referenced project in accordance with
the review comments received from your office on August 15, 1995. Enclosed please find 3 copies
of the revised plans for your review and comment. Responses to selected individual comments are
listed below.
Route 7
3. Entrance will be upgraded. The existing culvert has been verified to be 36" diameter CMP and
will remain in place.
5. As you discussed in comment number 6, this culvert will be filled with concrete after the median
east of the crossover is regraded to drain into the EBL ditch.
6. Due to the elevations of the existing culvert inverts relative to the grades at the widened
crossover, it appears that a DI-7A will not work. Please refer to the enlarged plan of this area
on sheet C5. If installed, the top of the structure will be above the elevation of the pavement
in the crossover. Also, the area to the east of the culverts which currently drains into the open
ends of the culverts, will have to be raised several feet in order for water to enter the top of the
new structure. From a drainage standpoint, this new structure would be very awkward

The area of the requested structure is adjacent to an existing left turn lane. The sliQ�Plderlarl'd

the new turning lane and taper. The grade to the north of the new turning lane will be almost
identical to the existing grade in this location. The grade to the west of the widened crossover
will be very shallow, approximately 9:1. Considering these grades and the fact that a guardrail
will installed to the north of the turning lane and to the west of the crossover, it would not
appear that safety issues would justify the installation of this structure.
8. We will coordinate this item with the school board.

5. Tile new storm sewer system will be located entirely outside the highway department right-of-
way with the exception of one drop inlet located very near or on the right-of-way line. Please
note, the intention of this design is for VDOT to maintain the new access road only, not the bus
loop. Therefore, the storm sewer system will remain unchanged.
7. We have decided to maintain the 36' width to facilitate future turning lanes into the proposed
adjacent high school. Maintaining this width will create a situation where only restriping will
be required to create the turning lanes with no new pavement required.
9. As we discussed in our recent telephone conversation, cut slopes will range from 1:1 to 3:1 or
less. Based on a soils investigation by Triad Engineering, areas along the road where rock is
present will be stable at a slope of 1:1 on the north and east sides of the road and at a slope of
2:1 on the west and south sides. A representative of Triad will observe the excavation for the
roadway and make recommendations regarding maximum stable cut slope as indicated in note
2, sheet C3.
General
2. Please refer to the attached sketch SK 7 to more clearly indicate locations of Typical Asphalt
Pavement Types 1 and 2. This sketch was issued along with an addendum and is therefore a
part of the construction contract.
4. At the request of the Fire Marshal's office, the construction access road will remain in place
after construction as a secondary means of access only.
As you are aware, the Frederick County Building Official will not issue a permit for the construction
of the building until all site related reviews are completed with all comments addressed. In the
interest of maintaining a smooth flow of work, any effort you can make to expedite your review will
be deeply appreciated.

As requested, we have reviewed your site plan dated May, 1995 for the referenced
project. Our comments may be found on the enclosed plans marked in red and as
follows:
Route 7
1.) In addition to the cross sections provided, a typical section of both right and left turn
lanes will need to be provided which specifies the proposed pavement designs and
shoulder widths, ditch widths and slopes.
2.) A proposed shoulder width will need to be provided for the left turn lane to
determine proper guardrail cffset.
3.) The proposed entrance to the sanitary sewer pump station will need to be upgraded
to VDOT PE-1 Standards with a pavement design of 8" of Type 21-B Aggregate and
2" Type SM-2A Asphalt Concrete. A minimum 30'x36" C.M.P. asphalt coated
drainage culvert with mitered ends will also need to be provided.
4.) The final grade of the median east of the crossover will need to be approved by this
office prior to grading being completed. A note indicating such will need to be
added to the plan.
5.) Standard EW-11(a) will need to be provided on the ends of the existing crossover
pipe as recommended in our earlier review.

