GENERAL 1. THE CONTRACTOR SHALL FURNISH ALL MATERIALS, LABOR, AND EQUIPMENT AND PERFORM ALL WORK INCLUDING RESTORATION OF THE COMPLETED INSTALLATION OF THE UTILITY SYSTEMS AND ALL OTHER IMPROVEMENTS SHOWN OR IMPLIED AS NECESSARY FOR THE COMPLETED FACILITY READY FOR USE. UNLESS OTHERWISE NOTED, SPECIFICATIONS FOR ALL WORK TO BE IN ACCORDANCE WITH APPLICABLE STANDARDS AND CONSTRUCTION SPECIFICATIONS OF THE VIRGINIA DEPARTMENT OF TRANSPORTATION, VIRGINIA DEPARTMENT OF HEALTH, FREDERICK COUNTY SANITATION AUTHORITY AND THE CONTRACT DOCUMENTS. 2, THE ENGINEER HAS ATTEMPTED TO LOCATE EXISTING SUBSURFACE UTILITIES, HOWEVER, SUCH MAY EXIST THAT ARE NOT SHOWN. THE CONTRACTOR SHALL EXERCISE CARE IN THIS WORK SO AS TO AVOID DAMAGE TO ANY UTILITIES. ANY DAMAGE SHALL BE THE CONTRACTOR'S RESPONSIBILITY. THE CONTRACTOR SHALL NOTIFY ALL UTILITY COMPANIES 72 HOURS PRIOR TO CONSTRUCTION. CALL "MISS UTILITY" 1-800-552-7001. 3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL CONSTRUCTION STAKEOUT. ALL DIMENSIONS, ELEVATIONS AND LOCATIONS SHALL BE VERIFIED IN THE FIELD BY EACH CONTRACTOR PRIOR TO BEGINNING THE WORK. THE ENGINEER WILL APPROVE ALL CUT SHEETS. 4. ANY UNUSUAL SUBSURFACE CONDITIONS ENCOUNTERED DURING THE COURSE OF THE WORK SHALL BE IMMEDIATELY BROUGHT TO THE ATTENTION OF THE ENGINEER AND/OR THE OWNER. 5. CONTRACTOR TO OBTAIN, AT HIS EXPENSE, ALL PERMITS REQUIRED OF THIS WORK AND SHALL FAITHFULLY ADHERE TO THE PERMIT CONDITIONS IMPOSED. 6. ALL GRADING IMPROVEMENTS TO BE CONFINED TO THE PROJECT AREA. ANY WORK PERFORMED OFFSITE IS THE CONTRACTOR'S RESPONSIBILITY. 7. CUTSHEETS SHALL BE SUBMITTED TO THE ENGINEER FOR APPROVAL PRIOR TO ORDERING STRUCTURES AND START OF CONSTRUCTION. ALL CUTSHEETS SHOULD SHOW EXISTING GROUND ELEVATIONS AT CENTERLINE OF UTILITY, STRUCTURE OR ROAD, AND OFFSET HUB ELEVATION. 8. THE APPROVAL OF THESE PLANS SHALL IN NO WAY RELIEVE THE OWNER OF COMPLYING WITH OTHER APPLICABLE LOCAL, STATE AND FEDERAL REQUIREMENTS. 9. ALL UTILITIES SHALL BE INSTALLED UNDERGROUND PER SECTION 144-25B OF THE FREDERICK COUNTY SUBDIVISION ORDINANCE. 10. ALL PROSPECTIVE HOME BUYERS WILL BE INFORMED OF THE EXISTING POND OWNED BY THE SANITATION AUTHORITY AND ITS USE AS A SEWAGE OVERFLOW HOLDING POND. 11. ALL OUTDOOR LIGHTING WILL BE SHIELDED TO PREVENT GLARE ONTO ADJOINING PROPERTIES AND ROAD RIGHT OF WAYS. FREDERICK COUNTY INSPECTIONS DEPARTMENT 1. DWELLINGS SHALL COMPLY WITH THE VIRGINIA UNIFORM STATEWIDE BUILDING CODE AND THE INTERNATIONAL RESIDENTIAL CODE/2003. (2003 IRC WAS ADOPTED NOV.16, 2005 HOWEVER 2000 CAN BE UTILIZED ON WORKING PLANS UP TO ONE YEAR FROM THE DATE OF CODE ADOPTION). 2. BACK WATER VALVES SHALL BE INSTALLED ON ALL PLUMBING SUBJECT TO BACK SEWER, (OPENINGS IN THE HOME BELOW THE UPSTREAM SEWER MANHOLE LID), IN ACCORDANCE TO THE INTERNATIONAL PLUMBING CODE. EROSION CONTROL 1. A LAND DISTURBANCE PERMIT WILL BE REQUIRED PRIOR TO INITIATING ANY SITE WORK. THIS PERMIT CAN BE OBTAINED FROM THE FREDERICK COUNTY PUBLIC WORKS DEPARTMENT. 2. TEMPORARY AND PERMANENT EROSION CONTROL STRUCTURES AND METHODS TO BE IN ACCORDANCE WITH THE VIRGINIA EROSION CONTROL GUIDELINES AND LOCAL ORDINANCES AND TO BE UTILIZED DURING THE CONSTRUCTION PERIOD. 