The contractor shall furnish all materials, labor and equipment and perform all work including restoration for the completed installation of the utility systems and all other improvements shown or implied as necessary for the P Y Y P .. P ry completed facility ready for use. Unless otherwise noted, specifications for all work to be in accordance with applicable Standards and Construction Specifications of The Virginia Department of Transportation, Virginia Department of Health, Frederick County Sanitation Authorityy and the contract documents. 2. The engineer has attempted to locate existing subsurfoce utilities; however, such may exist that are not shown. The contractor shallexercise care in this work so as to avoid damage to any utilities. Any damage shall be, the contractor s responsibilit . The contractor shall notify all utility companies 72 hours prior to construction. Call "Miss Utility° 1-8ab-257-777�. 3. • The contractor shall be responsible for all construction stakeout. All dimensions, elevations and locatrons shall be verified in the field by each contractor prior to beginning the work. The Engineer will approve all cut sheets. 4. Any` unusual subsurface conditions encountered during the course 'of the work shall be Immediately brought to the attention of the Engineer and/or the Owner. 5. Contractor to obtain, at his expense, all permits required of this work and shall faithfully adhere to the permit conditions imposed. 6. All grading for improvements to be confined to the project area. Any work performed offsite is the Contractor's responsibility. 7. Cutsheets shall be submitted to the Engineer for approval prior to construction. All cutshee_ts should show existing ground elevations at centerline of u{ility, structure or road, and offset hub elevation. EROSION CONTROL 1 • A Land Disturbance Permit will be, required prior to initiating any site work. This permit can be obtained from the Frederick County Public Works .Department. 2. Tempporary and permanent erosion control structures and methods to be in accordance with the Virginia. Erosion Control Guidelines and local ordinances and to be utilized during the construction period. 3. All erosion control structures shown or as required during construction shall be continuously maintained throughout the period in which areas are denuded. Areas shown to be surfaced are, to have stone . base installed at the earliest possible date after establishing grade. No area is to remain denuded for more than 7 calendar days when construction Is not In progress.. 4. Contractor to clean up and restore disturbed areas immediately upon completion of pipe -laying in the affected area.. 5. All unpaved areas of the site which are disturbed by this construction shall be provided with 4" topsoil, fertilized, seeded, compacted and mulched. Seed bed to be watered and cared for as necessary to provide a good lawn' quality grass cover. Areas not graded shall be disced, leveled and seeded to achieve lawn conditions. FIRE & RESCUE 1. Burning of land clearing debris requires a permit from the Fire Marshal. Burning of construction debris on site is prohibited, 2. Access for emergency vehicles must be -maintained at ail times during construction. Temporary street signs must be posted as construction begins, Contractor must ensure that parked vehicles do not Impede access to fire hydrants. Fire Hydrants are not to Ibe obstructed at any time. FREDERICK COUNTY SANITATION AUTHORITY 1. Water and sewer lines are to be constructed in accordance with these plans and specifications and shall additionally meet all requirements of the Frederick County Sanitation Authority. The contractor shall coordinate with this agency and arrange for inspection by the Sanitation Authority as necessary. 2. Exact locations for sewer and water services to be directed by the Frederick County •Sanitation Authority inspector in the .field. Contractor to provide assistance, as the Inspector may require in this effort. 3. Temporary termination . of sewer line shall be plugged with a watertight plug. The ends of the laterals shall e marked with .a treated 2x4 post extending from the plug eighteen (18) inches above the ground. The top six (6) inches of the post shall be painted green. Sewer lateral elevations to be compatible with gravity service to proposed buildings as shown on the Architectural drawings. 4. The FCSA is responsible for the installation of water meters. Before a permanent meter, is set they will require: 1) the frame and cover be properly aligned with its meter box and yoke bar, 2) the frame and cover be set to final grade 'of the lot, 3) the distance between the top of the cover and the yoke bar be between 18 and 21 inches, and 4) all components of the meter box assembly to be in proper working order. It is the contractor's responsibility to have the meter box installed correctly. 