CONSTRUCTION NOTES
,4009 'h
1. The contractor shall furnish all materials, labor and equipment and perform all work including restoration for the
completed installation of the utility systems and all other improvements shown or implied as necessary for the
completed facility ready for use. Unless otherwise noted; specficotions for all work to be in accordance with
applicable Standards and Construction Specifications of The Virginio Department of Transportation, Virginia
Department of Health, Frederick County Sanitation Authority and the contract documents.
2. The en ineer has attempted to .locote existing subsurface utilities; however, such may exist that ore not shown.
The contractor shall exercise care in this work so as to avoid damage to any utilities. Any damage shall be the
contractors responsibility. The contractor shall notify all utility companies 72 hours prior to construction. Call "Miss
Utility 1 800 257 7777.
3. The contractor shall be responsible for all construction stakeout. All dimensions, elevations and locations shall
be verified in the field by each contractor prior to beginning the work. The Engineer will approve all cut sheets.
4. Any unusual subsurface conditions encountered during the course of the work shall be immediately brought to
the attention of the Engineer and/or the Owner.
5. Contractor to obtain, at his expense, all permits required of this work and shall faithfully adhere to the permit
conditions imposed.
6. All grading for improvements Jo be confined to the project area. Any work performed offsite is the Contractor's
responsibility.
7. Cutsheets shall be submitted to the Engineer for approval prior to ordering structures and start of construction.
All cutsheets should show existing ground elevations at centerline of utility, structure or road, and offset hub elevation.
EROSION CONTROL.
1. A Land Disturbance Permit will be required prior to °initiating any site work. This permit can be obtained from the
Frederick County Public Works Department.
2. Temporary and permanent erosion control structures and methods to be in accordance with the Virginia
Erosion Control Guidelines and local ordinances and to be utilized during the construction period.
3. All erosion control structures shown or as required during construction shall be continuously maintained
throughout the period in which areas are denuded. Areas shown to be surfaced are to have stone base installed
at the earliest possible date after establishing grade. No area is to remain denuded for more than 7 calendar days
when construction is not in progress.
4. Contractor to clean up and restore disturbed areas immediately upon completion of pipe -laying in the affected
area.
5. All unpaved areas of the site which are disturbed by this construction shall be provided with 6" topsoil,
fertilized, seeded, compacted and mulched. Seed bed, to be watered and cared for as necessary to provide a
good lawn quality grass cover. Areas not graded sholl be disced, leveled and seeded to achieve lawn conditions.
FIRE & RESCUE
1.. Burning of land clearing debris irequires a permit from the Fire Marshal. Burning of construction debris onsite
is prohibited.
2. Accessfor emergency vehicles must be maintained at all times during construction. Temporary ry street signs and addresses must be posted as construction begins. Parked vehicles and staging of construction materials are prohibited
within 20" of fire hydrants. Fire Hydrants are not to be obstructed at any time.
FREDERICK COUNTY SANITATION AUTHORITY
1. Water and sewer lines are to be constructed in accordance with these plans and. specifications and shall
additionally meet all requirements of the Frederick County Sanitation Authority. The contractor shall coordinate
with this agency and arrange for inspection by the Sanitation Authority as necessary.
2 Exact locations for sewer and water services to be directed by the Frederick County Sanitation Authority ty
Inspector in the field. Contractor to provide assistance as the Inspector may require in this effort.
3. Temporary termination of sewer line shall. be plugged with a watertight plug. The ends of the laterals shall be
marked with a treated 2x4 post extending from the plug eighteen (18) inches above the ground. The top six (6)
inches of the post shall be painted green. Sewer lateral elevations to be compatible with gravity service to proposed
buildings as shown on the Architectural drawings.
4. The
is responsible for the installation of
water meters. Before a permanent meter is set they will require:
1) the frame and cover be properly aligned with its meter box and yoke bar, 2) the frame and cover be set to final
grade of the lot, lthe distance between the top of the cover and the yoke bar be between 18 and 21 inches, and 4)
oil components ofe meter box assembly to be in proper working order. It is the contractor's responsibility to have
the meter box installed correctly.
5. The Frederick County Sanitation Authority shall install oil water and sewer services that connect to existing lines.
The location of the top and the termination point of the lateral are to be coordinated with the Authority's assistant
engineer. `
6. The Frederick County Sanitation Authority shall top all existing waterlines. They will furnish the materials for and
make the top., The contractor must make application for and pay the cost of this work.
7. Frederick County Sanitation Authority approval of this site plan expires two (2) years from dote of approval.
8. Water laterals that cross the street shall be in PVC pipe. The pipe shall be 2 inch diameter SDR-21 or shedule
40. It shall run 1 foot beyond the near side and for side sidewalk.
9. The contractor shall tie-in a new line to an existing manhole by core drilling the manhole.
VIRGINIA DEPARTMENT OF TRANSPORTATION
1. All work on this project shah conform to the latest editions of the Virginia Department of Tronsportation (VDOT)
Road and Bridge Specifications, and Standards, The Virginia Erosion and Sediment Control Regulations and any other
state, federal or local regulations applicable. In the event of conflict between any of these standards, specifications
or plans, the most stringent shall govern.