3. ALL EROSION CONTROL STRUCTURES SHOWN OR AS REQUIRED DURING CONSTRUCTION SHALL BE CONTINUOUSLY MAINTAINED THROUGHOUT THE PERIOD IN WHICH AREAS ARE DENUDED. AREAS SHOWN TO BE SURFACED ARE TO HAVE STONE BASE INSTALLED AT THE EARLIEST POSSIBLE DATE AFTER ESTABLISHING GRADE. NO AREA IS TO REMAIN DENUDED FOR MORE THAN 7 CALENDAR DAYS WHEN CONSTRUCTION IS NOT IN PROGRESS. 4. CONTRACTOR TO CLEAN UP AND RESTORE DISTURBED AREAS IMMEDIATELY UPON COMPLETION OF PIPE -LAYING IN THE AFFECTED AREA. 5. ALL UNPAVED AREAS OF THE SITE WHICH ARE DISTURBED BY THIS CONSTRUCTION SHALL BE PROVIDED WITH 6" TOPSOIL, FERTILIZED, SEEDED, COMPACTED AND MULCHED. SEED BEDS TO BE WATERED AND CARED FOR AS NECESSARY TO PROVIDE A GOOD LAWN QUALITY GRASS COVER. AREAS NOT GRADED SHALL BE DISCED, LEVELED, AND SEEDED TO ACHIEVE LAWN CONDITIONS. FIRE & RESCUE 1. BURNING OF LAND CLEARING DEBRIS REQUIRES A PERMIT FROM THE FIRE MARSHAL. BURNING OF CONSTRUCTION DEBRIS ON SITE IS PROHIBITED. 2. ACCESS FOR EMERGENCY VEHICLES MUST BE MAINTAINED AT ALL TIMES DURING CONSTRUCTION. TEMPORARY STREET SIGNS AND ADDRESSES MUST BE POSTED AS CONSTRUCTION BEGINS. PARKED VEHICLES AND STAGING OF CONSTRUCTION MATERIALS ARE PROHIBITED WITHIN 20" OF FIRE HYDRANTS. FIRE HYDRANTS ARE NOT TO BE OBSTRUCTED AT ANYTIME. FREDERICK COUNTY SANITATION AUTHORITY CONSTRUCTION NOTES SITE PLAN FOR MEADOWS EDGF RECREATION CENTER 1. THE AUTHORITY'S WATER AND SEWER STANDARDS AND SPECIFICATIONS ARE AVAILABLE AT www.fcsa-water.com 2. THE WATER AND SANITARY SEWER PORTION OF THESE PLANS ARE VALID FOR TWO YEARS FROM DATE OF FCSA APPROVAL. 3. THE CONTRACTOR SHALL ADHERE TO THE STANDARDS AND SPECIFICATIONS IN EFFECT AT THE TIME OF CONSTRUCTION. 4. THE CONTRACTOR SHALL COORDINATE WITH, AND ARRANGE FOR INSPECTION BY, THE AUTHORITY. 5. THE CONTRACTOR SHALL TIE-IN A NEW SEWER LINE TO AN EXISTING MANHOLE BY CORE DRILLING THE MANHOLE. 6. WHEN AN EXISTING WATER MAIN IS TAPPED FOR THE INSTALLATION OF A NEW LINE: a) THE AUTHORITY SHALL FURNISH ALL LABOR AND MATERIAL. b) THE CONTRACTOR MUST: 1. MAKE APPLICATION AND PAY DEPOSIT 2. MARK THE TAP LOCATION 3. COORDINATE INSTALLATION WITH THE ENGINEERING -ASSISTANT, 7. EXACT LOCATIONS OF WATER AND SEWER SERVICES ON NEW LINES ARE TO BE COORDINATED WITH THE AUTHORITY'S INSPECTOR. 8. THE AUTHORITY'S MAINTENANCE DEPARTMENT SHALL FURNISH AND INSTALL ALL WATER METERS THROUGH 2" IN SIZE. IT IS THE CONTRACTOR'S RESPONSIBILITY TO HAVE THE METER BOX ASSEMBLY INSTALLED CORRECTLY. BEFORE A PERMANENT METER IS INSTALLED: a) THE METER BOX, WITH ITS FRAME AND COVER, MUST BE PROPERLY ALIGNED WITH THE COPPERSETTER. b) THE FRAME AND COVER SHALL BE SET TO FINAL GRADE. c) THE DISTANCE BETWEEN THE TOP OF THE COVER AND THE COPPERSETTER SHALL TO BE BETWEEN 18 AND 21 INCHES. d) ALL COMPONENTS OF THE METER BOX ASSEMBLY SHALL BE IN PROPER WORKING ORDER. 