The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and DeveloprTment will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Re: Allied Systems Parking Lot Site Plan #49-02
Dear Mr. Progale:
Staff inspected the Allied Systems Parking Lot on September 1, 2004. Staff noted a few concerns
Nvith the development during this inspection. These concerns are as follows:
1) Dead Shrubs. A majority of the shrubs used for parking lot screening along Millwood Pike
are dead. Please replace all dead shrubs.
2) Dead Trees. At least three, which are a part of the parking lot landscaping, are dead or
dying. Please replace all dead trees.
3) Missing Trees. One tree along the right side of the parking lot entrance off of Arbor Court is
missing. Also many trees that should be along the front portion of the site (where materials
are currently being stored), have not been put in yet.
4) Seeding. The parking lot islands, along with sonic areas along the parking lot, have not been
seeded. Please seed these areas.
5) Fire Lane. Please stripe the fire lane shown on the site plan.
6) Removal of Dirt Piles. Please remove the dirt piles from each side of the parking lot
entrance off of Arbor Court.
7) Loading Space. Upon inspection of the parking lot, it appears that employees are parking in
the loading space instead of in parking spaces.
8) Self Storage Site. While inspecting the parking lot site, I noted that many of the trees
required for screening of the self storage site are dead. While this issue is separate from the
parking lot, these trees need to be replaced.

9) Bond. It appears that the bond that you wish to be released for the Allied Systems parking
lot is for both Site Plan 449-02 (parking lot) as well as RGR Site Plan # 48-02 (warehouses).
Due to this bond being for both site plans and the landscaping issues in the parking lot, we
feel it is necessary to keep this bond for these sites.

The Frederick County Department of Planning and Development administratively approved the
above- referenced plan on July 14, 2003. The site plan meets all requirements for development in
the M1(Light Industrial) Zoning District. Below is a list of the primary improvements of this
development:
• Construction of a 6, 000 square -foot building for manufacturing/office use
• Construction of an 800 square -foot building for use as a break room/shipping office
• Construction of two storage pavilions
• Construction of an employee parking lot with 70 paved parking spaces, including
four handicapped accessible
• Planting of 23 shade trees and 63 shrubs to provide parking lot landscaping
• Paving and striping of firelanes

Construction and completion of Arbor Court, as shown on the proposed site plan for this project, is
required prior to issuance of an occupancy permit for the proposed buildings. I am providing you
with seven copies of the approved site plan. Please forward these to the appropriate representatives.
Furthennore, please advise the owner that a copy should be kept for future reference and an approved
copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner should contact this office to schedule an on -site inspection.
This is required prior to the issuance of an occupancy permit by the Department of Building
Inspections.

Final comment was withheld pending receipt of the completed FAA aeronautical studies.
After review of the completed aeronautical studies from the Federal Aviation Administration
regarding the referenced projects, it was determined that the structures do not exceed obstruction
standards therefore marking and lighting will not be necessary nor required.
This concludes comments from the Winchester Regional Airport.

New buildings shall comply with The Virginia Uniform Statewide Building Code and Sections
313, Mix Uses, 304, use group B (Business),and section 310, use group S (Storage) of the BOCA
National Building Code/1996. Other Code that applies is CABO Al 17.1-92 Accessible and
Usable Buildings and Facilities. Building permit is required for the sign located at the front of
property.
Please note section 1110.2.1 Exception #1 ( ADA 20% rule for additions and renovations) of
BOCA.
HC parking and access appears to be in compliance to the front 2-story structure however the two
storage buildings in the rear of the property do not show an accessible route . Minimum access
shall be provided.
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of BOCA shall apply to this type of structure.

Dear Claus:
Upon review of the subject site plan, we offer the following comments:
1) Provide details for all inlet protection. Silt fence is inadequate for inlet protection
and therefore, can not be utilized.
2) The erosion and sediment control plan for this site is based on the construction and
completion of Arbor Court. Therefore, we will be unable to issue a land
disturbance permit for this project until the road until the road is completed. Place
a note on the plan which reflects this comment.
3) Provide elevations based on the mean sea level, do not assume a 100 elevation as a
bench mark.
Once these comments have been addressed, submit two (2) copies of the site plan for
further review. It will be necessary to resubmit the land disturbance permit application along with
the required information.
