All required information must be submitted priorto the final approval of any site plan. It has become apparent that the proposed church facility is intended to cater to tractor trailer and other trucks. The current site plan does not appropriately accommodate this use. Therefore, the issues listed below need to be adequately addressed prior to final site plan approval. a) Truck Parking. Please provide adequate parking for the proposed trucks. This may call for larger parking spaces for the proposed truckers to park in. A standard tractor trailer parking space is 12 feet wide and 45 feet long. b) Curb and Gutter. Please provide concrete curb and gutter, at least six inches in height, around all parking areas, maneuvering areas, and loading areas which will be used by trucks. c) Surface Materials. Please provide bituminous concrete paving, or an equivalent, for the entire parking area, driveway, and entrances, as well as, the portion of Miracle Way which will be used to access the proposed site. The Zoning Ordinance requires a sixty (60) foot front setback for lots located in the RA (Rural Areas) Zoning District. This setback would be measured from the boundary of the right-of-way. The forty-five (45) foot front setback you have provided appears inadequate. Please correct as necessary. 2. Existing Billboard. The existing billboard is nonconforming and appears to be a violation of the Zoning Ordinance. Please remove the existing billboard. 3. Pedestrian Access. Please provide appropriate pedestrian access, such as sidewalks and crosswalks, for the proposed parking area. 4. Parking Lot Islands. Please ensure that the proposed parking lot islands will be landscaped area and a minimum of nine (9) feet in width. 5. Handicap Parking Spaces. Five (5) handicap parking spaces are required if 110 parking spaces are proposed. Please add one (1) handicap parking space. Please also note that a 2% grade or less is required for all handicap parking spaces and loading areas. 6. Electric Utilities. Please show the location of the proposed electric utilities. 7. Parking Space Dimensions. An evergreen hedge, a minimum of three (3) feet in height, is required to screen headlights from adjoining lots and roads where necessary. After a site inspection, staff believes the locations shown on the attached site plan require this screening. In addition, staff encourages the planting of trees throughout the site. 9. Surface Material. Please remove the reference on the site plan that the surface material of the parking area and driveway will be tar/chip and replace with double prime and seal, bituminous concrete, or concrete. 10. Signage. On the first page of the site plan (Page I of 5), it shows that the details of the proposed signage is as shown on the site plan (Page 2 of 5). However, there are no signs or sign details shown on the site plan. Please show the location of all proposed signs, and also provide construction details. All business signs in Frederick County are required to obtain a sign permit through the Department of Building Inspections. 11. Trash Disposal. Please explain how trash will be disposed, if a dumpster is not proposed. If a dumpster is proposed, please show its location and screening details. 12. Lighting. Based on my review of the information provided, I do not believe the facility would be classified as a public water supply at this time. Requirements governing the development of this well and any related appurtenances would have to comply with local building codes and/or Private Well Regulations until such time as the system was classified as a public water supply. If classified as a public water supply, the requirements of the Waterworks Regulations would govern design and operation of the water system. In accordance with the above comments, and assuming that sometime in the future the system becomes classified as a public water supply, the following comments are offered: i. The well should be located on a platted and dedicated well lot. The well should be at least 5o feet from any property lines, rights -of -way, buildings, and any potential sources of contamination. Both the well lot plat plan and dedication document should be recorded with the clerk of the Frederick County Circuit Court. 2. A well yield and drawdown test of at least an 8-hour duration is suggested to establish well yield. 3. Background chemical sampling should be performed to more fully ascertain what type of treatment, if any, should be provided. I would suggest that sufficient space be provided to allow installation of treatment equipment, if needed, in the future. 4. Bacteriological sampling should be performed to determine if disinfection will be required and, if required, can adequately treat the bacteriological levels identified. If the system is classified as a public water supply, additional testing will be required to determine whether or not the well is surface water influenced. 5. No specific minimum storage volumes are presently prescribed but suggested minimum storage, in conjunction with source capacity, should be sufficient to meet peak demand. I believe that one or more pressure tanks, depending on on -off pressure settings, should be sufficient to satisfy storage requirements. 7. Water system materials, as a minimum, must be in accordance with the most recent edition of the Uniform Statewide Building Code and, preferably, should meet appropriate AWWA/ANSI standards and be NSF Standard 6o/6i listed.