9. FOR WATER AND SEWER SERVICES THAT CONNECT TO EXISTING LINES: a) THE LOCATION OF THE SERVICE LATERAL IS TO BE COORDINATED WITH THE AUTHORITY'S ENGINEERING ASSISTANT. b) AN APPLICATION FOR SERVICE MUST BE MADE AND FEES PAID BEFORE WORK WILL BEGIN. c) THE AUTHORITY SHALL FURNISH AND INSTALL ALL 5/8", 3/4" AND 1" WATER SERVICES. d) FOR ALL 11/2" AND 2" WATER SERVICES, THE AUTHORITY SHALL MAKE THE TAP AND BRING THE PIPING TO THE PROPERTY LINE. THE CONTRACTOR SHALL FURNISH AND INSTALL THE METER VAULT ASSEMBLY. THE AUTHORITY WILL INSTALL THE METER. e) THE AUTHORITY WILL INSTALL ALL SEWER LATERALS. 10. ANY WATER SERVICE LINE MUST HAVE A BACKFLOW PREVENTION ASSEMBLY (DOUBLE CHECK VALVE OR RPZ, AS REQUIRED). THE ASSEMBLY MUST MEET ASSE STANDARD NO.1015 OR 1013. 11. ALL FIRE LINES SHALL HAVE A FIRE BACKFLOW PREVENTION ASSEMBLY (DETECTOR DOUBLE CHECK VALVE OR RPZ, AS REQUIRED). THE ASSEMBLY SHALL MEET ASSE STANDARD NO.1048 OR 1047. ANY EXTERIOR, PRIVATELY OWNED FIRE LINE SHALL ALSO HAVE A FIRE SERVICE METER. THIS ASSEMBLY SHALL BE INSTALLED IMMEDIATELY BEFORE THE BACKFLOW PREVENTION UNIT. RADIO READ REMOTES ARE REQUIRED. 12. FCSA TO REVIEW THE MECHANICAL PLAN(S) FOR DESIGN AND MATERIAL APPROVAL OF: 1) THE DOMESTIC WATERMETER AND ITS BACKFLOW PREVENTION DEVICE, AND /OR 2) THE FIRE SERVICE LINE'S BACKFLOW PREVENTION DEVICE. VIRGINIA DEPARTMENT OF TRANSPORTATION OPEQUON MAGISTERIAL DISTRICT FREDERICK COUNTY, VIRGINIA V1. ALL WORK ON THIS PROJECT SHALL CONFORM TO THE CURRENT EDITIONS OF AND LATEST REVISIONS TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) ROAD AND BRIDGE SPECIFICATIONS AND STANDARDS, THE VIRGINIA EROSION AND SEDIMENT CONTROL REGULATIONS, AND ANY OTHER APPLICABLE STATE, FEDERAL OR LOCAL REGULATIONS. IN CASE OF A DISCREPANCY OR CONFLICT BETWEEN THE STANDARDS OR SPECIFICATIONS AND REGULATIONS, THE MOST STRINGENT SHALL GOVERN. V2. ALL CONSTRUCTION SHALL COMPLY WITH THE LATEST U.S. DEPARTMENT OF LABOR, OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA), AND VIRGINIA OCCUPATIONAL SAFETY & HEALTH (VOSH) RULES AND REGULATIONS. V3. WHEN WORKING WITHIN VDOT RIGHT-OF-WAY, ALL TRAFFIC CONTROL, WHETHER PERMANENT OR TEMPORARY, SHALL BE IN ACCORDANCE WITH THE CURRENT EDITION OF VDOTS WORK AREA PROTECTION MANUAL. FURTHERMORE, ALL TRAFFIC CONTROL FLAGGERS MUST BE CERTIFIED IN ACCORDANCE WITH SECTION 104.04(C) OF THE VDOT ROAD AND BRIDGE SPECIFICATIONS. V4 THE DEVELOPER SHALL BE RESPONSIBLE FOR RELOCATING, AT HIS EXPENSE, ANY AND ALL UTILITIES, INCLUDING TRAFFIC SIGNAL POLES, JUNCTION BOXES, CONTROLLERS, ETC., OWNED BY VDOT OR PRIVATE / PUBLIC UTILITY COMPANIES. IT IS THE SOLE RESPONSIBILITY OF THE DEVELOPER TO LOCATE AND IDENTIFY UTILITY FACILITIES OR ITEMS THAT MAY BE IN CONFLICT WITH THE PROPOSED CONSTRUCTION ACTIVITY. VDOT APPROVAL OF THESE PLANS DOES NOT INDEMNIFY THE DEVELOPER FROM THIS RESPONSIBILITY. V5. DESIGN FEATURES RELATING TO FIELD CONSTRUCTION, REGULATIONS, AND CONTROL OR SAFETY OF TRAFFIC MAY BE SUBJECT TO CHANGE AS DEEMED NECESSARY BY VDOT. ANY ADDITIONAL EXPENSE INCURRED AS A RESULT OF ANY FIELD REVISION SHALL BE THE RESPONSIBILITY OF THE DEVELOPER. V6. PRIOR TO INITIATION OF WORK, THE CONTRACTOR SHALL BE RESPONSIBLE FOR ACQUIRING ALL NECESSARY VDOT LAND USE PERMITS FOR ANY WORK WITHIN VDOT RIGHT-OF-WAY. V7. IF REQUIRED BY THE LOCAL VDOT RESIDENCY OFFICE, A PRE -CONSTRUCTION CONFERENCE SHALL BE ARRANGED AND HELD BY THE ENGINEER AND/OR DEVELOPER WITH THE ATTENDANCE OF THE CONTRACTOR, VARIOUS COUNTY AGENCIES, UTILITY COMPANIES AND VDOT PRIOR TO INITIATION OF WORK. V8. THE CONTRACTOR SHALL NOTIFY THE LOCAL VDOT RESIDENCY OFFICE WHEN WORK IS TO BEGIN OR CEASE FOR ANY UNDETERMINED LENGTH OF TIME. VDOT REQUIRES AND SHALL RECEIVE 48 HOURS ADVANCE NOTICE PRIOR TO ANY REQUIRED OR REQUESTED INSPECTION.. V9. