This site plan, for the expansion of an existing church complex, meets all County requirements for development within the RA (Rural Areas) Zoning District. Specifically, the site plan delineates the proposed development of a Sunday school building consisting of 720 square feet, as well as a 540 square -foot storage shed. The complex will be served by 55 parking spaces to include three designed for handicapped use. The site plan also includes the provision of perimeter parking lot landscaping that consists of evergreen hedgerows. It is important to note that this approval does not include any enlargement of the existing 4,413 square -foot church building. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please identify the name, address, and phone number of the developer (cover sheet). 2) Please include a space in the Zoning Administrator approval block for the date of approval and label accordingly (cover sheet). 3) The subject property is zoned RA (Rural Areas). Please correct the zoning information provided on sheet C-1 to reflect this designation. 4) Please state the use, zoning, and Property Identification Number (PIN) of all properties adjoining the site that are located across the Interstate 81 right-of-way (sheet C-2). 5) Please correct the setback dimensions stated in the Site Plan Notes table on sheet C-1 to reflect the requirements of the RA District. Furthermore, the setback locations must be modified on the site plan to correspond with these standards. Please note that the property is subject to two front setback areas due to its location adjacent to both the Parson Court right-of-way and the Interstate 81 right-of-way. The adjustment of the setback locations will necessitate the relocation of the proposed 20' x 27' shed to ensure that its placement will not encroach within either front setback area (sheet C-2). Furthermore, the setback of the sign from the front and side property lines as well as from the curb must be indicated. Please note that a freestanding sign must be located a minimum distance of three (3) feet from the curb and ten (10) feet from property lines (sheet C-2). 8) Please delineate the height and specifications of the outdoor lighting fixtures shown on the site plan. The impact of glare associated with such lighting must be effectively mitigated due to the close proximity of residential uses to the subject property (sheet C-2). 9) Please identify the location of any outdoor trash receptacles proposed for the church facility on the site plan. The dimensions of the structure required to enclose such receptacles should be specified on the Construction Details sheet. Please note that a concrete apron must be provided adjacent to the entrance to any proposed dumpster enclosure to ensure adequate support for refuse collection vehicles serving the site (sheets C-2 and C-9). 10) In the Site Plan Notes table on sheet C-1, please state the maximum height requirement for the RA District and further state the maximum height provided for both existing and proposed buildings and structures on the property. Furthermore, please identify the height of each building and structure shown on the site plan (sheet C-2). 11) Please delineate the proposed use of each building and structure shown on the site plan (sheet C-2). 12) On the site plan, please state the gross floor area for each building proposed for the subject property, to include the existing church facility (sheet C-2). Furthermore, the total floor area identified in the Site Plan Notes table should be broken down to specify the gross floor area of each building included in the figure (sheet C-1). Please ensure that the figures used in calculations regarding floor area correspond accurately with the information provided on the site plan. 13) On sheet C-3, please provide the name associated with Route 661. 14) Please delineate the limits of the Interstate 81 right-of-way on the site plan (sheet C-2). It is important to note that the right-of-way associated with the proposed extension of Route 37 appears to impact the subject property. Additional research regarding this issue may be advisable prior to finalizing the locations of both buildings and parking areas on the parcel. 15) Please identify the posted speed limit of Interstate 81 and Route 661 (sheets C-2 and C-3). 16) Please identify the location of all residential driveway entrances within 200 feet of the entrance to the subject property (sheets C-2 and C-3). 17) Please ensure that the location of all utilities serving the property are identified on the site plan • Apostolic United Pentecostal Church Site Plan Review Page 3 May 17, 1999 (sheet C-2). 18) Please ensure that all easements located on the property are identified on the site plan (sheet C-2). 19) Please delineate the location of fire lanes, fire hydrants, and all other facilities necessary to satisfy requirements of the Fire Marshall (sheet C-2). 20) All required parking spaces must be at least 180 square -feet in area. The parking spaces shown on the site plan involve dimensions that result in an area of 162 square -feet per space. Please enlarge each parking space to ensure conformance with the minimum area requirement. Furthermore, the surface material proposed for the parking lot should be indicated on the site plan (sheet C-2). 21) Please identify any steep slopes, woodlands, floodplains, wetlands, sinkholes, or other environmental features located on the subject property. If none exist, please include a statement to that effect on the site plan (sheets C-1 and C-2). 22) Please identify the location of any streams or drainage ways on the site plan (sheet C-2). 23) Please transfer the plant schedule and related planting details from sheet C-9 to the Landscaping Plan (sheet C-6). The planting schedule should delineate the types of plants to be used, the quantity of each type, as well as the height and caliper of each type at time of planting. Please ensure that the evergreen hedgerows proposed along the north, west, and east boundaries of the parking lot are thirty-six (36) inches in height at the time of planting. This height is necessary to mitigate the impacts of headlight glare on adjoining residential uses and Interstate 81 (sheet C-6). After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval.
