The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it "NU be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review

Dear Mr. Kump:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on March 12, 2007. "file site plan is approved for the construction of a retail camping
business on a site located off of Commonwealth Court in the Shawnee Magisterial District. Construction
and development of the site includes:
• A retail structure totaling 20,360 square feet which will be served by 80 parking spaces. Of the 80
parking spaces, 18 spaces have been designed to accommodate RV parking.
• A zoning district buffer has been provided. The Category B buffer includes a 25 foot inactive
portion and 25 foot active (full screen landscaping).
• A six (6) bay garage attached to the primary structure will be used primarily as an installation area
associated with the business.
Five foot sidewalks have been located along all streets adjoining the site. The sidewalks include
•ramps and crosswalks at driveway intersections.
The site plan meets all requirements for development in the B2 (General Business) Zoning District. All
relevant review agencies have approved the project at this time. I am providing you with three (3) copies
of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore,
advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on
the construction site throughout the development process. Once site development is complete, the owner(s)
should contact this office to schedule an on -site inspection. Do not hesitate to contact me should you have
any questions or concerns.

Dear Mr. Kump
Upon review of the revised site plan received January 11, 2007, we offer the following
comments:
1. Place a note on the plans indicating that the ditch lining or any onsite materials utilized
for the ditch located along the western property line shall consist of a material which
encourages infiltration. After completion of the project, if it is determined that water
pools in the ditch for a prolonged period of time, it will be necessary to install a paved
ditch lining.
This comment is minor in nature, and all of our previous comments have been addressed.
Therefore, we recommend approval of the revised site plan.

Mr. Baluch,
I have revised the site plan and landscaping plan to address your comments.
Changes that were made include the following:
1. Note was added on sheet 2 stating that the owner will be responsible for all sidewalk
not contained in the VDOT right-of-way.
2. The sight distance triangles have changed. The sight distance is now measured 20' back
from the center of the nearest travel lane, with a 4' offset from the center line of the
entrance. The sight distance is 2801. The 4 of the larger trees have been removed and
replaced with shrubs along Commonwealth Court. The sight distance lines now only cross
the right-of-way line in the paved entrance area of the E2 entrance, and the same for E1
with a small portion of sidewalk.
3. The stop lines have been adjusted to be 4' behind the crosswalks at both entrances.
4. The storm profile has been changed to show a flared end section instead of a ES-1
5. The note at the end of pipe C-5 has been changed to read "Class Al per VDOT standard
EC-1"
6. The plantings in the sight distance triangles have been changed (removed 4 larger
trees and replaced with shrubs).
I have included the site plan and landscaping plan for you to review. Please let me know
if you have any concerns with the changes that have been made.

Your revised site plan with latest revisions dated
January 10, 2007 for the referenced project has been reviewed by VDOT. The plans are
approved contingent upon the following corrections:
1. On sheet 2, where the sidewalk was added along Commonwealth Dr., the owner
,..!ill need to assume maintenance responsibility for the sidewalk since it is shown
partially off the roadway ROW. For VDOT to assume maintenance responsibility, the sidewalk
needs to be entirely contained on the ROW, with at least one foot from edge of sidewalk to
ROB,' line.
2. On sheet 2, the sight distance triangles at the second entrance E2 are
partially blocked by proposed landscaping as shown on sheet 4 and by parked vehicles. The
eye location for the sight lines could be moved a little closer to the intersection, e.g.
about 8 feet behind the crosswalk. A sight distance easement- will be needed where the
sight lines extend beyond the ROW line, and no vegetation taller than 2 feet should be
planted within the sight triangle.
3. On sheet 2, the location of the STOP lines at the two entrances to
Coronwealth Dr. should be adjusted to a point at least 4 feet in advance of the crosswalk
per the Manual on Uniform Traffic Control Devices (MUTCD), 2003 Edition, Section 2B.04.
The STOP line at entrance E1 should be moved back away from the intersection, and the STOP
line at entrance E2 could be moved out toward the intersection, with the sight lines
adjusted accordingly.
4. On sheet 2, replace the ES-1 end section in the storm sewer profile with the CPP
flared end section as noted in the plan view.
5. On sheet 2 at the outflow from pipe C-5, note that 'Class 1A' should be
'Class Al' per VDOT standard EC-1, Rev. 9/06.
6. On sheet 4, show the sight distance triangles at the two entrances, with the
ad-�usr!nents noted above, and remove any plantings that would interfere with the line of
sight.