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING ADEQUATE ACCESS TO THE PROJECT FROM THE ADJACENT PUBLIC ROADWAY VIA A CONSTRUCTION ENTRANCE THAT IS CONSTRUCTED AND MAINTAINED IN ACCORDANCE WITH SECTION 3.02 OF THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK. FURTHERMORE, ACCESS TO OTHER PROPERTIES AFFECTED BY THIS PROJECT SHALL BE MAINTAINED THROUGH CONSTRUCTION. THE DEVELOPER SHALL HAVE, WITHIN THE LIMITS OF THE PROJECT, AN EMPLOYEE CERTIFIED BY THE VIRGINIA DEPARTMENT OF CONSERVATION AND RECREATION (VDCR) IN EROSION AND SEDIMENT CONTROL WHO SHALL INSPECT EROSION AND SILTATION CONTROL DEVICES AND MEASURES ON A CONTINUOUS BASIS FOR PROPER INSTALLATION AND OPERATION. DEFICIENCIES SHALL BE PROMPTLY RECTIFIED. V10. CONTRACTOR SHALL ENSURE ADEQUATE DRAINAGE IS ACHIEVED AND MAINTAINED ON THE SITE DURING AND AT THE END OF CONSTRUCTION. V11. ALL WATER AND SEWER LINES WITHIN EXISTING OR PROPOSED VDOT RIGHT-OF-WAY SHALL HAVE A MINIMUM THIRTY-SIX (36) INCHES COVER AND WHEN POSSIBLE SHALL BE INSTALLED UNDER ROADWAY DRAINAGE FACILITIES AT CONFLICT POINTS. V12. ANY UNUSUAL SUBSURFACE CONDITIONS (E.G., UNSUITABLE SOILS, SPRINGS, SINKHOLES, VOIDS, CAVES, ETC.) ENCOUNTERED DURING THE COURSE OF CONSTRUCTION SHALL BE IMMEDIATELY BROUGHT TO THE ATTENTION OF THE ENGINEER AND VDOT. WORK SHALL CEASE IN THAT VICINITY UNTIL AN ADEQUATE DESIGN CAN BE DETERMINED BY THE ENGINEER AND APPROVED BY VDOT. V13. ALL FILL AREAS, BORROW MATERIAL AND UNDERCUT AREAS SHALL BE INSPECTED AND APPROVED BY A VDOT REPRESENTATIVE PRIOR TO PLACEMENT AND FILL. WHERE CBR TESTING IS REQUIRED, A VDOT REPRESENTATIVE SHALL BE PRESENT TO INSURE THE SAMPLE OBTAINED IS REPRESENTATIVE OF THE LOCATION. WHEN SOIL SAMPLES ARE SUBMITTED TO PRIVATE LABORATORIES FOR TESTING, THE SAMPLES SHALL BE CLEARLY IDENTIFIED AND LABELED AS BELONGING TO A PROJECT TO BE ACCEPTED BY VDOT AND THAT TESTING SHALL BE PERFORMED IN ACCORDANCE WITH ALL APPLICABLE VDOT STANDARDS AND PROCEDURES. V14. ALL ROADWAY FILL, BASE, SUBGRADE MATERIAL, AND BACKFILL IN UTILITYISTORM SEWER TRENCHES SHALL BE COMPACTED IN SIX (6) INCH LIFTS TO 95% OF THEORETICAL MAXIMUM DENSITY AS DETERMINED BY AASHTO T-99 METHOD A, WITHIN PLUS OR MINUS 2% OF OPTIMUM MOISTURE FOR THE FULL WIDTH OF ANY DEDICATED STREET RIGHT-OF-WAY. AT THE DIRECTION OF VDOT, DENSITY TESTS SHALL BE PERFORMED BY A QUALIFIED INDEPENDENT AGENCY IN ACCORDANCE WITH VDOT ROAD AND BRIDGE SPECIFICATIONS. CERTIFIED COPIES OF TEST REPORTS SHALL BE SUBMITTED TO VDOT DAILY, UNLESS SPECIFIED OTHERWISE. V15. VDOT STANDARD CD AND UD UNDERDRAINS SHALL BE INSTALLED WHERE INDICATED ON THESE PLANS AND/OR AS SPECIFIED BY VDOT. V16. THE INSTALLATION OF ANY ENTRANCES AND MAILBOXES WITHIN ANY DEDICATED STREET RIGHT-OF-WAY SHALL MEET VDOT MINIMUM