Project Description: The development of this project consists of the construction of three (3) office & shop facilities and twelve (12) self -storage mini -warehouse units with related driveways, parking facilities, and outside storage areas to the rear of the shop facilities; site grading; new sanitary sewer service system; storm sewer systems and on -site storm water management facility; improvements along U. S. Route 11 (Martinsburg Pike); and some site landscaping screening. 2. Existing Conditions: The proposed site is currently a partially wooded parcel that will consists of 8.5204 acres. The existing site is presently undeveloped and vacant. This site has approximately 431 linear feet of road frontage along Martinsburg Pike (Route 11) which will be used to provide access to the site, when developed. A commercial entrance will be constructed along Martinsburg Pike centrally located in the developed parcel which will provide permanent access to the site. A future secondary entrance is proposed to provide egress only from the site and will be located at the northwestern corner of the parcel. The site generally slopes from the northern most property 1, ine in a southerly direction towards the southern property line which is coincident with the Zeigler Mechanical -Electrical Contractors, Inc. (Zeigler) office and shop facility. An existing improved storm water conveyance channel has been constructed in this area which conveys the storm water off -site. The finish grading will generally maintain the natural grading patterns of the area. 3. Adjacent Areas: The site is bounded on the west by the Martinsburg Pike Right -of Way. The north side is bounded by an existing unimproved 601 right-of-way. The eastern boundary is adjacent to a vacant lot that was subdivided as part of this original subdivision. The southern side of the parcel is bounded by the recently developed Zeigler office and shop facility. The development of this parcel will. not impact the adjacent parcels. 4. Soils: The soils map of Frederick County indicates the following soil types exist within this project area: 32B: Oaklet silt loam: (2%-7t slopes) Hydrologic soil group C, Class 11 Soils. (Approx. 100%) 5. Critical Areas: The existing ditchline that runs through the Zeigler site to convey the storm water runoff through and around the site. Erosion and Sediment Control measures: a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be confined to the designated " ' imits of construction. For this project, the limits of construction are defined as the property boundaries, the existing edge of pavement of Route 11 roadway, and the storm drainage easement on the Zeigler site. b. No disturbed areas shall be denuded for more than thirty (30) days. The contractor shall stabilize all exposed areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural vegetation and/or mulching shall be used to protect areas exposed during development of the site. The existing vegetation along the property lines shall remain in place and be protected during the construction process to the greatest possible extent. c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling. d. Upon completion of construction, all permanent erosion and sediment control measures shall be installed. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. Installation of the outlet stone protection and seeding of the Route 11 storm channel slope. i. Stabilization of all lawn and slope areas. j. Installation of base and subbase materials. k. Restoration and stabilization of unpaved areas. 1. Final. paving. m. Remove erosion and sediment controls, as approved by the inspector. 8. Maintenance: The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected daily and after each significant rainfall by the site superintendent or his representative. Any damaged structures shall be repaired or replaced by the end of work that day. a. Access to and maintenance of Route 11 is a critical part of the development of this site. No mud shall be permitted to be tracked onto Route 11 whatsoever. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction, if this measure fails to properly clean the construction vehicles, then a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. C. The sediment traps shall be checked regularly for deposited sediment. If sediment is trapped or if there is excessive buildup of sediment in the bottom of the traps then the traps shall be cleaned carefully so as not to release the trapped sediment downstream and disposed properly off -site. d. Project Description: The development of this project consists of the construction of three (3) office S shop facilities and twelve (12) self -storage mini -warehouse units with related driveways, parking facilities, and outside storage areas to the rear of the shop facilities; site grading; new sanitary sewer service system; storm sewer systems and on -site storm water management facility; improvements along U. S. Route 11 (Martinsburg Pike); and some site landscaping screening. 2. Existing Conditions: The proposed site is currently a partially wooded parcel that will consists of 8.5204 acres. The existing site is presently undeveloped and vacant. This site has approximately 431 linear feet of road frontage along Martinsburg Pike (Route 11) which will be used to provide access to the site, when developed. A commercial entrance will be constructed along Martinsburg Pike centrally located in the developed parcel which will provide permanent access to the site. A future secondary entrance is proposed to provide egress only from the site and will be located at the northwestern corner of the parcel. The site generally slopes from the northern most property line in a southerly direction towards the southern property line which is coincident with the Zeigler Mechanical -Electrical Contractors, Inc. (Zeigler) office and shop facility. An existing improved storm water conveyance channel has been constructed in this area which conveys the storm water off -site. The finish grading will generally maintain the natural grading patterns of the area. 3. Adjacent Areas: The site is bounded on the west by the Martinsburg Pike Right -of Way. The north side is bounded by an existing unimproved 60' right-of-way. The eastern boundary is adjacent to a vacant lot that was subdivided as part of this original subdivision. The southern side of the parcel is bounded by the recently developed Zeigler office and shop facility. The development of this parcel will not impact the adjacent parcels. 4. The work shall be confined to the designated limits of construction. For this project, the limits Of construction are defined as the property boundaries, the existing edge of pavement of Route 11 roadway, and the storm drainage easement On the Zeigler site. b. No disturbed areas shall be denuded for more than thirty (30) days. The contractor shall stabilize all exposed areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural_ vegetation and/or mulching shall be used to protect areas exposed during development of the site.
