Dear Joe:
This is to advise you that the site plan #011-95 for Pack's Frozen Custard site on
Northwestern Pike is approved.
The bondinu that was submitted is adequate for the parking area. The agreement
reached during the meeting between the Packs, Forest Brown, Ron Rhodes, Bob
Watkins, you and me on April 14, 1995 is that the parking pavement will be completed
not later than May 1, 1996. All other requirements must he completed prior to issuance
of a temporary certificate of occupancy which must he kept active until the required
paving is completed.
During the April 14 meeting the issue of what type of surface finish is required on
parking spaces that exceed the required number of spaces. County policy is that you can
certainly construct additional parking beyond the requirement but the construction and
surface material must be the same as that for the required parking.

Inspection Department Comments: Permit shall be required for electrical
service, all electrical connecting shall be plug-in type. Trailer can only be
installed as -a VDOT licensed vehicle not a permanent structure. However, I
would recommend proper anchoring of the trailer. ADA parking appears ok,,subject
to not exceeding a 2% grade on the unloading area. Ldould question ADA access to
the trailer for employees and customers.

Dear Mr. Ritchie:
I have had an opportunity to review the above referenced site plan submitted on March 28,
1995. The following information needs to be provided on the final site plan to satisfy the
requirements of the Zoning Ordinance:
1) Please provide the name and address of the owner.
2) Please provide the name and address of the developer.
3) Please provide the magisterial district for this site (Back Creek).
4) Please provide property information for the tract on the north side of Northwestern Pike
(indicated on marked -up plan).
5) Please provide the location of any proposed outdoor storage areas.
6) Please provide the location and specifications of any proposed sidewalks.
7� The note regarding water service on sheet 1 is confusing. Should the FCSA be required
to review and approve this? Please discuss this issue with John Whitacre of the FCSA
and have him contact me.
Please revise your site plan to reflect the comments specified in this letter. Please provide our
department with the site plan application page, the site plan review fee, all required approval
letters from the review agencies, and five copies of the final site plan for approval. Please
