The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

Dear Ralph:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on July 19, 1999. This site plan, for the addition of a training center and tool shed to an
existing church complex, meets all County requirements for development within the RA (Rural Areas) Zoning
District. Specifically, the site plan delineates the location of a training facility consisting of 11,230 square feet
and a 684 square -foot tool shed on the subject property. The proposed training facility will be served by an
existing 178-space parking lot, which includes 18 spaces reserved for handicapped use. The site plan further
provides for direct pedestrian connections between the proposed training center and adjacent buildings via
concrete sidewalks.
I have provided you with several copies of the approved site plan. Please forward these approved plans to the
owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure
that an approved copy is maintained on the construction site throughout the development process. Once site
development has been completed, the owner should contact this office to schedule an on -site inspection.

Following our discussions and the receipt of additional information on the above referenced
Project. I would like to amend the comments made in my 5/12/99 letter (cop), attached).
According to a 6/3/99 letter (cop), attached) from Dr. Ken Smith, pastor of Rosedale Baptist
is
Church, the proposed 2-story training center will not cause an increase in use of the existing
sewage disposal systems on the property. Any activities that are planned for this structure are
already occurring on the property in the existing buildings.
Also, it is my understanding from our discussions and Dr. Smith's letter that no running water is
to be provided to the new building at this time. Plumbing facilities will be "roughed in" in
anticipation of future hookup to public water and sewer. You have stated that this arrangement
has already been discussed with the Frederick County Inspections Department and that they have
no objections to this arrangement.
In consideration of the above information, the Frederick Co. Health Department has no objection
to the proposed 2-story training center. No running water or usable sewage disposal facilities are
to be installed in the building until public water and sewer are provided or additional sewage
disposal sites are located and the systems are installed.

actual count of vehicles utilizing the access entrance to U.S. Route 50 or an acceptable

made the accessory structure setback bolder to make it more apparent. I don't believe I have
seen any plans where accessory structure brl's are shown relative to all property boundaries.
If this is common practice, I will be happy to comply.

I have had the opportunity to review the above referenced site plan submitted to our department on
May 11, 1999. The following comments are offered and should be addressed during the revision of this
site plan.
1) Please modify the title of the site plan to reflect the status of this submission. The following
title may be appropriate: "Rosedale Baptist Church - Revision for the Addition of a Training
Center and Tool Shed."
2) Please identify the name, address, and phone number of the developer of this project.

Frederick County Fire Marshal.

application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
