RE: Site Plan Approval for Addition to Exxon Corporation at Clearbrook
Dear Mr. McGettigan:
The Frederick County Department of Planning administratively approved the
revisions to site plan #008-95 for Exxon on July 6, 1995. This revised site plan calls
for the construction of an additional storage and refrigeration unit consisting of 300
square feet. The addition, which will encroach upon the rear building restriction line,
is permitted through the approval of variance #007-95. The addition will not
increase the amount of employees or the intensity of use within the building.
I have enclosed three copies of the approved site plan. Please forward the two
extra copies of the approved site plan to the Exxon Station owners for their records.
Please contact our office to schedule an on -site inspection once all improvements
are complete. If you have further questions, please feel free to call me.

RE: Exxon Station Revised Site Plan for Cooler Addition and Signs.
Dear Mr. McGettigan:
I have reviewed the revised site plan for the Exxon Station in Clearbrook. The
following issues need to be addressed before the Department of Planning and
Development can approve the site plan.
1. Please restate item #12 on the site plan to indicate that variance application #007-
95 requesting a 8.7 ' rear yard variance was granted on June 20, 1995.
2. Please indicate the dimensions for all signs on the site plan. These dimensions
must correspond to the dimensions given on the sign permit and the separate plan
dated May, 1995 for the signs.
3. The proposed addition to the existing Exxon major price and identification sign may
not be permitted. Currently, the sign is nonconforming since it exceeds 150 square
feet. Any addition to the sign that increases the degree of nonconfomity is not
permitted. The entire sign may be replaced with a version that does not exceed
150 square feet as long as it meets the setback requirement of 10 feet from
property lines or it can remain as it currently exists.
I will recommend final approval of this site plan when our department receives the approved
review comments from the Fire Marshal, Health Department, and Building Inspections and
five copies of the final site plan that address the comments specified in this letter.

A REQUEST FOR SITE PLAN COIMENTS was received by the Winchester -Frederick
County Health Department from John L. Pearson for a proposed project at the
existing Exxon station RS2--6442, located at the intersection of Rt 669 and Rt
11 in Frederick County, Virginia.
A walk -over of the property was conducted on March 24, 1995. The results
of the walk -over shorted no signs of any malfunction of the present serfage
disposal system. This drainfield was just put back into use last fall and at
present time only services one public restroom. As part of the agreement to reuse
the existing drainfield low flush toilets and other water saving devices are to
be incorporated in the public restrooms.
As the proposed modifications will not effect usage or sewage flows the
Health Department has no objection to the proposed modifications. As a
requirement for approval the Health Department requires that the drainfield are
be roped off and no vehicular traffic be allowed over the sewage disposal. system
during the time while construction is in progress.
Issuance of this approval does not imply or Guarantee that the Sewage
Disposal System will function for any specified period of time.

As requested we have reviewed the referenced project site plan dated March 16, 1995. The existing
entrance configurations are adequate to accommodate the proposed on site improvements. However, due
to the age of the entrances and subsequent deterioration, repairs will be necessary. Our recommendations
may be found on the enclosed plans marked in red and as follows:
1.) Any damaged/deteriorated curb and/or curb & gutter will need to be replaced to current VDOT
standards and specifications.
2.) The three concrete entrance gutters need to be replaced to VDOT standard CG-8 Standards or
removed and replaced with 8" 21-B aggregate, 3" Type BM-2 asphalt concrete and 1.5" Type SM-2A
asphalt concrete.
3.) After all repairs have been completed the entrances will need to be patched out and overlaid with 1.5"
Type SM-2A asphalt concrete.
4.) The existing headwalls on the stormsewer pipes will need to be removed and the pipe ends mitered.
5.) The entrance widths and radii lengths will need to be shown.
6.) The enclosed VDOT standard CG-2 and CG-6 specifications will need to be incorporated into the plan.
7.) The generai notes wili need to be revised as noted.
8.) Other miscellaneous comments as marked will need to be addressed.
Please revise and resubmit six copies for final approval. Should any changes be deemed necessary please
design them to meet or exceed the above recommendations. If you have any questions, please let me know.

I had the opportunity to review the preliminary site plan for the replacement of four
existing gasoline pumps with four new MPD's and the addition of a 2,604 square foot
canopy. The Exxon site is located at the intersection of Martinsburg Pike and Rest
Church Road in Clearbrook, Virginia. The Department of Planning and Development
will approve the site plan as soon as the following comments are addressed:
1. Please provide the dimensions of all signs in square footage.
2. Please indicate the use(s) of the small brick buildings located on the site.
3. Please correct the side and rear yard setback requirement to 50 feet for each.
4. Please correct the building restriction line to reflect a 50' side and rear yard setback
from property lines and right-of-ways.
5. Please indicate striping for seven parking spaces and one space for the disabled.
I will recommend final approval of this site plan once our department has received all
approved review agency comments, and five copies of the final site plan that address the

The attached Exxon Station 2-6442 site plan has been revised to address the your review
comments. The review comments and our responses are as follows:
1. Please provide the dimensions of all signs in square footage.
Response: The approximate size of existing Exxon signs has been provided in the plan
labels for that sign based on Exxon sign construction standards. Proposed sign square
footage is provided in the legend. As you suggested since canopy fascia "sign" consists of
text placed on the larger background of the canopy face we calculated the square footage
based on a rectangle encompassing the text.
2. Please indicate the use of the small brick buildings located on the site.
Response: The small brick buildings flanking the main building are used for storage and
vending machines. We revised the plan to identify these uses.
3. Please correct the side and rear yard setback requirement to 50 feet for each.
Response: The site tabulation of setback requirements has been changed as indicated.