5. The Frederick County Sanitation Authority shall' install all water and sewer services that connect to existing lines. The location' of the tap and the termination point of the lateral are to be coordinated with the Authority's assistant engineer. 6. The Frederick County Sanitation Authority shall tap all existing waterlines. They will furnish the materials for and make the tap. The contractor must make application for and;poy the cost of t Is work. 7. Frederick County Sanitation Authority approval of this site pion expires two (2) years from date of approval. VIRGINIA DEPARTMENT OF TRANSPORTATION 1. Ail work on this project shall conform to the latest editions of the Virginia Department of Transportation (VDOT) Road and Bridge Specifications, and Standards, The Virginia Erosion and Sediment Control Regulations and any other state, federal or local regulations applicable. In the event of conflict between any of these standards, specifications or pions, the most stringent shall govern. 2. All construction shall comply `with the latest U.S. Department of Labor Occupational Safety & Health Administration and VOSH Rules & ^Re ulations. 3. When•working on VDOT right, -of -way, all traffic control, whether permanent or temporary, shall be in accordance with the current .edition of VI70T s work area protection manual. Furthermore, all traffic control floggers must be certified in accordance with VDOTs January, 1994 (or latest edition of) Road & Bridge Specifications, Section 104,04-C. 4. Design features relating to construction or to regulation, control and safety of traffic may be subject to change as deemed necessary by VDOT. 5. Prior to initiation of work, Contractor shall be responsible for acquiring all necessary VDOT land use permits for any work on VDOT right-of-wayy. 6. If require by the local VDOT Residency Office„ a preconstruction conference must be arranged and held by the engineer and/or developer with the attendance of the contractor, various County agencies, utility companies and VDOT prior to initiation of work. 7. Contractor shall notify the local VDOT Residency Office when work is to begin or cease for any undetermined length of time, VDOT will also require 48 hours notice for any inspection. 8. The Contractor will be responsible for maintaining adequate access to the project from the adjacent public road- way through construction and maintenance of a construction entrance in accordance with the Virginia Erosion & Sediment, Control Handbook, See 3.02. Furthermore, access to other properties affected by this project shall be maintained through construction. 9. Contractor shall ensure adequate drainage is achieved and maintained on the site during and at the end of construction. 10. All water and sewer lines within existing or proposed VDOT right-of-way are to have minimum 36"' cover and, when passible, to, be installed under roadway drainage facilities. 1.1. Any -unusual subsurface conditions encountered during the course of construction shall be immediately brought to the attention of the engineer and VDOT. Work shall cease in that vicinity until an adequate design can be determined by the engineer and approved by,V.D.O.T, 12. All undercut areas and borrow material shall be inspected and approved .by VDOT Inspector prior to placement of fill. ' '11 13. All roadway fill, base, subsurface material and bockfill of utility/storm sewer trenches shall be compacted in 6" lifts to 95% of theoretical maximum density as determined by AA HTO T-99 Method A, within plus or. minus 2% of optimum moisture for the full width of any dedicated -street right-of-way. At the direction of VDOT Inspector density tests performed by a, qualified independent agency shall 'be conducted as required in the VDOT Road and Bridge Specifications. A copy of all tests shall be submitted to VDOT prior to final VDOT approval. 14."VDOT Standard CD. and UD underd'rains shall be installed where. indicated on these plans and further where determined necessary by "VDOT Inspector. 15: The installation• of any entrances and mailboxes within any dedicated street right-of-way shall meet VDOT minimum' design standards and is the developer's responsibility. 16., if required by the local VDOT Residency Office,• copies of all invoices for materials within any dedicated street right-of-way must be provided to the VD IT Inspector prior to acceptance of work. Unit and total prices may be obscured. 17. Prior to acceptance by VDOT of any streets, any required street signoge and/or pavement markings must be installed by the developer or, at VDOT's discretion, by VDOT on an account receivable basis. 18. CC-12 Curb Romps (Persons with mobility Impairments) should be constructed• of locations as shown on the plan °sheets or as directed' by the V,D.O.T. Before a permanent meter is set they will require: 1 � the frame and cover be properly aligned with its meter box and yoke bar, 2) the frame and cover be set to final grade of the lot, 3) the distance between the top of the cover and the yoke bar be between 18 and 21 inches, and 4) all components of the meter box assembly to be in proper working order. It is the contractor's responsibility to have the meter box installed correctly. 