Construction and development of the site includes: • A retail structure totaling 20,360 square feet which will be served by 80 parking spaces. Of the 80 parking spaces, 18 spaces have been designed to accommodate RV parking. • A zoning district buffer has been provided. The Category B buffer includes a 25 foot inactive portion and 25 foot active (full screen landscaping). • A six (6) bay garage attached to the primary structure will be used primarily as an installation area associated with the business. Place a note on the plans indicating that the ditch lining or any onsite materials utilized for the ditch located along the western property line shall consist of a material which encourages infiltration. After completion of the project, if it is determined that water pools in the ditch for a prolonged period of time, it will be necessary to install a paved ditch lining. Changes that were made include the following: 1. Note was added on sheet 2 stating that the owner will be responsible for all sidewalk not contained in the VDOT right-of-way. 2. The sight distance triangles have changed. The sight distance is now measured 20' back from the center of the nearest travel lane, with a 4' offset from the center line of the entrance. The sight distance is 2801. The 4 of the larger trees have been removed and replaced with shrubs along Commonwealth Court. The sight distance lines now only cross the right-of-way line in the paved entrance area of the E2 entrance, and the same for E1 with a small portion of sidewalk. 3. The stop lines have been adjusted to be 4' behind the crosswalks at both entrances. 4. The storm profile has been changed to show a flared end section instead of a ES-1 5. The note at the end of pipe C-5 has been changed to read "Class Al per VDOT standard EC-1" 6. The plantings in the sight distance triangles have been changed (removed 4 larger trees and replaced with shrubs). I have included the site plan and landscaping plan for you to review. On sheet 2, where the sidewalk was added along Commonwealth Dr., the owner ,..!ill need to assume maintenance responsibility for the sidewalk since it is shown partially off the roadway ROW. For VDOT to assume maintenance responsibility, the sidewalk needs to be entirely contained on the ROW, with at least one foot from edge of sidewalk to ROB,' line. 2. On sheet 2, the sight distance triangles at the second entrance E2 are partially blocked by proposed landscaping as shown on sheet 4 and by parked vehicles. The eye location for the sight lines could be moved a little closer to the intersection, e.g. about 8 feet behind the crosswalk. A sight distance easement- will be needed where the sight lines extend beyond the ROW line, and no vegetation taller than 2 feet should be planted within the sight triangle. 3. On sheet 2, the location of the STOP lines at the two entrances to Coronwealth Dr. should be adjusted to a point at least 4 feet in advance of the crosswalk per the Manual on Uniform Traffic Control Devices (MUTCD), 2003 Edition, Section 2B.04. The STOP line at entrance E1 should be moved back away from the intersection, and the STOP line at entrance E2 could be moved out toward the intersection, with the sight lines adjusted accordingly. 4. On sheet 2, replace the ES-1 end section in the storm sewer profile with the CPP flared end section as noted in the plan view. 5. On sheet 2 at the outflow from pipe C-5, note that 'Class 1A' should be 'Class Al' per VDOT standard EC-1, Rev. 9/06. 6. I offer the following comments: A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of e:ork. Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Depar• nt prior to inclusion into the4lecondary Road System. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned inspector. Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. Any signs to be installed will be in accordance with attachments. x I suggest any utilities and/or storm sewer placed within the proposed right-of-way De backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement.