DESIGN STANDARDS AND IS THE RESPONSIBILITY OF THE DEVELOPER. V17. PRIOR TO VDOT ACCEPTANCE OF ANY STREETS, ALL REQUIRED STREET SIGNAGE AND/OR PAVEMENT MARKINGS SHALL BE INSTALLED BY THE DEVELOPER OR, AT VDOT'S DISCRETION, BY VDOT ON AN ACCOUNT RECEIVABLE BASIS FOLLOWING THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES. V18. THE DEVELOPER SHALL PROVIDE THE VDOT RESIDENCY OFFICE WITH A LIST OF ALL MATERIAL SOURCES PRIOR TO THE START OF CONSTRUCTION. COPIES OF ALL INVOICES FOR MATERIALS UTILIZED WITHIN ANY DEDICATED STREET RIGHT-OF-WAY MUST BE PROVIDED TO THE LOCAL VDOT RESIDENCY OFFICE PRIOR TO ACCEPTANCE OF THE WORK. UNIT AND TOTAL PRICES MAY BE OBSCURED. V19. AGGREGATE BASE AND SUBBASE MATERIALS SHALL BE PLACED ON SUBGRADE BY MEANS OF A MECHANICAL SPREADER. DENSITY WILL BE DETERMINED USING THE DENSITY CONTROL STRIP IN ACCORDANCE WITH SECTION 304 OF THE VDOT ROAD AND BRIDGE SPECIFICATIONS AND VTM-10. A CERTIFIED COMPACTION TECHNICIAN SHALL PERFORM THESE TESTS. CERTIFIED COPIES OF TEST REPORTS SHALL BE SUBMITTED TO VDOT DAILY, UNLESS SPECIFIED OTHERWISE. IN ADDITION TO CHECKING STONE DEPTHS, A VDOT REPRESENTATIVE SHALL BE NOTIFIED AND GIVEN THE OPPORTUNITY TO BE PRESENT DURING THE CONSTRUCTION AND TESTING OF THE DENSITY CONTROL STRIP. V20. ASPHALT CONCRETE PAVEMENTS SHALL BE PLACED IN ACCORDANCE WITH SECTION 315 OF THE VDOT ROAD AND BRIDGE SPECIFICATIONS. DENSITY SHALL BE DETERMINED USING THE DENSITY CONTROL STRIP AS SPECIFIED IN SECTION 315 AND VTM-76. A CERTIFIED COMPACTION TECHNICIAN SHALL PERFORM THESE TESTS. CERTIFIED COPIES OF TEST REPORTS SHALL BE SUBMITTED TO VDOT DAILY, UNLESS SPECIFIED OTHERWISE. A VDOT REPRESENTATIVE SHALL BE NOTIFIED AND GIVEN THE OPPORTUNITY TO BE PRESENT DURING THE CONSTRUCTION AND TESTING OF THE CONTROL STRIP. V21. IN ACCORDANCE WITH SECTION 302.03, THE FOUNDATIONS FOR PIPE CULVERTS THIRTY-SIX (36) INCHES AND LARGER SHALL BE EXPLORED BELOW THE BOTTOM OF THE EXCAVATION TO DETERMINE THE TYPE AND CONDITION OF THE FOUNDATION. THE CONTRACTOR SHALL REPORT FINDINGS OF FOUNDATION EXPLORATION TO THE ENGINEER AND VDOT FOR APPROVAL PRIOR TO PLACING PIPE. FOUNDATION DESIGNS SHALL COMPLY WITH VDOT ROAD AND BRIDGE STANDARD PB-1. WHERE SOFT, YIELDING, OR OTHERWISE UNSUITABLE FOUNDATION IS ENCOUNTERED, THE FOUNDATION DESIGN AND/OR NEED FOR FOUNDATION STABILIZATION SHALL BE DETERMINED BY THE ENGINEER AND APPROVED BY VDOT. V22. APPROVAL OF THESE PLANS SHALL EXPIRE THREE (3) YEARS FROM THE DATE OF THE APPROVAL LETTER. V23. VDOT STANDARD CG-12 CURB RAMPS SHALL BE INSTALLED WHERE INDICATED ON THESE PLANS AND/OR AS SPECIFIED BY VDOT. V24. Guidance: Other than a DO NOT .ENTER sign, no sign should be mounted back-to-back with a STOP sign in a manner that obscures the shape of the STOP sign. Support: Section 2A.16 contains additional information about separate and combined mounting of other signs with STOP signs. Guidance: Stop lines, when used to supplement a STOP sign, should be located at the point where the road user should stop (see Section 3B.16). If only one STOP sign is installed on an approach, the STOP sign should not be placed on the far side of the