5. The Frederick County Sanitation Authority shall install all water and sewer services that connect to existing lines. The location of the tap and the termination point of the lateral are to be coordinated with the Authority's assistant engineer. 6. The Frederick County Sanitation Authority shall tap all existing waterlines. They will furnish the materials for and make the top. The contractor must make application for and pay the cost of this work. 7. Frederick County Sanitation Authority approval ,of this site plan expires two (2) years from date of approval. VIRGINIA DEPARTMENT OF TRANSPORTATION 1. All work on this project shall conform to the latest editions of the Virginia Department of Transportation (VDOT) Road and Bridge Specifications, and Standards, The Virginia Erosion and Sediment Control Regulations and any other state, federal or local regulations applicable. In the event of conflict between any of these standards, specifications or plans, the most stringent shall govern. ,. 2. All construction shall comply with the latest U'.S. Department of Labor Occupational Safety & Health Administration and VOSH Rules & Regulations. 3. When working on VDOT right-of-way, all traffic control, whether permanent or temporary, shall be in accordance with the current edition of VDOT's work area protection manual. Furthermore, all traffic, control floggers must be certified in occordance with VDOT's January, 1994 (or latest edition of) Road & Bridge Specifications, Section 104.04- C. 4. Design features relating to construction or to regulation, control and safety of traffic may be subject to change as deemed necessary by VDOT. 5. Prior to initiation of work, Contractor shall be responsible for acquiring all necessary VDOT land use permits for any work on VDOT right-of-way. 6. If required by the local VDOT Residency Office, a preconstruction conference must be arranged and held by the engineer and/or developer with the attendance of the contractor, various County agencies, utility companies and VDOT prior to initiation of work. 7. Contractor shall notify the local VDOT Residency Office when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for any inspection. 8..• The Contractor will be responsible for maintaining adequate access to the project from the adjacent public road- way .through construction and maintenance of a construction entrance in accordance with the Virginia. Erosion & Sediment Control Handbook, Sec 3.02. Furthermore, access to other properties affected: by this project shall e maintained through construction. 9. Contractor shall ensure adequate drainage is achieved and maintained on the site during and at the end of construction. 10. All water and sewer lines within existing or proposed VDOT right-of-way are to have minimum 36" cover and, when possible, to be installed under roadway drainage facilities. 11. Any unusual subsurface conditions encountered during the course of construction shall be immediately brought to the attention of the engineer and VDOT. The installation shall comply with applicable requirements of NFPA 70 (NEC), NFPA 101 (Life Safety Code), and all local codes. 2. The drawings indicate the extent, general location and arrangement of equipment, and wiring. The Contractor shall become familiar with the work and verify all dimensions so that the outlets and equipment will be properly located and accessible. Lighting fixtures, outlets, and other items shall be located to avoid interference with mechanical or structural features, Lighting fixtures shall be symmetrically placed in rooms. The contractor shall review all project requirements and coordinate the electrical installation with all trades. The contractor shall provide product finishes and constructions compatible with wall and ceiling types based upon the contractor's review of all project requirements. 3. Material and equipment shall be standard products of established manufacturers. Materials and equipment shall conform to the requirements of ANSI, IEEE, NEMA, and UL as applicable. Materials and equipment shall be installed in accordance with recommendations of the manufacturer. 4. Submit for approval catalog information for: Lighting Fixtures and Panelboards 5. Unless otherwise indicated, wiring shall consist of insulated conductors installed in conduit or tubing. Nonmetallic conduit and tubing shall be used in damp, wet, or corrosive locations. EMT may be installed only within buildings. EMT may be installed in concrete and grout in dry locations. EMT shall not be installed in damp or wet locations, or in the air space of exterior masonry cavity walls. Aluminum conduit may be used only where installed exposed in dry locations. Non —aluminum sleeves shall be used where aluminum conduit passes through concrete floors and fire walls. Conduit used in areas subject to damage shall be rigid steel up to a height of 10 ft above finished floor. Flexible metallic cable (Type MC) may be used where allowed by NFPA 70. Non—metallic cable (Type NM) may be used where allowed by NFPA 70. 