Dear Mr. Reynolds:
The Frederick County Department of Planning administratively approved Site Plan
#010-95 for the Mad Bomber on June 1, 1995. The approved site calls for the
construction of a manufacturing and office facility to be located on lot 5 of the Airport
Business Center. The facility, which will consists of 27,506 square feet, will be
constructed in two phases. The approved site plan includes the construction of
parking area consisting of 39 standard, 2 handicapped, and 2 loading spaces. Pin
Oak trees shall be provided around the perimeter of the parking area and the
existing foliage surrounding the proposed development will remain intact.
I have enclosed two copies of the approved site plan for your records. I have also
sent a copy of the approved site plan to Mr. Ron Mislowsky of G. W. Clifford and
Associates.

RE: Preliminary Site Plan Review of the Mad Bomber, (Second Review)
Dear Mr. Mislowsky:
I received all the comment sheets for the applicable review agencies with the
exception of Fire and Rescue. I understand that I will be receiving their
comments at any time. There are two items that need to be addressed before
the site plan can be approved.
1. The dimensions for the monumental sign exceed what is permitted in M-1
Zoning. The maximum size for signs is 100 square feet. The site plan
indicates that the proposed sign is to be 200 square feet. Please reduce the
sign size to conform to the County Code.
2. Please recalculate the total square footage for the warehouse/production
space. The smaller expansion consisting of 4,227 square feet was not
included in the total. I realize that this will not change the site requirement,
however the site plan calculations will need to reflect what will be
constructed on the lot.
I will recommend final approval of this site plan once our department has five copies
of the final site plan that address the comments specified in this letter.

I had the opportunity to review the preliminary site plan for the Mad Bomber that is proposed to be
constructed on Aviation Drive, lot 5, in the Airport Business Center. The site plan ultimately calls
for the construction of 3,399 square feet of office space and 24,449 square feet of warehouse and
production space. The following comments need to be addressed prior to final approval of this site
plan:
1. Please indicate the dimensions of all signs located on the premises.
2. Please provide more detail on the landscaping proposed around the perimeter of the parking
area. Will existing trees be left around the end of the parking area where the dunpster is to be
located? If not, additional trees will need to be planted as required by 165-27(11) of the
Frederick County Ordinance.
3. Please provide a detailed description of the dumpster enclosure.
4. Please recheck the total square footage for the warehouse floor area. I calculated the total to
be 24,449 square feet.
5. Please clarify the employee estimate for Phase II. Does the total indicated on the site plan
include employees from Phase I?
I will recommend final approval of this site plan once our department has five copies of the final site plan
that address the comments specified in this letter.

We have addressed the comments which you provided on 12 May 1995. The
changes are as follows:
1. The dimensions of the sign is provided.
2. Additional detail on the dumpster enclosure has been provided.
3. The Phase I and Phase II warehouse area is 138.67' x 140.9' or 19,538.6 sq. ft.
plus the vestibule area between the warehouse and office or 341.7 sq ft.
totals 19,880.3 sq ft. for the area other than the office.
4. The employee estimate in Phase II is the total for the facility. There will be
5 additional employees in Phase II.
As far as I can tell, the landscaping provided is in accordance with the Zoning
Ordinance Para. 165-27(11). We have provided shade trees as indicated in our
development summary. It is the developers intent to keep as many of the existing
trees as possible.

All of our earlier comments appear to have been satisfactorily addressed. Please advise
the owner of our approval.
As of this writing Aviation Drive is not in the State's Secondary System. However, we
anticipate addition within the next few weeks. The owner will need to apply for a land use
permit prior to starting work within the road right-of-way. Said permit will require a
processing fee and surety bond coverage. Permits of this nature normally take
approximately thirty days to process and issue once satisfactory application has been
made. We will require four additional sets of the plans in order to process the permit.

As requested we have reviewed the above referenced project site plan dated February 23, 1995. Our
recommendations may be found on the enclosed plans marked in red and as follows:
1. The entrance width will need to be increased to a minimum 30'. Also due to the anticipated
tractor trailer traffic associated with this type of manufacturing business and future expansion
plans, the northern radius length will need to be increased to a minimum 40'.
2. The proposed pavement design will need to be upgraded to include a minimum 3" of
Type BM-2 Asphalt Concrete to remain consistent with previously constructed entrances within
this development.
3. Other miscellaneous items as marked will need to be addressed.
Please revise and resubmit six (6) copies for final approval. Should any changes be deemed
necessary, please design them to meet or exceed the above recommendations.

Relocate alignment of emergency spillway away from
downstream toe of dam.

Provide section through emergency spillway parallel to
centerline of dam. Ensure that emergency spillway is
constructed within cut section rather than embankment fill.

Request for Master Development Plan:

District (AP-1) and Airport Support Area (ASA) described in the
Frederick County Comprehensive Policy Plan. The developer should
also be familiar with the provisions and requirements of the
following codes:
Title 15.1 Code of Virginia, Section 489 (Purpose of Zoning
Ordinances) and Section 491.02 (Airport Safety Zoning).
Title 5.1-25.1 Code of Virginia (Permits Required for Erection of
Certain structures.)
The owner must be made aware that the Airport will continue
to be developed. This will certainly result in increased opera-
tional activity by all types of aircraft on a 24-hour basis.
To overcome additional noise frequency and sound levels, we
strongly recommend that sound proofing be a major consideration
when remodeling or expanding existing residential and commercial
properties located within or adjacent to the Airport Support
Area. The Airport Support Area is defined in the current edition
of the Frederick County Comprehensive Plan.
Questions concerning noise levels should be directed to the
Executive Director, Winchester Regional Airport Authority.

In accordance with your request dated January 6, 1997 you are given permission to install a temporary
construction entrance at the referenced location. This letter is to be considered your permit to do so. The
following provisions will be required:
• Work area protection signage in accordance with the attached while working on the right-of-way will
be required.
• All work on the right-of-way is to be confined to the temporary entrance location only.
• A minimum 6" depth of VDOT # 1 (2-3 inch stone) course aggregate by 30' in width will be required.
It is to be placed from the edge of pavement and extended back onto private property far enough to
prevent the carrying of mud onto the roadway.
• Positive drainage is to be maintained within the right-of-way at all times.
• A 15"x30' culvert will be required.
• Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance
will be repaired by you to our satisfaction.
• This permit is being issued for 180 days.
• All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment Control
Handbook, Specification 3.02.
• The entrance is to be installed at the location shown on the site plan prepared by G. W. Clifford &
Associates, Inc. dated 02/24/95.
The Department of Transportation will not be held liable for suit should such result from this operation nor
is it granting permission to grade on the property of others or disturb underground utility lines. If the above
listed items are not followed this permit may be revoked.