intersection. Where two roads intersect at an acute angle, the STOP sign should be positioned at an angle, or shielded, so that the legend is out of view of traffic to which it does not apply. Where there is a marked crosswalk at the intersection, the STOP sign should be imstalled in advance of the crosswalk line nearest to the approaching traffic. Section 3B.16 Stop and Yield Lines Standard: If used, stop lines shall consist of solid white lines extending across approach lanes to indicate the point at which the stop is intended or required to be made. If used, yield lines (see Figure 3B-14) shall consist of a row of solid white isoscelkes triangles pointing toward approaching vehicles extending across approach lanes to indicate the point at which the yield is intended or required to be made. Guidance: Stop lines for this project shall be 24 inches wide white thermoplastic. Stop lines should be used to indicate the point behind which vehicles are required to stop, in compliance with a STOP (R1-1) sign, traffic control signal, or some other traffic control device, except YIELD signs. The individual triangles comprising the yield line should have a base of 300 to 600 mrn (12 to 24 in) wide and a height equal to 1.5 times the base. The space between the triangles should be 75 to 300 mm (3 to 12 in). EROSION & SEDIMENT CONTROL NARRATIVE PROJECT DESCRIPTION Approximately 1.41 acres will be disturbed for the construction of streets, water, sanitary sewer and storm water facilities to serve recreational facilities proposed within the Meadows Edge Recreation Center site plan. The site is located in the Opequon Magisterial District of Frederick County, Virginia. EXISTING SITE CONDITIONS The proposed site consists of slopes ranging from I to 15%. The site consists of fallow cleared land with detached trees and brush. ADJACENT AREAS The property is located within a phased residential development which is surrounded by land zoned RA and RP. This land consists of residential housing communities to the north, farm land to the south and east. To the west is property owned by the Frederick County Sanitation Authority. The collector road proposed as part of the Meadows Edge improvements is located to the west and provides access to the property from Town Run Lane (Route 1012). CRITICAL AREAS Any off -site areas used for stockpiling operations must be under a separate grading permit. Special care shall be taken along in wetland areas located outside the clearing limits to prevent damage to the wetlands and erosion. During construction, soil stockpiles and borrow areas will be stabilized or protected with sediment trapping measures as necessary. Temporary soil stabilization will be applied within seven days to denuded areas that may not be at final grade but will remain dormant for longer than 30 days. SOILS See Status Sheet (Sheet 2). EROSION AND SEDIMENT CONTROL MEASURES Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and maintained according to minimum standards and specification of the handbook. The minimum standards of the VESCH shall be adhered to unless otherwise waived or approved by a variance. No