Price We understand that Carquest has opted to construct a driveway along the east side of their new warehouse on U. S. Route 11. As you remember during the site plan/subdivision process, the possibility of such an access drive was contemplated during the discussion of truck access issues. During the bid process, Carquest obtained costs to install this roadway. Apparently, to provide added flexibility to their operations, Carquest has had the driveway constructed. At the request if Bill Thomas at the Shockey Companies we've enclosed a copy of the revised site plan sheets showing the new driveway and the associated grading and pavement section. No utilities are affected. The roof drains are to discharge to splash pads, onto the 10 foot grass strip, and then sheet flow over the driveway to the ditch. Site Development Plan (929-99) Property Identification Number (P.I.N.): 63-A-85 Dear Steve: The Frederick County Department of Planning and Development administratively approved the above -referenced site plan on September 1, 1999. This site plan, for the multi -phase development of a 154,082 square foot industrial building, meets all County requirements for development within the B3 (Industrial Transition) Zoning District. The first phase of construction will yield 123,932 square feet of total floor area that will consist of 108,000 square feet of warehouse area, office space comprised of 11,350 square feet, and a 4,582 square foot wholesale shop. This initial phase will include the provision of 145 parking spaces, of which seven (7) will be designed for handicapped use. The site plan also includes a second phase of development intended to facilitate future expansion of the facility. Such expansion will ultimately involve the addition of 27,000 square feet and 3,150 square feet to the phase one warehouse and office areas, respectively. The expansion of the facility will be accompanied by the provision of 68 additional standard parking spaces. The site plan also includes the provision of paved parking areas, sidewalks, and parking lot landscaping consisting both of shade trees and evergreen hedgerows. Furthermore, a zoning district buffer (category B) will be provided along the front of the subject parcel adjacent to the Route 11 right-of-way. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please ensure that the engineer's certificate is signed. / 2) . Please correct the surveyed boundary information provided on the site plan to accurately reflect the plat associated with the approved boundary line adjustment applicable to the subject parcel. Specifically, the coordinate and distance data indicated for the east property line does not correspond with said plat. The distances identified for both the north and west property boundaries are also stated incorrectly. Furthermore, the coordinate and distance information associated with the west property boundary should be relocated on the site plan to correspond with the proposed R/W line. Please reconcile all such inconsistencies to ensure that an accurate representation of the subject property is provided on the site plan. 3) Please modify the acreage information to reflect the specific size of the subject parcel as delineated via the approved boundary line adjustment (9.2748 acres). 4) Please state the parking setback requirement applicable to development within the B3 (Industrial Transition) Zoning District. This setback area should be delineated on the site plan in relation to identified property boundaries. The size of this section of the parking lot necessitates the provision of a walkway to ensure safe pedestrian circulation. Therefore, please provide a 5' concrete sidewalk along the row of parking spaces located adjacent to the Phase 2 building addition. Such a sidewalk should be planned as a component of the Phase 2 parking lot, which will be developed concurrent with expansion of the proposed facility. 6) Please delineate the location, height, and dimensions of all signs proposed for the facility. A statement should be added to the site plan delineating the applicability of the sign standards of the Frederick County Zoning Ordinance to all signage installed on the subject property. 7) Please delineate the height and specifications of all outdoor lighting fixtures proposed for the facility. 8) Please clarify the location of all outdoor trash receptacles proposed for the facility on the site plan. It appears that one such receptacle is shown within the truck court, however, it is not clearly identified. Furthermore, the dimensions and other specifications of the proposed enclosure should be delineated on the Miscellaneous Details sheet. 9) In the Site Development Summary, please state the maximum height permitted within the B3 District as well as the maximum height proposed for each phase of the facility. Furthermore, the height of each phase of the proposed building must be shown on the site plan. 10) Please state the intended use of the Phase 2 building expansion area on the site plan. Furthermore, please clarify the type of shop proposed for the wholesale component of the facility. It is assumed that this area will function as a wholesale "store", however, its precise use must be delineated on the site plan. 11) Please modify the format of the Site Development Summary to clarify the floor area associated with each phase of development. Specifically, the breakdown of floor area provided for each phase should be presented under a heading of either "Phase 1:" or "Phase 2:". 12) Please correct the name of the street planned adjacent to the subject property. In accordance with the approved MDP for Commonwealth Business Center, the appropriate street name for the planned right-of-way is Commonwealth Drive, rather than Commonwealth Boulevard. 13) Please indicate the extent to which Commonwealth Drive will be constructed as a component of the proposed development. As per the Zoning Administrator, the road must be constructed at least to a point that corresponds to the rear boundary of the subject property. 14) Please include a statement on the site plan confirming the underground placement of all utilities on the subject property. July 28, 1999 15) Please delineate the location of all fire lanes proposed for the subject property. 16) In the Site Development Summary, please delineate the number of parking spaces that are required for each individual phase of development. Such a phase specific format with regard to required spaces is preferable to the current cumulative presentation of this figure. Furthermore, it appears that twenty (20) loading spaces are shown on the site plan. If so, please modify the information in the Site Development Summary regarding provided loading spaces to reflect this number. A loading space also seems to have been provided to serve the "shop" component of the facility. Please clarify the intended use of this feature on the site plan. 17) Please delineate the dimensions of all loading spaces on the site plan. Furthermore, the lines provided to demarcate the spaces in the Phase 2 parking area should be solid rather than broken. Please ensure the provision of curb and gutter along the entire perimeter of the Phase 2 parking lot. The loading space proposed for the "shop" component of the facility must be separated from adjacent parking spaces by raised islands at least nine (9) feet in width. This requirement may be satisfied, in part, through the relocation of a raised island presently shown adjacent to the two handicapped spaces located north of the loading area. Should the provision of such islands result in deletion of parking spaces, the Site Development Summary must be modified to reflect changes in the number of provided parking spaces. 18) On the Landscape Plan, please provide a note indicating that all sizes stated in the Planting Schedule represent the minimum dimensions anticipated at time of planting. 19) Please provide the required category B zoning district buffer along the length of the Route 11 right-of-way as delineated on the pending subdivision plan for Commonwealth Business Center. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal. Sheet 2 of 8 The site plan indicates the location of a sinkhole along the southern portion of the site. Upon completion of the sinkhole remediation, submit a report to this office from a professional engineer certifying that the sinkhole was properly closed -out. It appears that the sinkhole is located under the proposed parking lot. 2. If any contaminated soils are encountered, they will need to be properly disposed of in accordance with the Department of Environmental Quality's (DEQ) standards. It will be necessary to provide a letter from a responsible agent certifying that all contaminated soil has been removed from the site. 3. It will be necessary to install the two (2) required street signs for Commonwealth Boulevard in accordance with the attached specifications prior to obtaining a certificate of occupancy. Also, the improvements to Commonwealth Boulevard sliall be completed as well. 4. The proposed stormwate►- management pond will be discharging onto adjacent property to the south. Since this is a point -source discharge, a downstream drainage easement will be required to convey the stormwater across the adjacent property. A copy of the signed drainage easement agreement with the adjacent property owner shall be submitted to this office prior to obtaining a land disturbance permit. 7.
