The cbecklist shovm below specifies the information which is required to be submitted as part of the sita plan
application. The Department of Planning & Development will rrn iew the application to ensure that it is
complete prior to accepting it If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan_ It is recommended that applicants
contact the Departmmt of Planning & Development to determine urhich review

4. The existing sewer is to be routed to the new sewer line connected to City
Sewer.

Dear Mr. Montgomery:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) Handicap Ramp. Your response letter stated that the ramp will be flush with parking lot. The
parking lot is required to be CG-6 and depressed curb is not permitted if that is the intent.
2) Existing Sign. The existing sign needs to be relocated as part of this site plan.
3) Pedestrian Easement. The ten foot pedestrian easernent needs to be recoded.
4) Pump and Haul. A copy of the approved pump and haul permit will be required before the site
plan can be approved.
5) Screening Fence. Sheet 2 references the board -on -board fence. Provide a detail for this fence or
rename the dumpster fence detail on sheet 6 to "dumpster enclosure fence/screening fence".
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for final administrative approval. Comment sheets are required from the following
agencies: the Frederick County Fire Marshal, the Virginia I-Jealth Department, the Virginia Department
of Transportation and the City of Winchester.

2. Label added to existing shed.
3. The sidewalk is flush with the loading space and does not require a ramp.
4. No future connectivity planned.
5. Zoning for adjacent property changed to B2.
6. Note added to relocated sign in conjunction with future pedestrian path.
7. 10' Pedestrian easement added for future path.
8. No permit has been granted. Application is now being made.

Review Comments:
I) Building Uses. On sheet 2, label the use on the buildings and indicate any office areas in the
buildings. Please clarify if the change is for both of the existing buildings.
2) Shed. There is an existing shed that will interfere with the placement of the phase 2 parking lot.
Label this shed as being removed or relocated; if it is to be relocated, provide a new area on this
plan.
3) Handicap Ramp. The handicap space in the new parking lot needs to have a ramp.
4) Future Connectivity. Label the end of the new parking lot as a future connection.
5) Adjacent Property Zoning. The adjacent Webb property is zoned B2, not RP.
6) Existing Sign. There is an existing sign located within the VDOT right-of-way; relocate this
sign.
7) Pedestrian Easement. As seen in new developments along Valley Pike, a ten foot asphalt bike
path is being provided along this side of the road. While the construction of this facility at this
time may not be appropriate, a ten foot pedestrian easement should be created and shown on this
plan.
8) Pump and Haul. There is a statement on sheet 2 regarding converting a septic tank into a pump
and haul Has a pump and haul permit been granted by the County for this site, and if so, please
provide a copy.

9) Zoning District Buffers. As discussed, this site is required to provide a zoning district buffer
along the RP and B2 zoned properties; the submitted plan has not addressed this requirement.
While the distance is not obtainable due to the location of the existing buildings and driving lane,
the elements of the buffer still need to be provided. This buffer needs to contain a six foot board -
on -board fence and three trees per ten linear feet per ordinance.
10) Dumpster Location. A dumpster location should be provided on the site.
1 1) Hedge Row. Provide a hedge row as indicated on sheet 5.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for final administrative approval. Comment sheets are required from the following
