Dear Mr. Nordgren:
The Frederick County Planning Department administratively approved Site Plan #007-95 of
Amoco Foam Company on April 10, 1995. The approved site plan calls for the creation of a
new outdoor product storage area that will provide a 26,383 square feet asphalt area, the
installation of an eight foot high opaque fence that will have two latched gates 20 feet in width
and will screen the outdoor storage area from adjoining properties, paving in front of the new
outdoor storage area to allow for equipment maneuvering, the installation of bollards to separate
the new maneuvering area from the existing product loading area, and improvements to the
existing storm detention facility as specified in Mr. Harvey E. Strawsnyder's letter to Mr.
Richard Ruckman, dated March 23, 1995.
Enclosed are two copies of the approved site plan. This will allow you to provide a copy to the
contractor and maintain a copy for your files. Please contact this office to schedule an on -site
inspection once these improvements are complete.

MEMORANDUM

DATE: March 23, 1995
I have reviewed Section 507, "Unlimited Areas" in reference to the
fenced area between buildings. This can be permitted under the
1993 BOCA Building Code provided the criteria in Section 507.2
"Exterior Walls: Exceptions" is met. The section reads as
follows:
The minimum fire separation distance of 30 feet shall not apply to
a wall facing another building on the same lot, provided that:
1. Such wall is constructed as a fire wall in accordance with
Section 707.0;
2. The length of the fire wall does not exceed 25 percent of
the total perimeter of the unlimited area building;
3. The adjacent building has a minimum fire separation
distance of 30 feet on all sides, except for the side that
faces the unlimited area building; and
4. The adjacent building is equipped throughout with an
automatic sprinkler system in accordance with Section 906.2.1.
However, after this area is fenced, the use of the area shall meet
all requirements of the USBC, Vol. II and the 1993 Virginia Fire
Prevention Code as indicated in Mr. Kiracofe's memorandum.

I've reviewed the amended site plan for outdoor storage at
Amoco Foam Products.
The new storage area cannot be permitted due to the
following code sections:
1993 B.O.C.A. Building Code
* 507.2 - The entire perimeter of one story unlimited area
buildings shall have a minimum fire separation distance of
30 feet.
* 1993 Virginia Fire Prevention Code F311.2 - Designated fire
lanes shall be maintained free of obstructions and shall be
marked in an approved manner.
* F2103.3 - Outside storage shall not be less than 15 feet
from any lot line and any other building on the site.
I believe Amoco may already be in violation of F2103.3 with
some of their storage. This will have to be addressed on a site
visit.
By this memo, the amended site plan is denied at this time.
I'd be glad to look at alterative solutions if there are any.

Per our previous discussions, the proposed site plan
modification dated March 13, 1995, is approved by the Public Works
Department. According to the modified site plan the proposed storage
area will encompass approximately one acre and include two (2) inches
of bituminous pavement over a six inch crusher run base course.
As we discussed during our site meeting, it will be necessary
to verify the adequacy of the existing culverts. Also, it will be
necessary to implement improvements to the existing stormwater
detention facility to prevent continued discharge into the existing
open karst features. These improvements shall include properly
filling the existing piping channels, lining the detention basin,
constructing an outlet structure and installing a discharge pipe
under the railroad embankment.
I have contacted the owners of the adjacent Fort Collier
Industrial Park concerning the need for a drainage easement. As a
result of this contact, I met with Jim and Don McIlvaine to review
the tentative location of the easement. They indicated that they
would be willing to meet with representatives from Amoco Foam
Products to resolve the easement issue. I recommend that this
meeting be scheduled as soon as possible. They may be contacted at