6.) If the depth is sufficient a Standard DI-7A will need to be installed in the median to
join the existing culverts west of the crossover. The crossover pipe will need to be
extended and also tied into the DI-7A. It may be possible to eliminate the crossover
pipe by grading down the berm in the median east of the crossover and ditching the
WBL drainage into the EBL, running the ditch water back to the east. This would
drain to a double 42"x29" pipe arch under EBL Route 7 500' east of the crossover.
This may be feasible since grading the berm will be necessary anyway to provide
the necessary sight distance. This method would eliminate the need for the
crossover pipe, pipe extension to the DI-7A, and addition of the EW-I I(a)'s. The
existing crossover pipe would need to be removed or filled with concrete.
7.) You should plan on relocating an amount of guardrail equal to the length of the left
turn lane plus the taper. In this case the quantity should be approximately 500' in
length.
8.) With the additional trip generation data you provided it appears signalization at this
new intersection will be required. The Department will agree to fund 50% of the
signal if the school board will agree to pay for the remaining 50%. The signal
installation will be a part of the school board's land use permit with their share (50%)
being paid for on an account receivable basis. VDOT will provide all design,
materials and installation and bill the school board accordingly. We may need the
school board's contractor to install some empty conduits during construction of the
access road entrance to facilitate the installation of the signal at a later date. We
have just begun our preliminary design of the signal; some additional grading
around the intersection may be necessary to accommodate the signal poles and
equipment: A lett,-:�r from the school board agreeing to pay for 50% of the
signalization costs on an account receivable basis will be needed prior to issuance
of the land use permit.
9.) The crossover will need to be widened to the west approximately 20' by the school
board to better accommodate turning maneuvers through the newly signalized
intersection. In addition the west bound left turn lane will have to be brought up to
standards to provide proper storage for west bound traffic turning onto Route 656
south. The Department will fund the installation of this left turn improvement.
However, we ask the school board grade the median in this area down to current
shoulder elevation (400' long x 22' wide) in conjunction with your grading and
drainage improvements to better facilitate installation of the standard left turn lane
in the future.

Access Roadway & Bus Loop
1.) The revised alignment, grade and super -elevation appears satisfactory.
2.) All proposed culverts under the access road will need to be a minimum 15" in size
type reinforced concrete and Standard ES-1 Flared End Sections provided.
3.) The proposed drainage culvert at Station 19+50 will need to be increased to 15",
end sections added, and Standard EC-1 added to the outlet.
4.) An additional culvert will need to be installed at Station 11 +25± to relieve drainage
in the right side ditch.
5.) The proposed stormsewer system should be constructed using reinforced concrete
pipe and 20' drainage easements provided to enclose this system.
6.) Standard EC-2 ditch lining will be required right and left of Station 10 to 18±.
7.) Our preliminary review indicated the access roadway could be reduced to 24' in
width after passing the first entrance.
8.) The typical road cross sections need to be clarified and a pavement design
designated.
9.) Cut and fill slopes will need to be a maximum 2: 1.
10.) If the school board desires us to add the access road to the Secondary System, then
either a temporary or permanent cul-de-sac will need to be added to its end.
General
1.) Additional detail of existing conditions is needed.
2.) Pavement designs for all roads should be clearly shown. Also where do the typical
asphalt pavement designs Type I and II on Sheet C-12 apply?
3.) A horizontal scale is not shown on Sheets C-8 and C-11.
4.) The proposed construction access roadway should be designated as temporary.
5.) Other miscellaneous items as marked will need to be addressed.

In accordance with your request of July 7, 1995 you are given permission to install a
temporary construction entrance at the reference project. This letter is to be considered
your permit to do so.
The following provisions will be required:
♦ Work area protection signage in accordance with the attached while working on
the right-of-way will be required.
♦ All work on the right-of-way is to be confined to the temporary entrance location
only.
♦ Minimum 8" depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width
over filter fabric will be required. It is to be placed from the edge of pavement and
extended back onto private property far enough to prevent the carrying of mud
onto the roadway. A washrack will also be required.
♦ Positive drainage is to be maintained within the right-of-way at all times.
♦ Any disturbed areas of the right-of-way or damages to the pavement structure
adjacent to this entrance will be repaired by you to our satisfaction.
♦ This permit is being issued for 360 days. If the construction entrance is still
needed after the allotted time, an extension may be granted. However, once
construction of the elementary school is completed the entrance is to be removed
and the Route 656 right-of-way restored.

the west side of Route 656 at approximately 0.22 mile north of Route 7. The
embankment and vegetation north of the entrance location must be removed to
provide a minmum 350' of sight distance.

