This letter is to be considered your permit to do so. The following provisions will be required: • Work area protection signage is to be in accordance with the current Work Area Protection Manual while working on the right-of-way. • All work on the right-of-way is to be confined to the temporary entrance location only. • A minimum 6" depth of VDOT # 1 (2-3 inch stone) course aggregate by 30' in width will be required. It is to be placed from the edge of pavement and extended back onto private property for enough to prevent the carrying of mud onto the roadway. • Positive drainage is to be maintained within the right-of-way at all times. • A wash rack will be required. • Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will be repaired by you to our satisfaction. • This permit is being issued for 180 days. • All work is to be completed in accordance with the enclosed Virginia Erosion 8, Sediment Control Handbook, Specification 3.02. • The entrance is to be installed at the location shown on the site plan prepared by Painter - Lewis, PLC dated June 2, 1997. The Department of Transportation will not be held liable for suit should such result from this operation nor is it granting permission to grade on the property of others or disturb underground utility lines. The typical sign placement and detail should be included on the plan. 2. Property Identification Numbers (PIN) for the adjoining properties. Two properties on the west side of Route 739 have incomplete PINS. Enclosed is a red -lined copy of this site plan. Once you address the above comments, you will have gained the Planning Department's approval for this project. The following comments will need to be addressed in order to proceed with approval of this site plan. Please provide: 1. A complete site plan application (pages 6 and 7 of the application package, signed). 2. Certificate of Professional Engineer, signed and dated to reflect most recent revisions. 3. Date plan prepared and date of all revisions. 4. Location, height, and specifications of outdoor lighting fixtures. 5. Location of trash receptacles to accommodate trash associated with athletic field uses. Sheet 1 of 2 1. "General Notes," Item #6, `Use' should be `church -related outdoor recreation.' 2. The department utilizes a minimum distance of 300 feet to the fence line for softball fields. As provided on this plan, there is no fence line and the distance is shorter. I would recommend that the field either be rotated so that the ball is hit into the property, or the distance be increased to at least 300 feet with a fence line. This action is necessary to restrict softballs from gaining access onto the road. 4. The topsoil stockpile should be stabilized. Because of it's proximity to the planned facilities, I would anticipate that people may climb the stockpile and use it as a viewing location for softball games (bleachers). Therefore, it should be prepared for such activities. Enclosed is a red -lined copy of this site plan. Please revise your site plan to address the above comments, those on the red -lined copy, and those comments provided to you by the review agencies. You will need to provide this office with the complete approved comment sheets from all required review agencies. The required review agencies include: Virginia Department of Transportation, Inspections Department, County Engineer, Fire Marshal, and the Planning Department. Once all agency comments have been addressed, please resubmit one copy of the revised site plan to this department for final review. A plan review has been completed and we offer the following comments as shown in red on the plan: 1. The tapered pavement needs to be tied to curb & gutter at the first edge of gutter as shown. 2. The width of the paved entrance should be shown from the edge of gutter to the edge of gutter (30' of pavement). (See Page 27 of the Miniinuin Standards of State Highways.) 3. Additional slope grading along Route 739 would increase sight distance, especially during tall grass season. 4. The reverse gutter concept is not an available option inside VDOT right-of-way. 5. The entrance pavement should be graded with Swale so surface water will drain away from Route 739 toward the roadway ditch. All miscellaneous notes shown in red on the plans will need to be addressed.
