application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and retumed
to the applicant(s).

Dear Steve:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on November 2, 1999. This site plan, for the development of sixteen (16) multiplex
units, meets all County requirements for development within the RP (Residential Performance) Zoning
District. The complex will be served by a paved parking lot consisting of fifty-one (51) parking spaces,
of which three (3) will be designed for handicapped use. The site plan also includes the provision of a
system of four -foot- wide concrete sidewalks, as well as parking lot landscaping consisting primarily of
shade trees. Furthermore, a shared zoning district buffer is delineated along the south property boundary,
which will ultimately involve installation of a full screen upon development of the adjacent 131-zoned
parcel.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner
should ensure that an approved copy is maintained on the construction site throughout the development
process. Once site development has been completed, the owner should contact this office to schedule an
on -site inspection.

We have received your revised site plan dated September 17, 1999 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide six (6) sets of approved construction plans with
signed seal for VDOT distribution.
The single set of signed plans presented for final review can be used as the seventh set.
The appropriate land use permit may now be applied for to cover work within the Route 1213
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all
plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Steve:
We have completed our review of the proposed site plans and calculations for the
referenced project and offer the following comments:
1) Narrative
Your reference to off -site easements is very appropriate for this project. However,
the reference to a singular location should be expanded to several locations
including the channel area downstream of culvert C-5. In this area, it will be
necessary to regrade and stabilize the existing swale to achieve the proposed outlet
elevation of 690. It is anticipated that this regrading will extend at least 60 feet to
achieve a minimum slope of one (1) percent. Additional easements will be
required on the property of the existing apartments to accommodate the proposed
detention basin.
2) Narrative
Under temporary stabilization, review and correct application rates accordingly.
These measures should be reflected in the project specifications.
3) Narrative
The table on page 5 presents a comparison of the pre -developed peak flows for the
two and ten-year storms and the post -developed peak flows at the outfall of the
detention basin. Provide a surnrnary of the inflow and outflow conditions within
the detention basin for the two, ten and 100-year storm conditions.

4) Sheet 2 of 4
Refer to the storm sewer design computations. The length (12) and slope (0.083)
of culvert C-5 conflicts with the design calculations which indicate a length of 16
feet and a slope of 0.025. The outlet invert at C-5 is below the existing grade and
will require additional off -site grading to achieve a minimum slope of 0.01. Refer
to comment number one.
5) Sheet 2 of 4
It will be necessary to increase the basement finished floor elevation from 695 to
696 to avoid a potential conflict with the 100-year storm flow. This change only
applies to the middle multiplex.
6) Sheet 2 of 4
The drawings indicate abandoning a portion of the existing sewer lines within the
proposed building areas. This requirement should be expanded to removal within
five (5) feet of the new buildings and replacement with a compacted engineered
fill. As an alternative to total removal, it may be possible to structurally design the
foundations and floor slabs to span over these potentially soft areas.

The proposed off -site grading/drainage easements should be reflected on this
sheet.
8) Sheet 3 of 4
The finished grades of the proposed access drive associated with the middle
multiplex should be adjusted to accommodate sufficient cover over culvert number
one (1). Refer to comment number five.
9) Sheet 4 of 4
Refer to rip rap apron dimension table. The Q (10) values shown for culvert
number one (1) conflicts with the value tabulated with the storm sewer design
computations (3.27).

Consider a grass -lined emergency spillway in lieu of rip rap because of the
relatively shallow spillway depth of 0.5 feet. Class I rip rap will most probably
extend above this depth.

offered following our initial evaluation ofthe proposed development have been satisfactorily addressed.
However, prior to final approval of the site plan, the shared buffer easement delineated on the plan
must be formally recorded with the deeds of the involved properties. Please advise your client that

We have revised the site plan per your comments of 5 August 1999. We have addressed all of your comments.
Concerning the buffer required along the B 1 zoning boundary, we will be working with the Kim Henry to
provide a shared buffer. The 25' active portion of the required separation will be on the apartment side. The
25' inactive buffer will lie on the B 1 side. The full screen will be located in the inactive area and be installed
upon development of the B 1 parcel.
We will be preparing the necessary plat and deed for your review. We believe the site plan can be approved
prior to completing these documents, which, we understand, will be required to be recorded prior to issuance of
the occupancy permits.

Dear Steve:
I have had the opportunity to review the initial revision of the above referenced site plan, which was
submitted to our department on July 28, 1999. The following comments are offered and should be
addressed through further revision of this site plan. I have also marked the enclosed plan for your use.
1) Please ensure that the engineer's certificate is signed.
2) Please consider modifying the name of the project to reflect the proposed housing type.
3) Please provide the use, zoning, and Property Identification Number (PIN) of all adjoining
properties.
4) Please delineate the survey coordinates and distances applicable to the boundaries of the subject
parcel.
5) Please state the total acreage of the subject parcel in the Project Summary.
6) Please relocate the setback from parking areas shown nearest the proposed outdoor trash
receptacle to reflect the requirement of 20 feet. Furthermore, the label for this setback line
should be modified to correctly state this standard. Please ensure that all setback locations are
delineated by a broken line. The parking lot setback requirement must also be stated in the
Project Summary and its location identified on the site plan.
The setback from the south property boundary is 25 feet due to an interpretation of the approved
MDP by the Zoning Administrator. As this is not the standard side setback for multiplex
development in the RP (Residential Performance) Zoning District, the origin of this requirement
should be clarified in the Project Summary.
7) Please provide a calculation specifying the amount of common open space that is both required
and provided. The location of such space should be indicated on the site plan.

