At this time, administrative approval cannot be granted. "This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Special Limited Power of Attorney Form. Please have the property owner sign the attached Special Limited Power of Attorney Form prior to further review or approval. This form should be notarized and completed to grant the applicant (you) with authorization to represent them for this site plan. 2) Parking Lot Islands. Parking lot landscaping requires that 5% of the interior portion of the parking lot be landscaped with islands; the coversheet needs to indicate the percentage being provided. As indicated on sheet 4, provide the total area within the highlighted areas. 3) Dumpster. It appears that the dumpsters are behind the curb; depressed curb may be used for the areas in front of the dumpsters for easier access. 4) ParkinjZ Spaces and Loading Areas. Provide a minimum six inch concrete curb to separate the loading area from the parking spaces as indicated on sheet 4. 5) Berm. The recorded easement specifically calls for a berm within the shared buffer. A six foot earthen berm needs to be provided with this site plan. 6) Buffer. A fence or berm needs to be provided within the buffer along 65-A-128. 7) Shrub Location and Tyne. The shrubs are shown within the VDOT ROW; provide documentation from VDOT approving this (maintenance agreement, etc.). It does not appear that the shrub type indicated on the plan is a permitted type. Revise to show a shrub permitted for screening within the ordinance. 8) Tree Location. It is my opinion that this site plan exceeds any interpretation of this section but I'm not sure what that percentage is. This site is in the Red Bud District, not Shawnee. 2) Allowed Uses. The covershect states that the proposed uses are office, retail and personal services. The B 1 district does not allow general offices or general retail; the district regulations are very strict and the exact types of office use need to be specified on the plan. Also, with the specified uses and parking calculations, no restaurant uses will be permitted in this development. 3) Vicinit- Map. The vicinity map needs to be 1 "=2000'. 4) FAR. Provide the PAR of this development on the covet -sheet. 5) Green Space. Revise the required green space to 35% instead of 15%. 6) Entrances. Senseny Road is a planned improved major collector road. The site needs to utilize one entrance onto Senseny Road; this enU•ance must align with Underwood Road. 7) Senseny Road Improvements.
