The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to detcrrnine which review
agencies' are relevant to their site plan application_ A list of potentially relevant

Dear Joe:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Open Space Parcel B. Provide the new PIN for the 1.4 acre open space parcel.
2) Sidewalk. Shade the sidewalks along Garden Gate Drive and Dollie Mae Lane.
3) Tot Lot/Sport Court. Proffer 12 fi-om the rezoning stated that a sport court would be provided within
this 1.4 acre community area. `While the substitution of a tot lot for this court may be appropriate, it
cannot be relocated. The i`t at needs to be within open space parcel 13 and shown on the site plan.
4) Landscaping, The landscaping plan needs to identify the types of plants being used along with the
size (deciduous tree at two inch caliper and evergreen shrub at 36 inches in height). Notes need to be
provided that state: (1) all planting shall conform with § 165-203.01 B of the Frederick County Zoning
Ordinance (Plant selection, planting procedure, and maintenance), and (2) any plant substitutions must
be approved in writing by the Frederick County Planning Department.
5) Tree Location. The trees need to be spread throughout the site; the trees could be relocated as
indicated on sheet 11.
After you have revised the site plan, please resubmit one copy so that 1 may verify the information contained on
the plan. 1 will need all approved review agency comment sheets and at least five copies of the final plan for
final administrative approval. Comment sheets are required from the following agencies: the F rederick Counly
Inspections Department, Frederick County Parks and Recreation and the Virginia Department of
Transportation.

states all outdoor lighting will be shielded to prevent glare onto

2. Comment: Subdivision. The open space parcel for this community center
needs to be created before the site plan can be approved.
Response: Open space Parcel "C" has been recorded per the Meadows Edge Phase
I B deed of dedication (instrument # 080007703).
3. Comment: Sidewalk. Sidewalks need to be provided as indicated on sheet 6.
Response: Additional sidewalk provided.
4. Comment: Parkinp, spaces. Additional parking spaces should be provided as
this community center will be made available to adjacent
subdivisions; spaces could be provided as indicated on sheet 6.

5. Comment: Tot Lot/Snort Court. The proffers stated that a sport court would
be provided within this 1.4 acre community area; in conversations
with Biyan Condie, it was determined that a tot lot could take the
place of a sport court. The tot lot and associated improvements
need to be pi-ovided on the site plan.
Response: Based on site constraints, the developer would like to substitute tot -lots
elsewhere within the property rather than the sports court (see attached
letter), in order to comply witli the proffer agreement.
6. Comment: Proposed Pool/Community Centel% On sheet 6, label the square
footage of the pool and building.
Response: Square footage is indicted.
7. Comment: Handicap Ramps. Show IIC ramps as indicated on sheet 6.
Response: Added ramps as requested and indicated.
8. Comment: Building Restriction Lines. 'This lot requires a rear BRL of 25 feet.
Response: Changed to indicate 25' BRL.
9. Comment: Landscaping. Landscaping needs to be provided per 165-27E of
the Zoning Ordinance.
Response: A Landscape Plan (Sheet 1 1 of 1 1) has been added the plan per 165-27E
of the Zoning Ordinance.
