The base elevation of the situ is approximately 722' MSL, with total building height approximately 791' MSL, Tile complex lies below the Airport's current 34:1 Approach Surface, which has an elevation of approximately 82D' MSL at this point, or 29' above the proposed hotel. Were a future 50:1 Approach surface to RW 14 to be established, the elevation of [lie surface would be approximaatcly 790' MSL. Thus, [he top of the hotel would be at the surface elevation and inost probably a penetration, given consideration for external antenna, HVAC'units, etc. I Iowover, the construction does fall within the limits specified under Part 77.13(a)(2)(i), whereby it penetrates an imaginary surface of 100 to 1 extending 20,000 feet from the nearest point on the, rimway. Such a surface would have an elevation of approximately 760' MSL at the hotel location. Thus, the tiling of an FAA form 7160 is required for this proieet. I have listed my original comments, your responses and then my final comments below. 1. Due to the close proximity of this site to the runway threshold and location within the approach surfaces to Runway 14, it is requested that outdoor lighting be a shielded type and be amber in color such as the type of light produced by high-pressure sodium light fixtures. This is a safety measure to shield bright lights from approaching and departing aircraft. PHRA Response: The outdoor lighting will be shielded using "dark sky" downward directing fixtures, the owner wishes not to use the amber lighting, and continue to use white lighting in exchange for providing the red obstruction light on top of the hotel. WRAA: The Winchester Airport requires that all lighting near the airport be amber to provide contrast to the white lighting on the runway. This is extremely important during low visibility operations when the glow from lighting may be visible to pilots but not physical features and is requested as a safety measure to minimize light pollution so that pilots do not mistakenly interpret white lights in a parking lot for runway lights. 2. Burning should be prohibited as the site lies within the Airport's approach surfaces and is approximately 3,150 feet along the runway extended centerline. PHRA Response: Noted on the plans. WRAA: Notation on plans is sufficient. 3. Although not required by the FAA, the Airport Authority is requesting that the structure be lighted in accordance with FAA Advisory Circular 70/7460-1 K Change 2, Obstruction Marking and Lighting. PHRA Response: this has been noted on the plans. The owner would like to install this in exchange for possibly allowing the use of shielded outdoor white light. WRAA: Regardless of the FAA's determination, the Authority does not concur with the proposed site plans with the addition of red obstruction lights on each corner of the building. This is a safety measure and is not negotiable. 4. The determination study completed by the FAA in June 2005, expires June 22, 2007. As outlined in that study dated June 22, 2005, you must request an extension no less than 15 days prior to the expiration date. PHRA Response: Noted, we will request an extension from the FAA prior to expiration of our current determination. WRAA: This is a Federal regulation that is the responsibility of the owner. 5. The 7460-1 forms filed in 2005 were for a maximum building height at an elevation of 798 feet above MSL. As outlined in those determination studies, any changes in coordinates, heights, and frequencies or use of greater power will void the FAA determinations. This includes antennas, HVAC systems or other appurtenances mounted on the roof. PHRA: Noted, the owner is aware of this issue. WRAA: Based on the information submitted to the FAA that the maximum height is 798' MSL, it would appear that the structure is below the Runway 14 34:1 approach surface by approximately ten (10) feet. At least thirty (30) days prior to issuance of an occupancy permit, the Airport Authority requests require a survey documenting the exact elevation of the corners of the building and all roof mounted features to confirm that they are below the approach surfaces. Due to the proposed location and building height, it is critical that the Authority ensure there are no penetrations into the approach surface. A penetration could have a negative impact on airport operations and we are trying to ensure that the owner can complete their proposed development while maintaining safe approaches to the airport runway. 6. The FAA determinations do include temporary construction equipment such as cranes which may be used during actual construction however, this equipment shall not exceed the overall height as indicated on the 7460-1 submissions which is 798 feet MSL. Any equipment with a height greater than the studied structure requires separate notice to the FAA. PHRA Response: Noted, we will advise Harman Construction. WRAA: Notation is sufficient. 7. All cranes will be required to have an aviation obstruction flag (4' x 4' white and orange one foot block checkered flag) and/or aviation red obstruction light visible during operations and must be lowered at night unless lit. Intended hours and dates of operation need to be coordinated with Airport Operations Supervisor, David Foley, no less than twenty-four hours prior to start. PHRA Response: Noted, we will advise Harman Construction. WRAA: Notation is sufficient. 8. The proposed building lies directly below the centerline of the approach to the runway. The hotel owners/operators should expect low flying aircraft from aircraft operating in and out of the Winchester Regional Airport. A typical business jet would be approximately 140 feet above the building on approach to Runway 14. Departing aircraft would be approximately 200 plus feet depending on the climb rate. With larger jets operating in and out of the airport along with helicopter medevac operations on 24/7 basis, there is a concern that customers will be impacted by aircraft noise. Owner should consider including noise attenuation in the construction of the building in an effort to minimize an impact on airport operations. PHRA Response: Noted, we will advise the owner of this issue. WRAA: Revised plans include notation regarding noise attenuation however, the Airport Authority may request an avigation easement over the property at a later time. Notation should include that the owner agrees to that condition if requested. 