The Department of Planning and Development will review the application to ensure that it is complete.

Dear Tim:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on July 20, 1999. This site plan, for the development of an office complex, meets all
County requirements for development within the B2 (Business General) Zoning District. Specifically, the
proposed building will consist of a gross floor area of 16,115 square feet, of which 12,315 square feet will be
used exclusively for office activities. The remaining 3,800 square feet will comprise the basement of the
building and will be used for file storage and HVAC equipment. The facility will be served by forty-nine (49)
parking spaces, of which two (2) will be designed for handicapped use. Furthermore, the site plan includes the
provision of both perimeter and interior parking lot landscaping consisting principally of shade trees.
I have provided you with several copies of the approved site plan. Please forward these approved plans to the
owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure
that an approved copy is maintained on the construction site throughout the development process. Once site
development has been completed, the owner should contact this office to schedule an on -site inspection.

We have received your revised site plan dated July 15, 1999 for the
referenced project. It appears all of our earlier review comments have been
satisfactorily addressed. Please advise the owner of our approval.
The appropriate land use permit may now be applied for to cover work within
the Route 11 right-of-way. The permit is issued by this office and will
require a minimum processing fee, surety bond coverage, and the salary &
expenses of a State assigned Inspector. A copy of any/all plats of
dedication fordrainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permits. Dedication should be made to the
Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take
approximately thirty days to process and issue. Should you have any
questions, do not hesitate to call.

I have had the opportunity to review the above referenced site plan submitted to our department on
May 20, 1999. The following comments are offered and should be addressed during the revision of this
site plan. I have also marked the enclosed plan for your use.
1) Please identify the Property Identification Number (PIN) applicable to each adjoining property
delineated on the site plan.
2) Please ensure that the survey coordinates provided on the site plan for the northeast property
boundary correspond accurately with the final subdivision plat submitted for Kernstown
Business Park, Lot 16, Section 1 (Subdivision Application #02-99). Once this inconsistency
has been resolved, the survey coordinate information for the subject boundary must be
corrected on each sheet upon which it is shown. Review of County records indicated that the
aforementioned subdivision request is pending final approval by the Zoning Administrator. It
is important to note that ultimate approval of this site plan is contingent upon final approval of
Subdivision Application #02-99. Furthermore, as the subject lot has not yet been recorded in
County real estate records, the property should be identified in the Parcel Information table by
the PIN associated with the parent tract (75-A-2D).
3) In the Zoning Requirements table, please state the parking setback requirement applicable to
development within the B2 (Business General) Zoning District (5 feet) and further indicate the
parking setback(s) provided. The required parking setback area delineated within the front
yards of the parcel should be reduced in size to accurately reflect this standard.

4) In the Zoning Requirements table, please state the sign standards applicable to the proposed
development and delineate the dimensions of the proposed freestanding sign shown on the site
plan.
5) Please identify the location and nature of all outdoor storage areas proposed for the site. If no
such area is proposed, please include a statement to that effect on the site plan.
6) Please indicate the location of all outdoor trash receptacles proposed for the facility on the site
plan and ensure that such receptacles include a structure for their enclosure. The dimensions
and other specifications of the proposed structure should be delineated on the Construction
Notes and Details sheet.
7) In the Zoning Requirements table, please state the height requirement as the "maximum
permitted height" and further state the "maximum height provided." The height provided
should delineate the height for both the one and two story sections of the office facility.
Additionally, please show the height of each section of the proposed building on the site plan.
8) Please specify the use of the basement on the site plan.
9) Please ensure that the correct gross floor area is consistently stated throughout the site plan.
Specifically, the gross floor area appears to be 16,115 square feet. The FAR calculation must
be corrected to reflect this figure. Furthermore, in the Zoning Requirements table, please
break down the gross floor area by floor/story.
10) Please identify the posted speed limit of Route 11 (Valley Pike) on the site plan.
11) Please specify the location of all fire lanes, fire hydrants, and other facilities necessary to satisfy
the requirements of the Fire Marshall.
12) Please modify the format of the Zoning Requirements table to state the provided parking
immediately following the parking requirement calculation(s).
13) Please identify the location, dimensions, and specifications of the ramps required to serve
handicapped parking spaces. Such a detail may be shown either on the site plan or the
Construction Notes and Details sheet.
14) Please delineate the type, location, and proposed disturbance of any environmental features
existing on the parcel. If none exist, please include a statement to that effect on the site plan.

15) In the Plant List table shown on the Landscaping Plan, please state the minimum height at time
of planting for all shade trees proposed for the facility.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of
the final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County
Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
