Box 2468 Winchester, VA 22604 RE: Site Plan Approval for Holiday Inn Express Dear Mr. Hodgson. - The Frederick County Department of Planning administratively approved Site Plan #006-95 for Holiday Inn Express on April 13, 1994. The approved site plan calls for the construction of a hotel with 70 rooms and a total floor area of 39,381 square feet. The approved site plan also entails the construction of a parking area consisting of 70 parking spaces, four handicap spaces, and one loading area. Stripes denoting fire lanes and a loading area will be applied to the parking area, and a sign that restricts trucks and buses from the parking area will be posted at the entrance. The site plan also calls for the planting of 29 Callery Pear trees around the perimeter of the parking area. Yucca, Liprope, and Barberry Dwarf Crimson will also be planted to meet landscaping requirements. All other areas will be seeded with grass. (Of the 1.51 acres, 15% or .23 acres must be landscaped.) Below are continents that will need to be addressed before a final site plan is submitted and approved ✓1. Please provide a signature for the surveyor's certificate on the final site plan. ►/r Please provide a North Arrow on page 2 of the site plan. ✓3. I calculated the VA R. to be .597. Please include information showing building height, the number of Floors, and exact square footage per floor. (:'J The proposed high rise sign needs to be 50 feet away from the existing Comfort Inn sign. The site plan only shows a distance of 42 feet. +� According to the Code of Frederick County, Chapter 165, Section 38(A)(1), a loading area is required for every 20,000 square feet of floor area. This requires you to add one loading area. TPlease keep in mind that the pool area must be enclosed by a fence that is no less than 4 feet above the ground. 7 Please include the dimensions of all signs that are proposed to be on the site. 8. Please include perimeter landscaping around the parking area. There must be one shade tree for every 40 leet of parking lot perimeter. It is recommended that additional shrubbery he added in front of the 4 parking spaces facing Route 1012 to reduce potential glace 9. You currently have a temporary permit (copy enclosed) which allows you to install a construction entrance to access the site. This permit is only for the installation of a construction entrance. It allows for no other work on the right-of-way. This was discussed with you on February 23, 1995 prior to you submitting a request for the temporaay construction entrance permit. However, during a routine drive -by yesterday, Mr. S. A. Melnikoff of this office again found your employees working on the right-of-way. Your foreman indicated to Mr. Melnikoff he was excavating for the installation of stormsewer. This is the second time we have had to stop your employees from working on the right-of-way at this project without a permit. We have yet to approve the site plan for the project and therefore cannot issue you a land use permit to start construction of the commercial entrance and drainage improvements. We can appreciate your eagerness to begin the project, however, we cannot tolerate any further unauthorized work on the right-of-way.
