SITE PLAN CHECKLIST The checklist below indicates all the information that needs to be submitted as part of the site plan application. All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. This site plan, for the expansion of an existing business, meets all County requirements for development within the M 1 (Light Industrial) and M2 (General Industrial) Zoning Districts. Specifically, a 4900-square-foot paint booth will be constructed. The site plan also shows a 3200- square foot proposed future addition which allow for industrial storage. Twenty-four (24) additional parking spaces have been provided to accommodate current and future parking needs. The parking area has a surface treatment of double prime and seal and perimeter landscaping in the form of twelve (12) pin oak trees. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please ensure that the engineer's certificate is signed. 2) Please state both the M1 and M2 zoning designations applicable to the subject property on the site plan. 3) Please state the complete Property Identification Number (PIN) for each adjoining property shown on the site plan. The use, zoning, and PIN of all adjoining properties, to include those that are located across the Route 11 right-of-way, must also be delineated. Furthermore, please ensure that the zoning data provided for PIN 43-A-29 is correct. County records indicate that this parcel is zoned M2 rather than RP, as stated on the site plan. 4) Please provide a history regarding the subject parcel to identify any lot consolidations or boundary line adjustments applicable to the lot configuration delineated on the site plan. Specifically, County tax maps show the southwest property line of PIN 43-A-30 corresponding with the boundary that indicates the split between M1 and M2 zoning on the site. It should be noted that the property information shown on the site plan appears to be consistent with County real estate records. The setbacks provided for the proposed building should also be stated in this table to verify conformance. Furthermore, please state the parking setback requirement(s) applicable to development within the M1 and M2 Districts and further indicate the parking setback(s) provided. The required parking setback area should also be delineated on the site plan. 6) Please clarify the location of all sidewalks intended to serve the proposed facility. 7) Please state the sign standards applicable to the proposed development and delineate the dimensions of any proposed or relocated signs on the site plan. 8) Please identify the location and nature of all proposed and existing outdoor storage areas on the site. Specifically, the limits of the existing equipment display and storage area located in the front of the subject property should be delineated on the site plan. Furthermore, the future location of the storage containers currently stored within the proposed employee parking area should be identified and screened in accordance with Section 165-33 of the Zoning Ordinance. 9) Please indicate the location of all outdoor trash receptacles that are both existing on the subject property and planned for the proposed facility on the site plan. It is imperative that all such receptacles include a structure for their enclosure. The dimensions and other specifications of the proposed structure should be delineated on the Profiles and Details sheet. 10) In the Project Information table, please state the height requirement for both the MI and M2 Zoning Districts as the "maximum permitted height" and further state the "maximum height provided" for the proposed building. Additionally, please indicate the height of the proposed future addition on the site plan. 11) Please indicate the use of the proposed future addition on the site plan. 12) Please state the floor area of the proposed future addition on the site plan. This figure should correspond with the floor area delineated in the F.A.R. calculation provided in the Project Information table. 13) Please state the road name associated with Route 11 on the site plan. Furthermore, if the proposed VDOT right-of-way has been assigned either a number or name, this information should be stated on the site plan. Plan #21-99 June 18, 1999 14) Please identify the posted speed limit of Park Center Drive on the site plan. 15) Please delineate the location of all existing entrances to the site that are planned to be discontinued following construction of the proposed entrance on Route 11. Such entrances should be identified as "discontinued" or "removed" due to the location and improvements necessary for the proposed entrance. 16) Please identify the location of all fire lanes and other facilities necessary to satisfy the requirements of the Fire Marshall. 17) Please provide calculations describing the required number of parking and loading spaces for the site in its entirety. Such calculations should delineate the number of spaces required per use and further include the number of spaces provided. The provision of this information is necessary to evaluate the adequacy of the proposed employee parking area. Staff inspection of the site revealed the presence of approximately thirty (30) vehicles that appeared to be parked by employees on either side of the existing facility. It is recommended that the proposed parking area be developed with a capacity capable of supporting a comparable number of vehicles. 18) Please ensure that a detail of a typical parking space is included on either the site plan or Profiles and Details sheet. Standard parking spaces must be at least 180 square feet in area with a minimum width of nine feet. Furthermore, please note that gravel does not constitute an adequate surface material for the proposed parking area. In accordance with Section 165- 27E(1) of the Zoning Ordinance, the parking area must be paved with a minimum of double prime and seal treatment or equivalent material. The site plan should be modified to reflect this requirement. It is recommended that all spaces be marked with painted lines as well as concrete wheel stops, all of which should be delineated on the site plan. 19) Please identify the location and dimensions of all disabled parking spaces and ramps on the site plan. The number of such spaces required and provided should be stated in the Project Information table. 20) Please delineate the type, location, and proposed disturbance of any environmental features existing on the parcel. If none exist, please include a statement to that effect on the site plan. 21) Please provide a landscaping plan that describes the location and types of plants intended for the site. • C� Page 4 Mr. Austin Spitler Re: Shade Equipment, Site Dev. Plan #21-99 June 18, 1999 22) Please delineate the limits of the active and inactive sections of the required zoning district buffer. It is important to note that the gravel area shown between the proposed building and the southwest property boundary may only extend into the inactive portion of the buffer area. Please modify the limits of this gravel area accordingly. Furthermore, staff inspection of the site revealed the presence of mature vegetation along the southwest property boundary, an area that will be within the inactive portion of the buffer. It is therefore recommended that this vegetation be preserved to satisfy, in part, the screening requirements associated with the applicable buffer. Staff identified a gap within this area, which should be addressed by complementing the existing vegetation with evergreen trees at least six (6) feet in height at time of planting. Such plantings should be installed as necessary to ensure the provision of the required full screen. Please indicate the proposed location of such plantings on the site plan and denote the area of existing mature vegetation, in its entirety, as an area to remain undisturbed. A note should also be added to the site plan indicating that existing mature vegetation will be used to satisfy, in part, the screening requirements associated with the applicable zoning district buffer. This note should further state that any reduction or other disturbance of this area at any time in the future will prompt the provision of all elements necessary to satisfy the required full screen. The required features of a full screen must be provided along the remainder of the southwest boundary adjacent to the RP zoned property where no mature vegetation is existing. Please note that the proposed full screen shown on the site plan does not satisfy the requirements of Section 165-37B(2) of the Zoning Ordinance. The location of plantings and other devices must be delineated on the site plan and a cross section of the zoning district buffer should be provided. This cross section must also indicate the dimensions of the area of existing vegetation, where appropriate. Furthermore, a plant schedule indicating the type, quantity, and size at time of planting of each planting proposed for the buffer area should be provided. Please include a note on the site plan indicating the need to remove all inoperable vehicles and other junk and debris from within the buffer area. Specifically, several inoperable vehicles were observed within the fenced area behind the car sales establishment. The note should state that the removal of such junk and debris will occur prior to occupancy of the proposed building. The plan indicates that the Virginia Department of Transportation (VDOT) will be installing storm sewer pipe along Route 1 I to complete the proposed storm sewer network. Prior to approving this site plan and allowing the expansion, we need a time schedule as to when VDOT will install the storm sewer. The proposed storm flows created by this expansion will need to drain into an adequate storm sewer system and drain to the box culvert north of the site under Route 11. 2. Place a note on the plan indicating that prior to commencing any. site work, it will be necessary to obtain a land disturbance permit from this office. 3.
