This letter is to be considered your permit to do so. The following provisions will be required: • Work area protection signage is to be in accordance with the current Work Area Protection Manual while working on the right-of-way. • All work on the right-of-way is to be confined to the temporary entrance location only. • A minimum 6" depth of VDOT rl (2-3 inch stone) course aggregate by 30' in width will be required. It is to be placed from the edge of pavement and extended back onto private propem, far enough to prevent the cam ing of mud onto the roadway. • Positive drainage is to be maintained within the right-of-way at all times. • A 15" x 30' culvert will be required. • Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will be repaired by you to our satisfaction. • This permit is being issued for 180 days. • All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment Control Handbook, Specification 3.02. The Department of Transportation will not be held liable for suit should such result from this operation nor is it granting permission to grade on the property of others or disturb underground utility lines. Purim;ose To reduce the amount of mud transported onto paved public roads by motor vehicles or runoff. Conditions Where Practice Applies Wherever traffic will be leaving a construction site and move directly onto a public road or other paved area. 7 7 3 7 J 7 7 Construction Specifications The area of the entrance must be excavated a minimum of 3 inches and must be cleared of all vegetation, roots, and other objectionable material. The filter fabric underliner will then be placed the full width and length of the entrance. Following the installation of the filter cloth, the stone shall be placed to the specified dimensions. If wash racks are used, they should be installed according to manufacturer's specifications. Any drainage facilities required because of washing should be constructed according to specifications. Conveyance of surface water under entrance, through culverts, shall be provided as required. If such conveyance is impossible, the construction of a "mountable" begin with 5:1 slopes will be permitted. The filter cloth utilized shall be a woven or nonwoven fabric consisting only of continuous chain polymeric filaments or yarns of polyester. The fabric shall be inert to commonly encountered chemicals and hydrocarbons, be mildew and rot resistant, and conform to the physical properties noted in Table 3.02-A. Maintenance The entrance shall be maintained in a.condition which will prevent tracking or flow of'mud onto public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. Please be advised that the issuance of a Temporary Construction Entrance Permit is required prior to installing a new access point to any site from VDOT right-of-way. The entrance in question, as installed, is unsatisfactory. Upon satisfactory application and once permission for a construction entrance is granted your existing entrance will have to be reinstalled to meet minimum VDOT standards. A land use permit must also be obtained prior to performing any approved site plan entrance improvements. Be advised that there is an approximate 30 day processing period for the land use permits. Please reinstruct your personnel of the need to maintaining a line of communication between your firm and VDOT and the need to obtain the appropriate permits before proceeding with any site work effecting the right-of-way. If necessary VDOT would be happy to make arrangements to advise your personnel of VDOT permit needs and the time constraints needed for permit issuance. The proposed layout does not provide for the maneuvering of tractor trailers. Therefore, tractor trailers would not be permitted to use the site. Adequate area most be provided to allow for delivery trucks and the like to safely turn around on -site. At Bandit Kart's present location, transport trailers are on site. I would assume those trailers would be relocated to this location. Therefore, adequate parking for the trailers should be provided, as, well as an area to maneuver. Keep in mind that parking should be treated with asphalt. Sheet 4 of 4 1) Very nice landscaping design, again! One concern: Vehicle headlamps are not shielded from adjoining properties and road right-of-ways. A 3-foot high evergreen hedge should be used. Please revise your site plan to address the above comments, those on the red -lined plan, and the comments provided to you by the review agencies. You will also need to provide this office with the approved comment sheets from all required review agencies. The required review agencies include: Virginia Department of Transportation, Sanitation Authority, Inspections Department, County Engineer, Fire Marshal, and the Planning Department. Once all comments have been addressed, please resubmit one copy of the revised site plan to this department for final review. If the revised site plan satisfies all agency comments, we will request five copies of the final site plan and recommend the site plan for approval.
