The checklist below indicates all the information. -that needs to be submitted as part of the site plan
application. All required information must -be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

Dear Steve:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on August 27, 1999. This site plan, for the construction of a franchise restaurant, meets
all County requirements for development within the B-2 (General Business) District. Specifically, a 9952-
square-foot restaurant will be constructed at 120 Costello Drive. The site plan provides one -hundred -fifty
(150) parking spaces, including five (5) handicap spaces. Adequate perimeter and interior landscaping are
provided for the parking area, as well as curbs, gutters, and raised islands. Five-foot side -walks are shown on
the site plan, including a side -walk along one side of the entrance from Costello Drive. Finally, an area of the
parking lot has been reserved for cross -easement access pending the development of Lot 4.
I have provided you with several copies of the approved site plan. Please forward these approved plans to the
owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure
that an approved copy is maintained on the construction site throughout the development process. Once site
development has been completed, the owner should contact this office to schedule an on -site inspection.

We have received your revised site plan dated July 28, 1999 (telephone
review 08/11/99) for the referenced project. It appears all of our earlier
review comments have been satisfactorily addressed. Please advise the owner
of our approval. Also please provide seven (7) sets of approved
construction plans with signed seal for VDOT distribution.
Please be aware that approval is somewhat marginal due to volume of traffic
entering requiring right turn lane. VDOT will monitor entrance upon
completion to confirm functional performance.
The appropriate land use permit may now be applied for to cover work within
the Route 522 right-of-way. The permit is issued by this office and will
require a minimum processing fee, surety bond coverage, and the salary &
expenses of a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take
approximately thirty days to process and issue. Should you have any
questions, do not hesitate to call.

Upon review of the revised subdivision plan dated July 28, 1999, we offer the
following comments:
1. Provide a detail and supporting calculations for the proposed level spreader and
stilling basin at the outfall of the proposed stormwater detention basin.
2. The attached final plat of the subdivision needs to include all the drainage
easements located within the subdivision. In addition, the outfall culvert for the
proposed stormwater pond shall be placed in a drainage easement. There is an
existing drainage easement that can be vacated and moved to accommodate the
proposed pipe.
Once these comments have been addressed, submit two (2) copies of the subdivision
plan for further review. If you have any questions, do not hesitate to contact me.

I have had the opportunity to review the above referenced site plan submitted to our department on
June 2, 1999. The following comments are offered and should be addressed during the revision of this
site plan. I have also marked the enclosed plan for your use.
1) Please ensure that the engineer's certificate is signed.
2) Please ensure that all survey coordinates provided on the site plan accurately correspond with
those delineated on the plat associated with Subdivision Application #18-99 (Costello Drive -
Garber Trust).
3) All required building setback areas must be clearly delineated on the site plan and the setbacks
provided should be stated in the Site Development Summary. Please note that the setback
information provided in the Site Development Summary incorrectly identifies the setback from
Costello Drive as a side setback. Please modify this data to appropriately reference the
required yard area adjacent to this right-of-way as a front setback. Furthermore, the required
parking setback should be stated in the Site Development Summary and shown on the site plan.
4) Please extend the 5' sidewalk shown adjacent to Costello Drive along both sides of the
proposed entrance to connect directly to the parking area. It is further recommended that an
area be reserved for a future sidewalk connection between the subject property and Lot 3. This
area should be clearly delineated on the site plan.
5) The location of a proposed pedestal sign has been shown on the site plan. Please indicate the
distance of this sign from both the property line and curb to ensure conformance with
applicable setback standards. It is important to note that all structures must be placed a
minimum distance of three (3) feet from the curb to preclude obstruction of the parking area.
Please state the dimensional requirements for signage in the Site Development Summary.

6) Please state the maximum height permitted in the B2 Zoning District as well as the maximum
height proposed for the facility in the Site Development Summary. The height of the facility
should also be shown on the site plan.
7) Please state the use of the proposed facility in the Site Development Summary and further
provide this information on the site plan.
8) Please note that the result of the FAR calculation should be stated as a ratio rather than a
percent. This figure should be modified accordingly.
9) Please provide the route number associated with Costello Drive.
10) Please indicate the posted speed limit for Costello Drive.
11) Please provide the dimensions of the proposed entrance from Costello Drive.
12) Please include a statement on the site plan confirming the underground placement of all utilities
on the subject property.
13) Please delineate the location of all fire lanes on the subject property in accordance with the
requirements of the Fire Marshall.
14) In the Site Development Summary, please state the parking standard applicable to restaurant
uses. The number of required spaces should be rounded up to 100. It is noted that several
parking spaces fail to meet the area requirement of 180 square feet. These spaces have been
highlighted on the marked -up plan and should be modified to ensure conformance with this
standard. Additionally, several of the angled parking spaces shown on the site plan involve a
corresponding angle at the curbed end of the spaces. Such a feature precludes compliance with
the minimum area requirement as a true length of twenty (20) feet is not provided. These
spaces have been identified on the marked -up plan and should also be re -configured to conform
with dimensional requirements. Should parking spaces be deleted from the site plan to facilitate
such modifications, please ensure that the information provided in the Site Development
Summary accurately reflects these changes.
Please correct the number of spaces stated on the site plan for the row of handicapped spaces
to reflect the actual number provided (5). The lone parking space shown in the southwest
corner of the site does not meet the parking setback requirement. It may be advisable to
eliminate this space from the site plan as it is not needed to conform with Zoning Ordinance
requirements.

The aisle width provided for the area of angled parking spaces is adequate to support one-way
traffic circulation. Please provide pavement markings or other devices to distinguish the one-
way traffic pattern applicable to this section of the site.
15) Please modify the heading in the title block of the Planting Schedule regarding minimum size
to state "at time of planting." Furthermore, the maximum spacing proposed for the Japanese
Holly plantings should be reduced to 3.5' or 4.0' to ensure provision of an adequate screen of
headlight glare.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of
the final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County
Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.

A VDOT review has been completed on the preliminary site plan dated May, 1999 for
the referenced project. Our comments are as follows and as shown in red on the plan
sheets:
Plan Sheet 2 of 7
1. The existing right-of-way line for Route 522 (Front Royal Pike) should be shown on
plan.
2. Sight distance at the Golden Corral entrance should appear on the plan sheet.
3. The width of commercial entrances in the Edinburg Residency of VDOT should be
established under consideration of vehicle use volumes. In the manual of "Minimum
Standard of Entrances to State Highways", the key word is "MINIMUM". Even
though the dimension shown (30' face to face of curbs) is not indicated as minimum
it is implied. The 30' dimension in the Edinburg Residency may only be used on the

1. Since two (2) acres of area will be disturbed, it will be necessary to install a temporary
sediment trap to control erosion run-off on site.
2. Place a note on the plan indicating that the following subdivision issues shall be
completed prior to obtaining a certificate of occupancy for this building:
a. The proposed storm sewer system and stormwater pond shown on the
subdivision plan for Costello Drive will be installed.
b. A street sign for Costello Drive which meets the Virginia Department of
Transportation's requirements will be installed by the developer.

The airport's engineering firm has reviewed the site plans for Golden Corral and it does not
appear that the proposed building will impact operations at Winchester Regional Airport. It was
also determined that the elevations will not require Form 7460-1 to be submitted to the Federal
Aviation Administration.
Site plans indicate that open burning would be done on site. On behalf of the Winchester
Regional Airport I am recommended that any burning in this area be prohibited since this are is
within the traffic pattern for Runway 14.
