RE: Approval of Eastern Supply Site Development Plan
Dear Mark:
The Frederick County Planning Department administratively approved Site Plan #017-97 for the
above referenced site plan on July 2, 1997. This site plan, for the construction of a 2,500 square foot
addition to an existing building and the change of use to an office and fabrication shop with outdoor
storage, meets all County requirements for development within the M1 (Light Industrial) zoning
district. The outdoor storage of products, equipment and materials shall be limited to the area shown
on the site plan and shall be completely screened from the view of the road right-of-way and adjoining
properties by the methods identified on the site plan.
I have provided you with three copies of the approved site plan. Please keep an approved copy for your
files and provide the owner with the other two copies. The owner should keep an approved copy for
their files and maintain an approved copy on the construction site. Once the site development has been
completed, the owner should contact this office to schedule an on -site inspection.

RE: Second Review of Eastern Supply Site Development Plan
Dear Mark:
I have had the opportunity to review the above referenced site plan resubmitted to our department
on June 19, 1997. Based upon changes you have made to the plan, the following comments need to
be addressed during the final revision of this site plan.
The proposed screening that has been relocated in front of the parking area should contain a double
row of evergreen trees. In addition, please revise the detail of the outdoor storage area screening to
reflect that the double row of evergreen trees are staggered and planted a maximum of eight feet off
center, and are a maximum of six feet in height when planted. The area of outdoor storage should not
infringe upon the parking area in front of the building. It would be appropriate to define the limit of
the outdoor storage area to the rear of a line from the front of the building to avoid any conflict with
the parking area.
Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for
my review. Once I have verified the information contained on the revised site plan, I will need all
approved review agency comment sheets and five copies of the final site plan for approval.

We have received your revised site plan dated May 5, 1997 for the referenced
project. It appears all of our earlier review comments have been satisfactorily
addressed. Please advise the owner of our approval.
Please sketch or note the need for CG-12 handicap ramps on the radial entrance
curbs (4 or as required by the VDOT Inspector).
The appropriate land use permits may now be applied for to cover work within
the Route 861 right-of-way. The permits are issued by this office and will require
a minimum processing fee and surety bond coverage.
Once satisfactory application has been made, a permit will normally take
approximately thirty days to process and issue.

I have had the opportunity to review the above referenced site plan received by our department on
May 15, 1997. The following are comments that need to be addressed during the revision of this site
plan:
1) Please ensure that the Professional Engineer's Seal is signed and dated on the final site plan
copies.
2) Please show the location of the required setbacks and yard areas on sheet two of the site plan.
3) Please identify the location of the outdoor storage area on the site plan. A note to the effect
"All outdoor storage to be located internal to privacy fence screening" should be placed in
the area of the site plan identified for outdoor storage.
4) Please provide a detail of the privacy fence screening that will be used to enclose the outdoor
storage.
5) The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal.
6) The stormwater management plan, and the soil erosion and sedimentation control plan, shall
be approved by the Department of Public Works.
Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for

Background
The site is located along McGhee Road in the Stonewall Industrial Park in the Gainesboro
District of Frederick County Virginia. The site has been developed in the past and was a trucking
terminal for Roadway Express. The future occupants would like to improve the site with a 2500 sf
.addition and an additional 57,300 sf of gravel storage area.
Purpose
The purpose of this analysis is to improve the existing SWM to accomodate the improvements.
Conclusion
The original SWM is over ten years old; therefore, the site was treated as a new development for
the public's best interest. The ten year storm will be routed through a pond with a four foot
concrete weir. The resultant release will drain into the same system as before. The release rate
for the ten year routed storm wlll be lower than the predeveloped two year runoff; therefore, the
SWM will be more than adequate and an improvment to the current SWM.
