The total area of disturbance on the parcel is approximately 2.50 acres. Storm water runoff will discharge directly to the perennial stream which roughly defines the northern property line of the property. Site grading will include the importation of fill material to bring the site up to the - proposed grades. Existing Site Conditions The site is currently vacant. Slopes range from 1.0 % to approximately 10.0%. Adjacent Areas The site is bordered on the east by the additional property owned by the developer. To the south is the Fort Collier Road right-of-woy. The area to the west is the Baker Lane right-of-way. The land to the north is the site of Estes Trucking Company. Off -site Areas With the exception of borrow operations, no off site disturbance or construction activities are anticipated. Critical Areas The unnamed tributary of Abrams Creek will be protected from siltation during construction. The conveyance properties of the stream will be preserved such that runoff from the 100 year precipitation event is maintained without adverse impact to adjacent properties, Storm Water Discharge -Adequate Channel The unnamed tributary of Abrams Creek will receive storm water runoff from this site. Erosion and Sediment Control Measures 3.02 A 12'w by 70'1 temporary stone construction entrance with wash rack will be constructed from Fort Collier Road. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of construction. Silt fence will be placed at the proposed toe of slope along the stream at the western limits of the proposed fill. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.07 A block and gravel drop inlet sediment filter will be installed around each of the proposed storm water drop inlets immediately after installation. The structure shall be inspected after each rain and repairs made as needed. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half of the design depth of the trap. Removed 4Y diment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized, 3.09 A temporary diversion dike will be installed at the northeast corner of the construciton area to divert storm water runoff to a proposed temporary sediment trap. The diversion dike will be inspected after every storm and repairs made as required. Damages caused by construction traffic or other activity must be repaired before the end of each working day. 3.13 A temporary sediment trap will be installeci at the northeast corner of the site. The disturbed area upstream of the 'r• p is approximately 1.0 acres. The initial storage volume of the sediment trap will be 134 cubic yards x 1.0 acres = 134 cubic yards. The sediment trap will be inspected after every storm and repairs made as required. Damages caused by cf�nstruction traffic or other activity must be repaired before the end of each working day. 3.20 Rock check dams will be placed in the svNole to be constructed along the east side of the construction area. The dams will be placed on 100 foot centers, more or less. Check dams should be checked for sediment accumulation after each runoff -producing storm event. Sediment should be removed when it reaches one half of the original height of the measure. Regular inspections should be made to insure that the center of the dam is lower than the edges. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per acre of German Millet. All temporary seeding areas will be mulched in accordance with the schedule included herein. 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. The existing utilities shown on these plans are based on available information. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shot] immediately notify the engineer and take the necessary and proper steps to protect the facility and assure the continuance of service. 2. D. The surfaces directly beneath areas to receive controlled fill ore to be cleared, grubbed, and stripped of topsoil. The area is then to be scarified and compacted to a depth of 6 inches to the some density as the controlled fill to be placed thereon. E. Fill material shall be taken from approved borrow areas. It shall be clean soil, free of roots, woody vegetation, oversized stones, rocks, sandy soil, or other objectionable material. 5. Blasting is not permitted within 25 feet of existing utilities without owner permission. 6. Storm sewer and pavement materials called for on the plans refer to standard VDOT designations. 7. Topsoil is defined as friable clay loom surface soil found in a depth of not less than 4 inches. Satisfactory topsoil is reasonably free of subsoil, clay lumps, stones, and other objects over 2 inches in diameter, and without weeds, roots, and other objectionable material. Strip topsoil to whatever depths encountered in a manner to prevent intermingling with underlying subsoil or other objectionable material. Stockpile topsoil in storage piles in areas indicated or directed. Construct storage piles to provide free drainage of surface water. Cover storage piles, if required, to prevent wind erosion. 15. Clear site of trees, shrubs and other vegetation, except for those indicated to be preserved. Completely remove stumps, roots and other debris protruding through ground surface. Fill depressions caused by clearing and grubbingoperations with satisfactory soil material, unless further excavation or earthwork is Indicated. 16. Burning of excess materials will not be permitted on the property. 17. Remove waste materials and unsuitable soil from Owner's property. 18. The CONTRACTOR sholl obtain a Land Disturbance Permit from the Frederick County Public Works Department prior to initiating any site work. 19. Install all proposed utilities underground as required by the Frederick County Zoning Ordinance. FREDERICK COUNTY SANITATION AUTHORITY NOTES 1. All sanitary sewer and water supply construction shall conform to the current standards of the Virginia Department of Health and the Frederick County Sanitation Authority (the "authority"). 