The Department of Transportation will not be held liable for suit should such result from
this operation nor is it granting permission to grade on the property of others or disturb
underground utility lines. If the above listed items are not followed this permit may be
revoked.

Dear Evan:
As a hart of the construction of Redbud Run Elementary
School, we have proposed the installation of 105 vehicular parking
spaces to serve the new facility. Following a thorough examination
of parking requirements at other county elementary schools, we feel
confident the proposed 105 parking spaces for Redbud Run Elementary
School would be more than adequate to meet our current and future
needs.
The number of parking spaces proposed for the school site is
sufficient for staff members and visitors during the regular school
day. In addition, we have reviewed the attendance data which we
have experienced at other schools sites as a result of special
events, such as, concerts, plays, and various meetings held
throughout the school year. We would expect total attendance at
these events to range between 300 and 400. The number of parking
spaces proposed for Redbud Run Elementary School is adequate for
the attendance we anticipate for these types of events.

The purpose of this letter is to expand upon our telephone conversation of July 31, 1995. The
essence of our conversation was to discuss outstanding issues associated with the above
referenced project. At this time, we are awaiting review agency comments from the Virginia
Department of Transportation and the Health Department, as well as final approvals from the
Building Official and the Fire Marshal. I have attempted to contact each review agency to verify
their status on this project; however, I have only been able to leave messages to return my call
at this time. Once I discuss these issues with each department, I will advise you as to the most
efficient method to expedite final site plan approval.
Enclosed is a copy of my review sheet for this project. I completed my review and approval
of your revisions on July 7, 1995; however, I failed to provide you with a copy for your
records. It is my understanding that the final version of this site plan will address the need for
an additional disabled parking space with appropriate striping. Therefore, I will not need to
review this plan again. I would appreciate a copy of the parking study and related information
that was provided to you by the School Board. This information will adequately address
comment number 17 in my letter of June 13, 1995.

I attended a preconstruction meeting at the School Board Office last week to review issues
associated with the above referenced project. The Frederick County Board of Supervisors has
approved this project, and expects the new school to be fully operational for the 1996 school
year. With this in mind, I believe that it is important to determine the best way to complete our
review of this site plan for final approval.
I would suggest a review meeting that is similar to our Technical Review Committee meeting.
All review agencies have been provided with the plans necessary to complete a preliminary
review. Therefore, we could schedule a date that would enable the project engineer to meet with
all review agencies and demonstrate that all required revisions have been incorporated onto the
final site plan. This would enable Frederick County to expedite final approval of this site plan
and issue all required permits.
Please contact me as soon as possible to advise me if this idea is acceptable. If so, I will contact
all review agencies to determine a suitable meeting date.

The location of each sign has been indicated on the site plans. Details of sign
construction are included in Specification Section 10430 - Exterior Signs. A copy of this
Section is attached.
Per your discussions with Phil Pappas regarding enclosures of dumpsters, since none of
the other schools in the county which we have designed recently have dumpster
enclosures, we are not indicating an enclosure at this facility. Due to the location of the
dumpster, it would appear that an enclosure would be in the way and create more of a
problem than a benefit. Also, we are planning to landscape this area fairly heavily to hide
not only the dumpster but also the remainder of the loading dock area from view when
in the parking area.

were printed, the hatch patterns did not stand out the way they should have. This
situation has been clarified by Sketch SK 7 which was included in an addendum to the
contract. A copy of this sketch has been included with this letter.
19. These areas are delineated wetland areas. The legend has been modified to reflect this.