disturbed area shall be denuded for more than seven (7) days, except for that portion of the site in which work will be continuous beyond seven (7) days. All Temporary Diversions, Silt Trapping Structures, Silt Fence and other perimeter controls as indicated on the plans, shall be placed in conjunction with clearing and prior to rough grading. CONSTRUCTION SEQUENCING * Construction shall be sequenced so that grading operations can begin and end as quickly as possible. PHASE I: 1. Install construction entrance as indicated on the plan. 2. Install silt fence (SF) as indicated on the plan. All silt fence shall be wire reinforced. Diversion dikes (DD) shall be seeded with temporary seeding and mulched. Install temporary culvert at diversion dike/silt fence gap located at the construction entrance adjacent to Garden Gate Drive. 3. Install inlet protection (IP) at road storm structures where shown on the plan. 4. Install sediment traps (ST). Install outlet protection (OP) at piped outlets. 5. Clear and grade the site to the limits shown on the construction plans. 6. Install sanitary sewer service line from existing lateral as shown on plan (Clean -Outs 1-4) as shown on the plan. 7. Install storm sewer between structure REC 1 and the connecting RCP pipe to existing storm structure MEI-175 as shown on the plan. Install inlet protection on structure REC 1. 8. Remove temporary sediment traps (ST) only after upstream areas are stabilized with seed and mulch and when approved by the inspector. PHASE 11: 1. Start re -vegetation as areas are brought to grade or stand idle for more than fourteen (14) days. 2. Stabilize the remainder of the disturbed area with permanent seeding. 3. When the site work is completed, remove all structural practices and apply permanent seeding to all disturbed areas. PERMANENT STABILIZATION All areas disturbed by construction shall be stabilized with permanent seeding immediately following finished grading. Seeding shall be done according to Std. & Spec. 3.32, Permanent Seeding, of the handbook (See sheet 39). Permanent seeded areas shall be protected during establishment with straw mulch. EROSION & SEDIMENT CONTROL NARRATIVE, CONT. MAINTENANCE All measures are to be inspected daily by the site superintendent. Any damaged controls shall be repaired and/or replaced by the close of the day. No controls are to be removed without the approval of the site inspector. The contractor shall be responsible for any damage or penalties caused by his failure to comply with the erosion and sediment control program or the direction of the site inspector. The design engineer shall be notified of any changes to this program. 1. The silt fence barrier will be checked regularly for undermining or deterioration of the fabric. Sediment shall be removed when the level of sediment deposition reaches half way to the top of the barrier. 2. The seeded area will be checked regularly to ensure that a good stand is maintained. Area should be fertilized and reseeded as needed. 3. Inlet Protection (VESCH 3.07): sediment shall be removed when it reaches one-half the height of the fence; repair as needed. 