2. Water service will be provided by an extension of the Frederick County Sanitation Authority water main located in the Fort Collier Road right-of-way. 3. The CONTRACTOR sholl coordinate with, and arrange for inspection by, the Authority. 4. Exact locations of water and sewer services on new lines are to be coordinated with the Authority's inspector. 5. The Sanitation Authority shall install oil water and sewer services that connect to existing lines. The location of the tap and the termination point of the lateral are to be coordinated with the Authority's assistant engineer. An application for services must be made and fees paid. 6. All patches are to be i tplaced in accard:,nce with the following regulations and as shown on Figure 1. 2. The permiltet will be required to replace the surface and base of the roads included under this permit in accordance with the Roads and Bridge Specifications and this Special Provision. 3. Backfrll material shall include a minimum of four (4") inches bedding materials (sand or N57 stone). The balance of the backfill shall be approved soil compacted to the bottom of subbase layer (Type 1, Size 2 1 A or 21B). The entire backfill shall be free from wood, decaying material, asphalt, concrete, ice, frost, large clods, stones and debris. 4. Backfrll material shall be compacted to a minimum of 95% of the theoretical maximum density at optimum moisture content, As determined by VDOT testing procedures, use mechanical tamping throughout the depth of the trench in six (6") inch layers to insure that adequate support is provided for the subbase layer (Type 1, Size 21A or 21B). 5. It shall be the option of the Resident Engineer to request and review the backfill compaction test results and/or authorize an inspector to monitor the compaction. 6. Cuts in roads with Surface Course (SM) and Asphalt Concrete Base (BM) shall be replaced with ten (10") inches of Type 1, Size 21A or 21B aggr_gate compacted to 100 percent of the theoretical maximum density at optimum moisture content covering the entire trench width in addition to a bench of six (6") inches from all sides, this layer shall serve as subbase. An Asphalt Concrete base course (BN1) of a six (6") inch minimum thickness or match the existing base thickness, shall be placed over the subbase. At a minimum, all deciduous trees shall be double -guyed with 72" hardwood stakes driven firmly into the ground. Secure tree to stakes with #9 galvanized wire guys with rubber hose connections. The total area of disturbance on the porcel is approximately 2.50 acres. Storm water runoff will discharge directly to the perennial stream which roughly defines the northern property line of the property. Site grading will include the importation of fill material to bring the site up to the - proposed grades. Existing Site Conditions The site is currently vacant. Slopes range from 1.0 % to approximately 10.0%. Adjacent Areas The site is bordered on the east by the additional property owned by the developer. To the south is the Fort Collier Road right-of-way. The area to the west is the Baker Lane right-of-woy. The land to the north is the site of Estes Trucking Company. Off -site Areas ran the exception of borrow operations, no off site disturbance or construction activities are anticipated. Critical Areas The unnamed tributary of Abrams Creek will be (protected from siltation during construction. The conveyance properties of the stream will be preserved such that runoff from the 100 year precipitation event is maintained without adverse impact to adjacent properties. Storm Water Discharge -Adequate Channel The unnamed tributary of Abrams Creek will receive storm water runoff from this site. Erosion and Sediment Control Measures 3.02 A 12'w by 70'1 temporary stone construction entrance with wash rack will be constructed from Fort Collier Road. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of construction. Silt fence will be placed at the proposed toe of slope along the stream at the western limits of the proposed fill. Silt fences sholl be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.07 A block and gravel drop inlet sediment filter will be installed around each of the proposed storm water drop inlets immediately •7fter installation. The structure shall be inspected after each rain and repairs made as needed. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half of the design depth of the trop. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized. 3.09 A temporary diversion dike will be installed at the northeast corner of the construciton area to divert storm water runoff to a proposed temporary sediment trap. The diversion dike will be inspected after every storm and repairs made as required. Damages caused by construction traffic or other activity must be repaired before the end of each working day. ' . i 3 A temporary sediment trop will be installed at the northeast corner of the site. The disturbed area upstream of the ;Top is approximately 1.0 acres. The initial storalge volume of the sediment trap will be 134 cubic yards x 1.0 acres = 134 bic yards. The sediment trap will be inspectedl after every storm and repairs made as required. Damages caused by construction traffic or other activity must be repaired before the end of each working day. 3.20 Rock check dams will be placed in the Swale to be constructed along the east side of the construction area. The dams will be placed on 100 foot centers, more or less. Check dams should be checked for sediment accumulation after each riinoff -producing storm event. Sediment should be removed when it reaches one half of the original height of the measure. Regular inspections should be made to insure that the center of the dam is lower than the edges. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all areos which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per acre of German Millet. All temporary seeding areas will be mulched in accordance with the schedule included herein. .32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. The existing utilities shown on these plans are based on available information. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the necessary and proper steps to protect the facility and assure the continuance of service. 2. The CONTRACTOR shall have approved construction drawings prior to the start of construction. At least one copy of approved plans and revisions shall be kept on -site at all times. 3. Cut and fill slopes shall not exceed 2-horizontal to 1-vertical unless otherwise called for on the plans. 4. Controlled Fills: A. Controlled compaction shall occur in all fill sections for pavement, trenches for utilities and in other areas as designated on the plans. B. Controlled fills shall be compacted in 8 inch lifts (loose thickness) to the specified density, beginning from the existing ground surface, unless otherwise approved in writing by a qualified soils engineer. D. The surfaces directly beneath areas to receive controlled fill are to be cleared, grubbed, and stripped of topsoil. The area is then to be scarified and compacted to a depth of 6 inches to the some density as the controlled fill to be placed thereon. E. Fill material shall be taken from approved borrow areas. It shall be clean soil, free of roots, woody vegetation, oversized stones, rocks, sandy soil, or other objectionable material. 5. Blasting is not permitted within 25 feet of existing utilities without owner permission. 6. Storm sewer and pavement materials coiled for on the plans refer to standard VDOT designations. 7. All patches are to be replaced in accord:,nce with the following regulations and as shown on Figure 1. 2. The permittee will be required to replace the surface and base of file roads included under this permit in accordance with the Roads and Bridge Specifications and this Special Provision. 3. Backfill material shall include a minimum of four (4") incites bedding materials (sand or N57 stone). The balance of the backfill shall be approved soil compacted to the bottom of subbase layer (Type 1, Size 21A or 21B). The entire backfill shall be free from wood, decaying material, asphalt, concrete, ice, frost, large clods, stones and debris. 4. Backfill material shall be compacted to a minimum of 95% of the theoretical maximum density at optimum moisture content, as determined by WOT testing procedures, use mechanical tamping throughout the depth of the trench in six (6") inch layers to insure that adequate support is provided for the subbase layer (Type 1, Sue 21A or 21B). 5. It shall he the option of the Resident Engineer to request and review the backfill compaction test results and/or authorize an inspector fo monitor the compaction. 6. Cuts in roads with Surface Course (SM) and Asphalt Concrete Base (BM) shall be replaced with ten (10") inches of Type 1, Size 21A or 21B aggr^gate compacted to 100 percent of the theoretical maximum density at optimum moisture content covering the entire trench width in addition to a bench of six (6") inches from all sides, this layer shall serve as subbase. An Asphalt Concrete base course (BM) of it six (6") inch minimum thickness or match the existing base thickness, shall be placed over the subbase. A surface asphalt concrete course of a minimum of 1.5" (Sh1) shall be placed on top of the base (B111) covering the trench width. The asphalt concrete surface course shall be slightly' higher (118•'4/4") than the existing, surface to provide n smooth grade into the existing pavement surface. 7. Cuts in surface treated roads with aggregate base course shall be replaced with the same layers as ronds with asphalt base (BNO except the subbase layer (Type 1, Size 21A) is reduced to six (6") inches and the (BM) layer to four (4") inches but still keeping it six inch bench. The surface course shall he a surface treatment matching the existing surface. 8. The cut to be backfilled shall be made as dry as practicable at the time of bnckftlling by pumping, bailing, draining, or other approved dewatering methods. 4. All cuts sides shall be trimmed to neat straight lines and a tack coat shall be applied at a rate of 0.05 - 0.15 gallon per square yard of RC-250 or CAE-2 before placing the plant mix. 10. Replacement of pavement shall he from edge of pavement to edge of pavement except when individual cuts are made and not covering the entire width of the pavement. 11. Placement of all Asphalt Concrete and surface treated courses shall be rolled where possible with a unit having a manufacturer's rating of ten (10) tons, and rolled until the aggregate is keyed into the bitumen. %►'here rolling is not possible, a mechanical tamp will be used. In nit cuts stone is to be placed in the trench daily up to a maximum length of 500 feet, -it which time the pavement shall be covered with a temporary or permanent asphalt patch. If the application of the bituminous layer is delayed for adverse weather conditions, the contractor shall provide and maintain a base course that is acceptable to the VDOT until such time as the nppropriale pavement patch can be applied and completion of the installation of the gas, sewer, and water lines, contractor shall restore pavement in the manner prescribed on the VDOT permit within (10) days. 12. Contractor will he responsible for any depression grater than 1/4" that occurs within three years of completion of patching.