1-'hen all the above comments have been addressed, please resubmit six sets of plans. I
offer the following comments:
A preconstruction conference be held by the engineer and/or developer with the
attendance of the contractor, various County agencies and VDOT prior to initiation of
e:ork.
Materials used and method of construction shall apply to current observed VDOT Road
& Bridge Specifications applicable during construction of this development.
Our review and comments are general in nature. Should conditions in the field exist
such that additional measures are warranted, such measures shall be completed to the
satisfaction of the Depar• nt prior to inclusion into the4lecondary Road System.
Attached is a copy of the minimum requirements and information needed prior to
acceptance of subdivision streets into the Secondary System. This is the responsibility
of the developer.
All drainage is to be carried within the right-of-way in ditch lines or gutters
along the street to a pipe or drainage easement.
The contractor shall notify VDOT when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.
The appropriate land use permits shall be obtained before any work is performed on
Lhe StaLe's right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
inspector.
Any entrances constructed from the referenced street(s) shall meet VDOT minimum
standards. This is the developer's responsibility.
Any signs to be installed will be in accordance with attachments.
x I suggest any utilities and/or storm sewer placed within the proposed right-of-way
De backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the
possibility of any pavement settlement.
A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frederick) for drainage easements or additional right-of-way required for implementation
of this proposed project should be provided for VDOT review prior to issuance of any land
use permit.

We have the following continents to review letter dated January 26, 2007.
1. Adjoining Properties - The needed property information that was identified in
PRA the last review was provided, but without zoning or land use classifications.
The adjoining property zoning and land Use classifications lnfornlatlon
has been added to the plans, see Sheet 2.
" 2. Buffer - A Category B zoning district buffer with full screen is needed along
any property boundaries adjoining the B3 (Industrial Transition) Zoning

District.
A Category B buffer has been added to the western property line. It
includes a 25' inactive buffer and a 25' active buffer. It also includes
landscape screening that can be seen on Sheet 4.
3. RV Parlvng -There are not enough spaces dedicated toward RV parking.
Since the accessory use of this business is related to RV's and not normal
passenger vehicles, it would be appropriate to provide parlung space sizes
" relevant for RV's. The location provided for the RV parking is not in an
°1 S appropriate place, given the location of the bays.
18 total RV parking spaces can now be seen on the plans. The RV
spaces are 10'x40'.

4. Structure Ai -ea - The six (6) bays attached to the retail center exceed the area
allowed (25%) for accessory use. The determination letter that was provided
for Camping World was in relation to its retail use.
The 6 attached bays to the retail center includes area for storage. The
total building area calculations are shown on Sheet 2.

5. Sidewalk - It was noted that sidewalks were provided along a portion of the

There are currently existing sidewalks along parts of the roadway
frontage. Sidewalks and CG 12 ramps have been added along the entire

6. Setbacks - The required rear setbacks for side and rear property lines must
reflect the recent zoning district buffer change.

Setbacks shown on Sheet 2 now reflect the recent zoning district buffer
change. (5' parking on all sides, 35' building along roadways, and 50'
building along side and rear).
7. Landscaping — The Category B full screen zoning district buffer must be
displayed on the landscaping plan.
A full screen buffer has been added to the plans and can be seen on the
landscaping plan on Sheet 4 of the site plan. This screen excludes any
fencing do to the topography of the site.
S. Land uses — The warehouse use is not an allowed use in the B2 (General
Business) Zoning District. This parking allotment needs to be removed.
The warehouse land use has been removed from the plans.

Review Comments
1. Adjoining Properties. The needed property information that was identified
in the last review was provided, but without zoning or land use classifications.
2. Buffer. A Category B zoning district buffer with full screen is needed along
any property boundaries adjoining the B3 (Industrial Transition) Zoning
District.
3. RV Parking. There are not enough spaces dedicated toward RV parking.
Since the accessory use of this business is related to RV's and not normal
passenger vehicles, it would be appropriate to provide parking space sizes
relevant for RV's. The location provided for the RV parking is not in an
appropriate place, given the location of the bays.
4. Structure Area. The six (6) bays attached to the retail center exceed the area
allowed (25%) for accessory use. The determination letter that was provided
for Camping World was in relation to its retail use.
5. Sidewalk. It was noted that sidewalks were provided along a portion of the
frontage, but must continue along the entire road frontage.
6. Setbacks. The required setbacks for side and rear property lines must reflect
the recent zoning district buffer change.

8. Land uses. The warehouse use is not an allowed use in the B2 (General

classification for size.

Upon revieW of the subject site plan clated November 21, 2006, we offer the following comments:
I. Provide the Virginia Department of Transportation detail for the drop inlets on the site. Inclicate a
grate type that has smaller openings in areas where pedestrian traffic is possible.
2. Provide a table in the plans indicating the outlet protection sizing for the contractor.
3. The grass ditch along the western property line will require s0111e type of paving due to the extremely
flat slope (0.3%). Provide a typical section for the ditch line.
4. Provide a note on the plans requiring that any sediment be cleaned or renlovecl front the public right-
of-way.
5. Please indicate on the plans, who will be responsible for the maintenance of the slorlllwater
management pond during and after construction.
We will reserve our approval until receipt of the above revisions. Please submit one copy of tile

We've prepared plans for Cainping World, which will be located on Coinrronwealth Drive approximately 0.1
miles north of the Kernstown Cornrnons interchange of Route 37 and Route 11 in Frederick County. The site
will include a 19,058 square foot con-nrercial retail building with the required amount of parking.
The site will drain to an existing storrnwater pond, which has been modified for this site (lot 2). The pond will
discharge to an adequate channel.