9. Any trees planted as part of the landscaping should be of the type that are slow growing with a maximum mature height not to exceed the elevation of the building to avoid future obstructions to the approach for Runway 14. I have listed my original comments, your responses and then my final comments below. Due to the close proximity of this site to the runway threshold and location within the approach surfaces to Runway 14, it is requested that outdoor lighting be a shielded type and be amber in color such as the type of light produced by high-pressure sodium light fixtures. This is'a safety measure to shield:bright lights from approaching and departing aircraft. PHRA-Response: The outdoor. lighting will be shielded using "dark sky downward directing fixtures, the owner wishes not to use the amber lighting, and continue to use white lighting in exchange for providing the red obstruction light on top of the hotel. WRAA: The Winchester Airport requires that all lighting near the airport be amber to provide contrast to the white lighting on the runway. This is extremely important during low visibility operations when the glow from lighting may be visible to pilots but not physical features and is requested as a safety measure to minimize light pollution so that pilots do not mistakenly interpret white lights in a parking lot for runway lights. 2. Burning should be prohibited as the site lies within the Airport's approach surfaces and is approximately 3,150 feet along the runway extended centerline. PHRA Response: Noted on the plans. WRAA: Notation on plans is sufficient. 3. Although not required by the FAA, the Airport Authority is requesting that the structure be lighted in accordance with FAA Advisory Circular 70/7460-1 K Change 2-.Obstruction Marking and Lighting. PHRA Response: this has been noted on the plans. The owner would like to install this in exchange for possibly allowing the use of shielded outdoor white light.. WRAA: Regardless of the FAA's determination, the Authority does not concur with the proposed site plans without the addition of red obstruction lights on each corner of the building. This is a safety measure and is not negotiable. r 0 0 4. The determination study completed by the FAA in June 2005, expires June 22, 2007. As outlined in that study dated June 22, 2005, you must request an extension no less than 15 days prior to the expiration date. PHRA Response: Noted, we will request an extension from the FAA prior to expiration of our current determination. WRAA: This is a Federal regulation that is the responsibility of the owner. 5. The 7460-1 forms filed in 2005 were for a maximum building height at an elevation of 798 feet above MSL. As outlined in those determination studies, any changes in coordinates, heights, and frequencies or use of greater power will void the FAA determinations. This includes antennas, HVAC systems or other appurtenances mounted on the roof. PHRA: Noted, the owner is aware of this issue. WRAA: Based on the information submitted to the FAA that the maximum height is 798' MSL, it would appear that the structure is below the Runway 14 34:1 approach surface by approximately ten (10) feet. At least thirty (30) days prior to issuance of an occupancy permit, the Airport Authority requests require a survey documenting the exact elevation of the corners of the building and all roof mounted features to confirm that they are below the approach surfaces. Due to the proposed location and building height, it is critical that the Authority ensure there are no penetrations into the approach surface. A penetration could have a negative impact on airport operations and we are trying to ensure that the owner can complete their proposed development while maintaining safe approaches to the airport runway. 6. The FAA determinations do include temporary construction equipment such as cranes which may be used during actual construction however, this equipment shall not exceed the overall height as indicated on the 7460-1 submissions which is 798 feet MSL. Any equipment with a height greater than the studied structure requires separate notice to the FAA. PHRA Response: Noted, we will advise Harman Construction. WRAA: Notation is sufficient. 7. All cranes will be required to have an aviation obstruction flag (4' x 4' white and orange one foot block checkered flag) and/or aviation red obstruction light visible during operations and must be lowered at night unless lit. Intended hours and dates of operation need to be coordinated with Airport Operations Supervisor, David Foley, no less than twenty-four hours prior to start. PHRA Response: Noted, we will advise Harman Construction. WRAA: Notation is sufficient. 8. The proposed building lies directly below the centerline of the approach to the runway. The hotel owners/operators should expect low flying aircraft from aircraft operating in and out of the Winchester Regional Airport. A typical business jet would be approximately 140 feet above the building on approach to Runway 14. Departing aircraft would be approximately 200 plus feet depending on the climb rate. With larger jets operating in and out of the airport along with helicopter medevac operations on 24/7 b.asis,.there is a concern that customers will be impacted by aircraft noise. Owner should consider including noise attenuation in the construction of the building in an effort to minimize an impact on airport operations. PHRA Response: Noted, we will advise the owner of this issue. WRAA: Revised plans include notation regarding noise attenuation however, the Airport Authority may request an avigation easement over the property at a later time. Notation should include that the owner agrees to that condition if requested. 9. Any trees planted as part of the landscaping should be of the type that are slow growing with a maximum mature height not to exceed the elevation of the building to avoid future obstructions to the approach for Runway 14. PHRA Response: Noted. WRAA: Notation on plans is sufficient. Provided these conditions are met, the Winchester Regional Airport Authority has no further comments regarding these site plans. The site includes a 130 room hotel with parking as well as road improvements along Route 522. The site will drain to an existing stormwater pond, which will be modified for this site (lot 1) and the future development of lot 2. The pond will discharge to an adequate channel.