6. Bushings shall be of the insulating type. Penetrations of above grade floor slabs, time —rated partitions, and fire walls shall be fire stopped. Raceways shall be kept 6 inches away from parallel runs of flues and hot—water pipes. Raceways shall be concealed within finished walls, ceilings, and floors of finished areas. Raceways may be run exposed in non —finished areas, such as utility rooms. All electrical wiring below slab on grade shall be protected by a PVC conduit system. Raceways crossing structural expansion joints shall have expansion fittings. Changes in direction of runs shall be made with symmetrical bends or fittings. Crushed or deformed raceways shall not be installed. Trapped raceways in damp and wet locations shall not be installed. Clogged raceways shall be entirely free of obstructions or shall be replaced. 7. If any conflicts occur necessitating departures from the drawings, details of and reasons for departures shall be submitted and approved prior to implementing any change. 8. All wiring not furnished and installed by others but which is required to provide a complete and operational system for equipment indicated on the drawings shall be furnished and installed by the electrical contractor. Except as otherwise noted, automatic control wiring, signaling, and protective devices for mechanical equipment shall be furnished and installed by the mechanical contractor. Each motor or group of motors requiring a single control shall be provided by others with a suitable controller. The electrical contractor shall install and connect the motor controllers furnished by others. Low voltage control devices (thermostats, limit switches, etc) and wiring (24 Volts max) will be installed by others. Control devices and wiring above 24 Volts shall be installed by the electrical contractor. Each motor shall be provided with a disconnecting means where required by NFPA 70, even if not shown on the drawings. 9. The Electrical contractor shall coordinate with the Mechanical contractor for the installation of mechanical equipment. Nameplate data of actual equipment supplied shall be used for final circuit configurations. Adjustments from values shown on panel schedules shall be made as part of the contract. Duct smoke detector requirements shall be per local code requirements. the Electrical contractor shall coordinate with the Mechanical contractor for control interface requirements. 10. The work shall be laid out in advance, and where cutting, channeling, chasing, or drilling of floors, walls, partitions, ceilings, or other surfaces is necessary for the proper installation, support, or anchorage of the conduit, raceways, or other electrical work, this work shall be done and any damage to building, piping, or equipment shall be repaired by skilled mechanics of the trades involved at no additional cost to the owner. 11. The drawings are diagrammatic only, intending to show general location of circuits, equipment, fixtures, and devices; and do not show all required details. All work shall be accurately laid out with reference to the drawings and in cooperation with other trades to avoid conflicts and to obtain a neat and workable installation which will afford maximum accessibility for operation, maintenance, and headroom. 12. The drawings are not intended to be rigid in specific details. In the event they are in conflict with requirements of other drawings, codes, or recommendations of the manufacturers of equipment furnished, the Electrical Contractor shall make adjustments as required to insure that equipment is installed and connected in conformance with codes and manufacturer's recommendations for safe, proper, and efficient operation. 13. Major pieces of electrical equipment shall be permanently marked with an identification nameplate. Nameplates shall be laminated plastic with mechanical fasteners. Adhesive attachment is not acceptable. 14. After the electrical installation is completed, the Electrical Contractor shall conduct a safety and an operating test of the electrical system. The electrical contractor shall furnish all instruments and personnel required for the tests. No part of the electrical distribution system shall be energized prior to the testing of the grounding system. 15. All work shall pass inspection by proper authorities prior to acceptance by the owner. Costs for permits, certificates, and inspections required for completion of the work shall be paid by the Electrical Contractor.
