The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1} One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan_ It is recommended that applicants
contact the Department of Planning & Development to determine which review

Dear Mr. Lewis:
The Frederick County Department of Planning and Development administratively approved
the above -referenced site plan on May 9, 2007. The site plan is approved for a hanger and
office use at the Winchester Regional Airport, in the Shawnee Magisterial District. This
construction includes the foliowing:
• 13,200 square feet of hanger space and 4,007 square feet of an office -use
related to the airport facility.
• Construction of a parking lot with 18 parking spaces, which includes one (1)
handicap accessible space.
• No landscaping has been provided for this project due to FAA regulations.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
site plan, including review agency comments from all relevant review agencies. I am
Providing you with eleven (I i) copies of the approved site plan. Please forward these copies
to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be
kept for future reference, and an approved copy must be kept on the construction site

Buildings shall comply with The 2003 Virginia Uniform Statewide Building Code and Sections
311 ICC IBC 2003 for S Storage/B Business Mixed Occupancy. Other Code that applies is ICC
Al 17.1-03 Accessible and Usable Buildings and Facilities.
Exterior Wall rating on NE side shall meet Table 602 for < 10' property line separation for type
of construction. Property Line location shall not effect existing structure ratings.
HC parking shall comply with the USBC Van Accessible signage Section 1106. Maximum

A Licensed Design Professional register in VA shall seal the structural plans submitted for

Dear Ms. Fries:
On behalf of the Winchester Regional Airport Authority, we offer the following comments regarding the reference
site plan proposal revised March 2, 2007:
1. In accordance with the requirements of the Federal Aviation Administration, the building must be marked
and/or lighted in accordance with FAA Advisory Circular 70/7460-1 K Change 1, Obstruction Marking and
Lighting.
2. No landscaping permitted around hangars.
3. Exterior lighting is to be shielded type and amber in color to minimize light pollution.
4. FAA form 7460-1 must be filed for crane operations exceeding the overall approved height of 50 feet
above 709 feet MSL as previously submitted to the FAA in February 2007 by this office.
5. Prior to all crane operations, contractor must contact the Airport Operations Supervisor, David Foley, no
less than seventy-two hours prior to start date.
6. Construction equipment shall be marked with aviation obstruction flags while in operation on Airport
property.
7. Aviation barricades must be kept in place around the perimeter of the site on the adjacent aircraft
operations areas.
The revised site plan was reviewed and approved by the Virginia Department of Aviation and the Federal Aviation
Administration and found to be in conformance with Airport Master Plan.
These comments complete our review and approval of this proposed site plan.

Dear Ms. Perkins:
We received your comments dated January 26, 2006 and have addressed each one as
listed below:
1. The building setbacks have been revised to show the M1 setback
requirements only.
2. The parking spaces shown closest to the building have wheel stops to protect
the building. The spaces between the entrance road and the parking isle do
not require wheel stops and they have not been provided in hopes to provide
better circulation for traffic and emergency vehicles when the spaces are not
in use.
3. The "Future Building" pad location has been removed from the plan.
4. The speed limit of Airport Road is now shown on the plan.
5. The proposed trees now show a caliper of 2 inches.
Per your request, we are submitting (1) one set of plans with each of these revisions for
further review. Should you have any questions or concerns please feel free to contact

l . The bond estimate is approved, however the unit costs have since been revised. Please use our current
Bond Estimate form which can be found at the Frederick County website (www.co.frederick.va.us).
Once there, select the link to Engineering.
2. Complete the checklist provided in the Land Disturbance Permit Application package.
3. Provide a copy of the Virginia Department of Transportation's temporary Construction Entrance
Permit.
4. The owner's name is not spelled correctly in the set of plans.
Once these comments have been addressed, submit two (2) sets of the revised plan for further review.
The land disturbance permit and bond estimate form are being returned at this time. Please resubmit
the items listed above along with the sets of plans once the revisions have been made.

Dear Mr. Lewis:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staff's comments listed below and then prepare a revised
site plan which adequately addresses each concern.
Review Comments:
1. Setbacks. The building setbacks for the property need to be revised to reflect proper M 1
(Light Industrial) setbacks. The RA (Rural Areas) Zoning District setbacks must be
removed from the M 1 portion of the property.
2. Parking. The parking spaces that adjoin the entrance way need to provide wheel stops.
3. Building Information. The future proposed building located at the front -most portion of
the property needs to be removed due to the uncertainty of its construction.
4. Speed Limit. Please provide the speed limit of Airport Road on the site plan.
5. Landscaping. The planting list needs to display the caliper of the trees to be planted.
After you have revised the site plan, please resubmit one copy so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets
and at least five copies of the final plan for final administrative approval. Continent sheets are
required from the following agencies: the Frederick County Inspections Deparlinent, the
Frederick County Department of Public Works (County Engineer), Frederick County Fire
Marshal, the ilirginia Department of Transportation, and the Frederick County Sanitation
Aulhorlty.

Refer to Sheet 3: Provide the appropriate notes regarding trenching practices in accordance with
4VAC50-30-40 Subsection 16.
2. Refer to Sheet 3: Indicate the proposed limits of clearing and grading.
3. Refer to Sheet 3: The first item in the sequence of construction shall be to schedule an onsite
preconstruction meeting with the designated erosion and sediment control inspector.
4. Refer to Sheet 3: The erosion and sediment control narrative references offsite materials or
offsite storage of materials. Please note that any offsite borrow or storage/fill areas that are
greater than 10,000 square feet shall either be included as part of the project land disturbance
package or have its own land disturbance permit.
5. Due to high maintenance requirements that are rarely carried out in the field, Frederick County
does permit the use of straw bale barriers. On sheet 3, please use one of the storm inlet
protection devices found in VESCH standard 3.07.
Once these comments have been addressed, submit one (1) set of the revised plan for further
review. Please highlight the above referenced revisions on the resubmittal.