8) Please delineate the location, height, and dimensions of all signs proposed for the facility.
Furthermore, a statement should be added to the site plan regarding the applicability of the sign
standards of the Frederick County Zoning Ordinance to all signage installed on the subject
property.
9) Please delineate the height and specifications of all outdoor lighting fixtures proposed for the
facility.
10) Please specify the ground floor area of each proposed building and further indicate the total floor
area associated with the planned development.
11) On the Key Map, please provide the road name associated with Route 1213.
12) On the Key Map, please identify the posted speed limit of Route 1213.
13) Please indicate the size of the existing sanitary sewer line and further specify the dimensions of
the laterals shown on the site plan. A statement must be added to the site plan confirming the
underground placement of all utilities on the subject property.
14) Please identify the easement associated with the water main shown on the site plan and further
indicate its dimensions.
15) Please identify the locatioh and nature of all facilities necessary to satisfy the requirements of the
Fire Marshal.
16) In the parking section of the Project Summary, please note that a total of two (2) handicapped
parking spaces are required for the size of the proposed parking area. Conformance with this
standard will result in an increase in the number of required spaces for Phase II development
(38). Furthermore, the site plan shows a total of 45 standard parking spaces for this phase in
addition to three (3) handicapped spaces, which results in a total provided of 48.
The total required tabulation should produce a sum of 119 spaces, which would accurately
reflect the amount of parking needed for the multiplex development (38). The data used in the
total spaces provided calculation does not correspond with the quantity of spaces shown on the
site plan. Specifically, the number of spaces delineated on the plan is 70 for Phase I (apartment
units) and 48 for Phase II (multiplex units).
The number of provided spaces (118) is ultimately less than the number required (119).
Therefore, one (1) parking space must be added to either the multiplex or apartment section of
the development to ensure conformance with the parking requirement. Furthermore, please
ensure that all of the aforementioned information is stated accurately in the Project Summary.

17) Please provide a detail of the ramp created by the tapered curb shown adjacent to the
handicapped space located in the northern section of the multiplex parking area.
18) Please clarify the minimum size heading of the Planting Schedule to state at time of planting.
19) Please specify the location and dimensions of the landscape screen required to satisfy the
applicable buffer standard. In accordance with Section 165-37B(1) of the Frederick County
Zoning Ordinance, a landscape screen must be provided as a permanent landscaped easement at
least ten (10) feet in width. The accommodation of this easement will necessitate the relocation
of one (1) parking space, which has been identified on the enclosed marked plan.
Furthermore, the note included on the site plan regarding the use of existing vegetation to satisfy,
in part, the applicable screening requirement should be modified to read as follows: "Existing
mature trees and plants will be preserved to the greatest extent possible. Such vegetation will
be supplemented by evergreen plantings as necessary to meet the landscape screen requirements
of a Category A Zoning District Buffer. Planning and Development staff will inspect the
resulting screen to ensure conformance with the buffer requirement prior to issuance of an
occupancy permit."
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of
the final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County
Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal, and the
Frederick County Parks and Recreation Department.

We have completed our review of the proposed site plans and calculations for the
referenced project and offer the following comments:
1) Narrative
Your reference to off -site easements is very appropriate for this project. However,
the reference to a singular location should be expanded to several locations
including the channel area downstream of culvert C-5. In this area, it will be
necessary to regrade and stabilize the existing swale to achieve the proposed outlet
elevation of 690. It is anticipated that this regrading will extend at least 60 feet to
achieve a minimum slope of one (1) percent. Additional easements will be
required on the property of the existing apartments to accommodate the proposed
detention basin.
2) Narrative
Under temporary stabilization, review and correct application rates accordingly.
These measures should be reflected in the project specifications.
3) Narrative
The table on page 5 presents a comparison of the pre -developed peak flows for the
two and ten-year storms and the post -developed peak flows at the outfall of the
detention basin. Provide a summary of the inflow and outflow conditions within
the detention basin for the two, ten and 100-year storm conditions.

Refer to the storm sewer design computations. The length (12) and slope (0.083)
of culvert C-5 conflicts with the design calculations which indicate a length of 16
feet and a slope of 0.025. The outlet invert at C-5 is below the existing grade and
will require additional off -site grading to achieve a minimum slope of 0.01. Refer
to comment number one.

It will be necessary to increase the basement finished floor elevation from 695 to
696 to avoid a potential conflict with the 100-year storm flow. This change only
applies to the middle multiplex.

The drawings indicate abandoning a portion of the existing sewer lines within the
proposed building areas. This requirement should be expanded to removal within
five (5) feet of the new buildings and replacement with a compacted engineered
fill. As an alternative to total removal, it may be possible to structurally design the
foundations and floor slabs to span over these potentially soft areas.