4. Diversion Dikes (VESCH 3.09): dikes shall be checked for sediment accumulation after each significant rainfall; repair as needed. 5. Sediment Traps (VESCH 3.13): traps shall be checked regularly for sediment cleanout. During dewatering operations, water shall be pumped into an approved filtering device. 6. Permanent Seeding (VESCH 3.32): seeded areas shall be checked regularly to assure a good stand of grass is being maintained. Areas that fail to establish vegetative cover adequate to prevent rill erosion shall be re -seeded as soon as they are identified. STRUCTURAL PRACTICES 1. Temporary Construction Entrance - 3.02 A gravel pad located at points of vehicular ingress and egress on a construction site to reduce the mud transported onto public roads and other paved areas. 2. Construction Road Stabilization - 3.03 A temporary stabilization of access roads, and other onsite vehicle transportation routes with stone immediately after grading. 3. Silt Fence Barrier - 3.05 A temporary barrier consisting of a synthetic filter fabric stretched across and attached to supporting posts and entrenched. 4. Diversion Dike - 3.09 A temporary ridge of compaced soil constructed at the top or base of a sloping disturbed area. 5. Sediment Trap - 3.13 A temporary ponding area formed by constructing an earthen embankment with a stone outlet. 6. Outlet Protection - 3.18 Structurally lined aprons or other acceptable energy dissipating devices placed at the outlets of pipes or paved channel sections. VEGETATIVE PRACTICES 1. Permanent Seeding - 3.32 Establishment of perennial vegetative cover by planting seed on rough grading areas that will not be brought to final grade for a year or more or where permanent, long lived vegetative cover is needed on fine grading areas. (See sheet 13 for seeding schedules and rates) 2, Temporary Seeding - 3.31 All denuded areas, which will be left dormant for extended periods of time, shall be seeded with fast germinating temporary vegetation immediately following grading. Selection of the seed mixture will depend on the time of year it is applied. (See sheet 13 for seeding schedules and rates) 3. Erosion Control Blanket - 3.36 or Mulch - 3.35 Erosion control blankets will be installed over fill slopes, which have been brought to final grade and have been seeded to protect the slopes from rill and gully erosion and to allow seed to germinate properly. Mulch (straw or fiber) will be used on relatively flat areas and will be applied as a second step in the seeding operation. (See sheet 13 for mulching rates,Table 3.35-A ) Special Care Notes The contractor shall take special care to protect the existing vegetation, wetlands and streams outside of the designated limits of work shown on the plans. When work is performed in/near streams and wetlands, precautions shall be taken to minimize encroachment, control sediment transport and stabilize the work area to the greatest extent possible during construction. Nonerodible material shall be used for the construction of causeways and cofferdams. Earthen fill may be used for these structures if armored by nonerodible materials.
