The checklist below indicates all the information that needs to be submitted as part of the site plan
application_ All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensuro that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Dear Kurt:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on June 13, 2003. The site plan is approved for the construction of a 19,446 square -
foot warehouse/office building. The site plan satisfies all of the landscaping, parking, travel aisle, and
other requirements of the Frederick County Zoning Ordinance. Two entrances off of Industrial Drive
will be provided to the facility. All relevant review agencies have provided approval of the project.
I am providing you with three copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -
site inspection. Do not hesitate to contact me should you have any questions or concerns.

We are in receipt of the comments dated January 3, 2003 and offer the following responses:
Comments from Frederick County Department of Planning and Development
Comment l: Spelling Error. Please correct the spelling of "Machanical " on each page of the site plan.
Response: Spelling has been corrected through out.
Comment 2: Signature on Application. Please provide your signature on the application of the site plan.
Response: Sign application returned on 12/12/02.
Comment 3: Curb & Gutter. Please provide 6 " curb & gutter for the entire parking area and drive lanes. Please
also remove the concrete wheel stops, unless the owner would like to have curb and concrete wheel stops. Since the
loading area is separated from the parking are, curb & gutter is not required for the loading area.
Response: Curb and gutter added to parking area. Concrete wheel stops have been removed.
Comment 4: Dumpster Screening. Please add the words 'opaque screen " to your description of the proposed
enclosure around the dumpster pad.
Response: "Opaque Screen" wording has been added.
Comment 5: Property Identification Number (PIN). Please correct the PIN, as indicated on Page 1, to 63-7-2.
The property is not listed as a parcel on tax map 62.
Response: PIN has been corrected.
Comment 6: Landscaping Page. Please change the statement on Page 6 of the site plan, which reads "FOR
EROSION AND SEDIMENT CONTROL ONLY.'! " to "FOR EROSION AND SEDIMENT CONTROL &
LANDSCAPING ONLY", because the landscaping plan is part of this page of the site plan.
Response: "Landscaping" wording has been added.
Comment 7: Signage. Please show the location of all proposed business and directional signs. If no signage is
proposed at this time, please provide a statement to that effect. Please also provide a statement which explains that
a sign permit is required for all future signs.

Comment 8: Handicap Parking Access. Please show a handicap access ramp to the proposed sidewalk at the
location of the loading zone between the two handicap parking spaces.
Response: Handicap ramp has been added.
Comment 9: Oftke A Warehouse Spaces Please show the location of the proposed office space and the proposed
warehouse space, as the building will be partitioned. For information purposes, please also provide a statement on
the site plan to the effect that office uses are only permitted as the primary use in the MI Zoning District if they do
not provide a service to the general public on a regular basis.

Based on our review we have the following comments:
1. Sheet 1 of 8: The construction notes still refer contractor to the Frederick
County and not the City of Winchester Standards for water and sower
construction.
2. Shmq 3 of 8: The 8" watermain along Shady Elm Road will have to be
installed as shown on the original plan. Please refer to the City of Winchester
Standards Manual under "System Dosign-General" (o thru e) for clarification.
A copy will be forwarded to you along with this review.
3 • Sheet 3&5 of 8. Show the installation of a joint of pipe and valve at the end of
each watermain extension.
4. Sheet 8 of 8: Please show fire hydrant installation detail.

I have reviewed the preliminary site plan for the above -referenced project and there are several
concerns which need to be addressed prior to final site plan approval. Please review the list of review
comments shown below, and then prepare a revised site plan for my review.
REVIEW COMMENTS:
1) Spelling Error. Please correct the spelling of "Machanical" on each page of the site plan.
2) Signature on Application. Please provide your signature on the application of the site plan.

Frederick County Inspections Department, and the Frederick County Fire Marshal.

Building additions shall comply with The Virginia Uniform Statewide Building Code and Sections
304, use group B (Business) and 311 use group S (Storage) of the BOCA National Building
Code/1996. Other Code that applies is CABO Al 17.1-92 Accessible and Usable Buildings and
Facilities.
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of BOCA shall apply to this type of structure.

Please note the requirements in BOCA for either a Firewall in section 707 or a Fire Suppression
System in accordance with section 904 if area is in excess of 12,000 sq, ft. and main use is S-1
HC parking and all building egress doors shall comply with CABO. A117. 1-92. Please submit
ramp detail if slopes exceed V in 20" on the accessible route. .

Please advise the owner of our approval. Also please provide two (2) sets of
approved construction plans with signed seal for VDOT distribution.
Corrections should be made to the plans as discussed during our telephone
conversation. Caution should be used when working near the VDOT right-of-way of
Route 651.
A copy of any/all recorded plats of dedication for drainage easements or additional
right-of-way required for implementation of ti its proposed project should be provided to
VDOT prior to issuance of any land use permits. Dedication should be made to the
Commonwealth of Virginia.
