Dear Mr. Amos:
The Frederick County Planning Department administratively approved Site Plan #004-95 of the
Winchester Regional Airport on June 30, 1995. The approved site plan calls for the construction
of a corporate hanger structure that is 14,125 square feet and will provide 5,625 square feet of
office space, the creation of an asphalt parking lot that will contain curb and gutter, 39 regular
parking spaces, four disabled parking spaces with appropriate ramps and signage, outdoor
lighting fixtures, striped fire lane access with appropriate signage, and pedestrian walkways to
provide access to the facility, the installation of two fire hydrants, the construction of a storm
water management facility, and all appropriate erosion and sedimentation control measures.
Our department has provided you with two copies of the approved site plan. This will allow you
to provide the contractor with an approved copy on -site, and maintain a copy for your files.
Please advise the contractor to obtain a land disturbance permit from the Frederick County
Department of Public Works prior to any land disturbance activity, and to contact this office to
schedule on -site inspections to ensure that required site work improvements are complete. Site
work inspections are required prior to the issuance of Certificate of Occupancy Permits. Please
contact me if I may answer any questions regarding this letter.

► State Grant approval - Grant application has been submitted.
► Fire Marshall approval - based on discussions with the County, a disturbance permit will
be issued without the Fire Marshall's approval, however, the final occupancy permit will
not be issued until approval.

Therefore, the plan is approved with the understanding all work within the Route 645 right-
of-way will be completed in accordance with these plans and VDOT's current Road &
Bridge Standards and Specifications.
The appropriate land use permits may now be applied for to cover work within the
Route 645 right-of-way. Said permits are issued by this office and will require a processing
fee and surety bond coverage. Permits of this nature may take approximately thirty days
to process and issue once satisfactory application has been made. Therefore, I would
suggest application be made as soon as practicable.

scheduled with the Planning Commission (December 7, 1994) and with the County Board of

Dear Mr. Longnaker:
The purpose of this letter is to advise you of the current status of the above referenced plan.
As you know, Frederick County requires a site plan to be reviewed and approved for all new
developments prior to the issuance of a building permit. Mr. Michael Kane, formerly of your
firm, completed the majority of the site plan requirements; however, there are still some
outstanding issues that need to be resolved to finalize this process.
Frederick County created a site plan file for this project on December 19, 1994. Since that
time, our department received the site plan review fee on February 9, 1995, a status letter from
your firm dated February 10, 1995, and one copy of the site plan for review. I conducted my
review of the site plan on February 10, 1995 and provided your firm with my comments that
same day. Your firm provided me with five copies of the site plan that addressed the majority
of those comments on February 27, 1995. Since that submittal, I had not received anything else
from your firm.
Last week, I contacted you to discuss the outstanding issues associated with the site plan.
During that conversation, you indicated that Delta Airport Consultants, Inc. was in the process
of redesigning the site plan to remove some of the parking spaces and to insure that the parking
lot was no closer than 5 feet from the property line. We also discussed the potential for
allowing construction to commence prior to the receipt of final site plan approval from the
Virginia Department of Transportation (VDOT). VDOT has agreed to this concept, provided
that no work is conducted on their right-of-way unless the standard permits are acquired from
their office, and that it is understood that the Winchester Regional Airport is proceeding at their
own risk in the event that future VDOT comments require redesign of this project. VDOT has
also asked Frederick County to not issue an occupancy permit for this facility until their
concerns are addressed. Frederick County will honor that request.
I took the liberty of contacting all review agencies to determine the status of this site plan. At
this time, the Frederick County Sanitation Authority and the Frederick County Building Official
have approved the site plan. The Fire Marshal has not completed a review of the revised

drawings that reflect his comments. The County Engineer never received site plan drawings for
comment. I provided that County Engineer with two copies of the site plans that I received on
February 27, 1995 and completed a request for site plan review comments. I have advised the
County Engineer that site plan redesign may be occurring and that you will contact him to
inform him if lie should review the plans received February 27, 1995. You may contact either
Mr. Ed Strawsnyder or Mr. Joe Wilder to discuss this issue at (703) 665-5643.
If new site plans are being designed for this project, you will need to insure that all review
agencies receive the changes and do not have any concerns with them. I believe that it would
be prudent to plan for both hangers at this time and indicate them as being constructed in two
phases. This will require you to determine the required parking for build -out and will require
you to design for these facilities at this time; however, it will allow the Winchester Regional
Airport to obtain building permits for each hanger without having to resubmit a revised site plan
in the future.
Hopefully, this information will allow you to determine the most efficient method to resolve the

4) Please include a note under the Site Development Summary that states the total acreage