21. "Intermittent stream" has been added as an additional label. "Waters of the U.S." is the
appropriate term in accordance with the wetlands delineation.

curb is on Sheet C12.
24. The playground area will be located in the open area southwest of the new building.
Labels have been added to clarify. Fencing, like landscaping, will be provided by
allowance and field located by the Owner. Provisions will be made to provide fencing
along the edges of the soccer and softball fields. The softball field has been re -oriented
to face due East in accordance with recommendations from the NCAA which are
contained in the Architectural Graphic Standards handbook.
Attached are review comment sheets fi•om the Frederick County Sanitation Authority, the Department
of Parks and Recreation and the City of Winchester. The remainder of the review agencies you listed
in your letter- were sent plans at the same time yours were sent. We will forward any additional
comments when we receive them.

schedule for this project is very tight. The contract is expected to be awarded on June 29 with

SECTION 10430 - EXTERIOR SIGNS
PART 1 - GENERAL
A. CONDITIONS:
1. Drawings and general provisions of Contract, including General and
Supplementary Conditions and Division 1 specification sections, apply to work of
this section.
B. DESCRIPTION OF WORK:
1. The work to be performed under this section of the specifications comprises the
furnishing of all labor and materials and the completion of all work of this section
as shown on the drawings and/or herein specified.
2. In general, the work included under this section consists of, but is not limited to,
the following:
a. This Section includes the following types of signs:
(1) Exterior facility identification and directional information signs.
(2) Exterior fire lane signs.
C. RELATED WORK:
1. In general, the following related work is included in other sections of the
specifications:
a. Section 10425, INTERIOR SIGNS AND BUILDING PLAQUE.
D. SUBMITTALS:
1. General: Submit the following in accordance with Conditions of the Contract and
Division 1 specification sections.
2. Shop Drawings: Provide shop drawings for fabrication and erection of signs.
Include plan, elevations, and large-scale sections of typical members and other
components. Show anchors, grounds, reinforcement, accessories, layout, and
installation details.
a. Provide message list for each sign required, including large-scale details of
wording and layout of lettering.

3. Product Data: Include manufacturer's construction details relative to materials,
dimensions of individual components, profiles.
4. Samples: Provide the following samples of each sign component for initial
selection of color, pattern and surface texture as required and for verification of
compliance with requirements attached.
a. Bronze plaque finish.
b. Exterior sign enamel finish.
C. Silk screen lettering.
E. QUALITY ASSURANCE:
1. Single -Source Responsibility: For each separate type of sign required, obtain signs
from one source from a single manufacturer.
PART 2 - PRODUCTS
A. ACCEPTABLE MANUFACTURERS:
1. Manufacturers: Subject to compliance with requirements, provide products of one
of the following:
a. Manufacturers of Exterior Signs:
(1) Andco Industries Corp. (Standard of Quality).
(2) ASI Sign Systems, Inc.
(3) Architectural Graphics, Inc.
(4) Best Manufacturing Sign Systems.
B. FACILITY IDENTIFICATION AND DIRECTIONAL INFORMATION SIGNS:
1. Post/Panel Series No. PP77, (Andco Industries) non -illuminated, single faced, 24"
high x 144" long panel size.
2. Panels:.090" aluminum.

a. Type B-1 (screen printed).
b. Type Style: Helvetica medium - 8" upper case letters, lower case as
required.
C. Copy: Redbud Run Elementary School (upper and lower case).
4. Finish: Type A-10 Matthews acrylic polyurethane.
C. DIRECTIONAL INFORMATION SIGNS:
1. Same construction as above.
2. Panel Size: 24" high x 48" long.
3. Type Style: Helvetica medium - 4" upper case letters (lower case as required) and
5" arrows.

D. FIRE LANE SIGNS:
1. Provide 22 - 12" x 18" metal signs each on a 4" x 4" x 10'-0" long treated wood
post. Each sign shall read "FIRE LANE" (all uppercase letters) in red letters with
a white background. Height shall be 7'-0" from finished grade to bottom of sign.
PART 3 - EXECUTION
A. INSTALLATION:
1. General: Locate sign units and accessories where indicated, using mounting
methods of the type described and in compliance with the manufacturer's
instructions.

a. Install signs level, plumb, and at the height indicated, with sign surfaces
free from distortion or other defects in appearance.
b. Locate fire lane signs at each side of fire lanes, at intervals not to exceed
100 feet.
B. CLEANING AND PROTECTION:
1. At completion of the installation, clean soiled sign surfaces in accordance with the
manufacturer's instructions. Protect units from damage until acceptance by the
Owner.
