Required site improvements include the following: Four self -serve carwash bays and two automatic carwash bays. Four vacuum areas and one handicap accessible parking space. Since this parcel is adjacent to a residential land use, the hours of operation need to be displayed on the cover sheet. 4. Employee(s). A notation pertaining to at least one on -site operator/employee needs to be placed on the plan. 5. Buffer. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Setbacks. There should be two (2) front setbacks for the parcel since it abuts two streets. Please revise the site plan to reflect those setback changes, as well as the cover sheet. 2. Parking Setbacks. Tile setbacks for all the parking spaces should be the same. 3. Business Hours. Since this parcel is adjacent to a residential land use, the hours of operation need to be displayed on the cover sheet. 4. Employee(s). A notation pertaining to at least one on -site operator/employee needs to be placed on the plan. 5. Buffer. A zoning district buffer needs to be established along the western boundary of the property with landscaping notation. 6. Fox Drive. A 12 foot right-of-way dedication needs to be provided along the western boundary of the property for the widening of Pox Drive. 7. Structure Area. Sonic of the measurements on the cover sheet are incorrect with respect to `Proposed Area' and retail square footage. 8. Speed Limit. The speed limit for Fox Drive needs to be provided. 9. Driveway. Staff would suggest removing the westernmost driveway, since limiting this driveway to a one-way would cause for sonic design changes to 107 North Kent Street, Suite 202 • Winchester, Virginia 22601-5000 0 0 help limit access to the parcel, via this driveway. If a second driveway is sought on the property, Staff would suggest an inter -parcel connection. 10. Handicap Parking. Since an employee will be on site at all times, a handicap space will also be required on the site. Please provide handicap sign detail within the plan. 11. Sidewalk. A sidewalk needs to be provided along Pox Drive with a crosswalk ramp at the intersection of Pox Drive and entrance to the shopping center. 12. Building Restriction Line (BRL). A BRL needs to be identified for the southern boundary of the property since there is frontage to a right-of-way. 13. Stop Sign. A stop sign is needed at the exit of the driveway. A stop sign detail is also required on the plan. 14. Adjoining Property. The adjoining parcels to the north and south are missing land uses in the property information. 15. Tax Identification. The Parcel Identification Number (PIN) located on the site plan is incorrect. 16. Lights. Light poles on the site need to be removed from parking space areas. 17. Landscaping. Two of the trees on the site plan have planting locations closer than three feet to the curb. These trees' locations need to be revised. 18. Landscaping Schedule. All deciduous trees need at least two inch caliper at time of planting. Please remove the Cranberry Cotoneaster since none are being used. 19. Location Map. The site on the cover sheet location map cannot be clearly identified. Please revise. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval.