2. All construction shall comply with the latest U.S. Department of Labor Occupational Safety & Health. Administration
and VOSH Rules & Regu'lotions.
3. When working on VDOT ri ht-of-way, -all traffic control, whether permanent or temporary, shall be in accordance
With the current, edition of VZT's work area protection manual. Furthermore, all traffic control floggers must be
certified in accordance with VDOT's January, 1994 (or latest edition of) Road & Bridge Specifications, Section
104.04-C.
4. Design features relating to construction or to regulation, control and safety of traffic may be subject to change
as deemed necessary by VDOT.
5. Prior to initiation of work, Contractor sholl be responsible for acquiring all necessary VDOT land use permits for
any work on VDOT right-of-wo
6. 1f required by the local VDOT &idency Office, a preconstruction conference must be arranged and held by the
engineer and/or developer with the attendance of the contractor,, various County agencies, utility companies and VDOT
prior to initiation of work.
7. Contractor shall notify the local VDOT Residency Office when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for any inspection.
8. The Contractor will be responsible for maintaining adequate access to the project from the adjac nt public road-
way through construction and maintenance of a construction entrance in accordance with the Virginia rosion &
Sediment Control Handbook, Sec 3.02, Furthermore, access to other properties affected 'by this project shall be
maintoin•ed through construction.
9. Contractor shall ensure adequate drainage is achieved and maintained on the site during and at the end of
construction.
10. All water and sewer lines within existing or proposed VDOT right-of-way are to have minimum 36" cover and,
when possible, to be installed under roadway drainage facilities.
11. Any unusual subsurface conditions encountered during the course of construction shall be immediately brought to
the attention of the engineer and VDOT. Work shall cease in that vicinity until on adequate design can be determined
by the engineer and approved by V.D.O.T.
12. All undercut areas and borrow material shall be inspecl6d and approved by VDOT Inspector prior to placement
of fill
13. All roadway fill, base, subsurface material and bockfill of utility/storm sewer trenches shall be compacted in 6"
lifts to 95% of theoretical maximum density as determined by AASHTO T-99 Method A, within plus or minus 2%. of
optimum moisture for the full width of any dedicated street right-of-way. At the direction of VDOT Inspector
density tests performed by a qualified independent agency shall be conducted as required in the VDOT Road and
Bridge, Specifications. A copy of all tests shall be submitted to VDOT prior to final VDOT approval.
14. VDOT Standard CD and UD underdrans shall be installed where indicated on these plans and further where
determined necessary by VDOT Inspector.
15. The installation of any entrances and mailboxes within any dedicated street right-of-way shall meet VDOT
minimum design standards and is the developer's responsibility.
16. If required by the local VDOT Residency Office, copies of all invoices for materials within any dedicated street
right-of-woy must be provided to the VDOT Inspector prior to acceptance of work, Unit and total- prices may be
obscured.
17. Prior to acceptance by VDOT of any streets, any required street signage and/or pavement markings must be
installed by the developer or, at VDOT's discretion, by VOOT on an account: receivable basis.
18.• CG-12 Curb Ramps (Persons with mobility Impairments) should be constructed at locations as shown on the
plan sheets or as directed by the V.D.O.T. Engineer/Inspector.

UTILITY NOTE:
1. The water s°ystem extension shown, from the existing
6" D.I. water main to the new 1 1 /2" meter box will be
dedicated to the City of Winchester. All materials and
installation methods must meet their requirements. The
contractor shall coordinate with Dennis Makely, at the City of
Winchester, Public Works Department (667-1815) for inspection.
2. The existing sewer lines shown and the proposed sewer
improvements are part of a private sewage collection system.
The locations shown are approximate and no elevation information
is available. The intent of these plans is for the contractor to
determine the exact location and elevation of the existing sewer
lines at the proposed manhole locations. The new manholes
shall match the existing sewer inverts. The new 6" sewer shall
be installed at a minimum slope of 1%. Manhole and trench
details are provided on sheet 4 of 4; All sewer lines are to
be PVC SDR 35.

CONSTRUCTION NOTES
GENERAL
1. The contractor shall furnish all materials, labor and euipment and perform all work including restoration for the -ABC
completed installation of the utility systems and all other gimprovements shown or implied as necessary for the
completed facility ready for use Unless otherwise noted, specifications for all work to be in accordance with
applicable Standards and Construction Specifications of The Virginia Department of Transportation, Virginia
Department of Health, Frederick County Sanitation Authority and the contract documents.
2. The engineer has attempted to locate existing subsurface utilities; however, such may exist that are not shown.
The contractor shall exercise care in this work so as to avoid damage to any utilities. Any damage shall be the
contractor's respponsibility. The contractor shall notify all utility companies 72 hours prior to construction. Call "Miss
Utility" 1-800-257-7777. ® 'LID)_
3. Ue contractor shall be responsible for all construction stakeout. All dimensions, elevations and locations shall
be verified 'in the field by each contractor prior to beginning the work. The Engineer will approve all cut sheets. ! 1
4. Any unusual subsurface conditions encountered during the course of the work shall be immediately brought to
the attention of the Engineer and/or the Owner.