5) Please revise the building restriction line distance for the side property lines to
read 50 feet. (Sheet 4 of 13)

conform to the ADA requirements. This can be accomplished by providing a striped
access aisle as indicated on the enclosed information. Please ensure that appropriate
ramping and signage (4 to 7 feet in height) is provided as well. (Sheet 1 1 of 13)
13) The relocation of the entrance to this facility may present a parking lot setback problem.
The Frederick County Zoning Ordinance requires all parking lots to be a minimum of
5 feet from all property lines and road right-of-ways. Mr. Robert B. Childress, of the
VDOT, contacted me this morning to discuss this. Your revised design appears to
encroach onto the Airport Road right-of-way. Please ensure that your final design meets

in developing both quantitative and qualitative
criteria for carpeting (Le., problems associated
with texture and weave need to be studied).
However, certain functional characteristics
are well established. When both carpet and
padding are used, it is desirable to have mtnl-
mum movement (preferably none) between the
floor and the pad and the pad and the carpet
which would allow the carpet to hump or warp.
In heavily trafficked areas, a thick. soft (plush)
pad or cushion, particularly in combination
with long carpet pile, crakes it difficult for
individuals in wheelchairs and those with
other ambulatory disabdiucs to get about.
Firm carpeting can be achieved through
proper selection and combination of pad and

persons with disabilities has necessitated some
revisions in spec(Jla tons for parking spaces

sible parking space (s 96 in (2440 mm) wide
with an adjacent 60 in (1525 MmJ access aisle.
However, this aisle does not permit LVU or
ramps to be deployed and still Leave room for
a person using a wheelchatr or other mobQUy
aid to exit the lift platform or ramp. In tests
conducted with actual lift/van/wheeichatr

Mr. Michael D. Kane, Delta Airport Consultants P.E., has requested an opportunity to present
a site plan during the December 7, 1994 Planning Commission meeting regarding the above
referenced improvements. The Winchester Regional Airport Authority plans to develop a new
hanger that will provide two stories of office space, as well as an area that will be utilized for
the maintenance of aircraft. Additional parking areas will be provided for the proposed facility.
Enclosed is a copy of the proposed site plan for your review. Staff has asked Mr. Kane to
present this plan formally to the Planning Commission and Board of Supervisors. This will
allow each body to comment on this proposal and permit staff to ensure that these comments are
adequately addressed by the applicant prior to final site plan approval. Staff asks that the
Planning Commission provide administrative approval authority for the proposed site plan once
all comments have been adequately addressed.

I am writing in response to your letter of December 16, 1994 concerning the referenced
project.
While the deed of exchange between the Winchester Regional Airport Authority and VDOT
you have provided is workable, it poses some problems. It will require approval by the
Attorney General's Office and a resolution by the Commonwealth Transportation Board
authorizing the Commissioner to sign the deed. In addition, the Department does not grant
general warranty deeds.
A simple method of handling this transaction would be for the Airport Authority to go ahead
and give us a deed of dedication. This would be done with the understanding from us in
writing that we would convey back the old section of right-of-way as soon as the
abandonment process is complete.
An immediate benefit of handling the transaction as previously mentioned would be the
addition and abandonment process with the County could proceed without delay.

As requested, we have reviewed the above referenced project's site plan dated
February 1, 1995. Our comments may be found on the enclosed plans marked in red and
as follows:
1. The proposed entrance design will need to be modified to provide a minimum 30'
width, 36' tapers and 12' pavement offset.
2. The typical entrance section will need to be revised as noted to include a minimum
pavement design of 8" of 21-B aggregate, 3" Type BM-2, and 1.5" Type SM-2A
asphalt concrete.
3. The southeast corner of the parking lot will need to be adjusted as necessary to avoid
encroaching on the Route 645 right-of-way. Also, you should be aware Frederick
County Zoning Ordinance requires a 5' separation between the road right-of-way line
and parking lot curb.
4. The existing underdrain under the entrance to be removed will need to be removed
and combination drain under Route 645 extended adequately to drain.
5. A minimum 20' drainage easement will need to be provided to enclose Structure
D-107 and 15" pipe to Structure D-106.
6. A profile of the proposed watermain crossing within the Route 645 right-of-way will
be required which details length, depth, encasement pipe, size, type, etc. Also the
crossing should be relocated westward as necessary to avoid cutting the Cesna Drive
pavement for the water line tap.

Dear Mr. Longaker:
We have completed our review of the site plan for the proposed
hangar facility and grant our approval of same. However, we
recommend that the following comments be considered and incorporated
where necessary:
1) Sheet 4 of 14
Site note "A" refers to the removal of an existing spillway
and reconstruction of a new rip rap spillway at elevation
706.0. Based on the proposed contours, it appears that a
low point, approximately elevation 704.5, will be created
in the southwest corner of the new or modified stormwater
basin. This condition should be corrected. Otherwise,
there will be no need to reconstruct the spillway.
2) Sheet 4 of 14
Provide this office with a copy of the stormwater
calculations justifying the design of the modified
stormwater basin. Include delineated drainage areas with
these calculations.
3) Sheet 10 of 14
Land disturbance permits are required on all projects that
disturb more than 10,000 square feet. These permits should
be obtained from the Public Works Department prior to
commencing any site work. No fee will be required if an
approved site plan is submitted with the land disturbance
application. This procedure will allow our staff to
