Dear Doug:
The Frederick County Planning Department administratively approved Site Plan #003-95 for
Toan & Associates on February 14, 1995. The approved site plan is a revision to Site Plan
#019-90 which was approved by our department on August 13, 1990. The new site plan
delineates four phases that will complete the build -out of this site. At this time, the
improvements described in Phase I have been complete.
The improvements associated with Phase II call for the construction of a 20,000 square feet
addition to the existing office/warehouse facility that will be 20 feet in height, the construction
of a new 112,500 square feet warehouse facility that will be 24 feet in height, the provision of
three parking lots complete with curb and gutter, 44 regular parking spaces, 3 disabled parking
spaces with appropriate ramps and signage, concrete sidewalks, and perimeter landscaping, the
creation of 9 loading dock spaces that will be 12' x 45' in dimension, the installation of two
raised islands that will be landscaped and provide the required fire protection measures, the
provision of an aggregate maneuvering area for tractor -trailer truck traffic, an aggregate fire lane
that is at least 20 feet in width, and all appropriate erosion and sedimentation control measures.
The improvements associated with Phase III call for the construction of a 45,000 square feet
office/warehouse facility that will be no greater than 60 feet in height, the creation of a parking
lot complete with curb and gutter, 49 regular parking spaces, 2 disabled parking spaces with
appropriate ramps and signage, concrete sidewalks, and perimeter landscaping, the installation
of two fire hydrants, the final asphalt cap of all aggregate areas (with the exception of the fire
lanes), and all appropriate erosion and sedimentation control measures.
The improvements associated with Phase IV call for the construction of a 30,000 square feet
warehouse facility that will be 24 feet in height, the completion of the curb and gutter areas, the
provision of 9 loading dock spaces that will be 12' x 45' in dimension, the completion of all
asphalt areas, the provision of an outdoor dumpster pad that will be completely enclosed by an
opaque fence at least six feet in height with a latched gate, the completion of all landscaped
areas, and all appropriate erosion and sedimentation control measures.

design.

Warehouse. It is very important to separate pedestrian traffic at this location as it is the
only point of ingress/egress for cars and trucks. (Sheet 2 of 4)
13) There is an outdoor dumpster area indicated on this plan; however, it appears that a curb
cut will be necessary to utilize this area. (Sheet 2 of 4)
14) Please provide the Route Number for McGhee Road (Rt. 732). (Sheet 2 of 4)
15) You have indicated that a segment of Tyson Drive will be improved with proposed
pavement. It also appears that a new entrance will be installed off of this new road
segment. It is my understanding that this will be done in the future. Please verify this

16) The proposed site plan has been designed for the construction of the 20,000 square feet

understanding that only specific areas of this site are planned to be developed at during

prime and seal. Please provide a phase line which depicts the proposed improvements
that will occur during this phase and provide shading (or other symbols) that depict

17) Please provide parking calculations for this site. These calculations need to reflect the
required parking for the existing building and proposed buildings under this phase of
development, as well as the required parking for the future development. (Sheet 2 of 4)
18) The dimensions of the proposed parking spaces along the eastern side of this site
are incorrect. Please revise this note to rear! 10' x 18' and change the number

We have reviewed the referenced project's revised site plan dated December 15, 1994
Based on the anticipated trip generation data you have provided, approximately 40 to 50
trucks per day, it does not appear improvements to the existing commercial entrance on
McGhee Road will be necessary at this time. I would like to point out though due to the
location of the proposed 112,500 sq. ft. warehouse in relation to the entrance, possible
turning movement problems may occur especially if trucks are trying to enter and exit the
facility at the same time. If this problem does occur modification of and/or relocation of the
entrance may be necessary in the future.

know.

Site Plan Revision
Dear Evan,
We have revised the site plan to address your comments of 6 February 1995.
It is our intention, for continuity purposes, to keep the existing site plan sheets 1
thru 4 intact and add 2A and 3A. The existing sheets have been annotated to refer to
the new sheets where appropriate. I think this will help answer any development
questions which may arise in the future.
During your review, please note the following:
1. There will not be another free standing sign. One does exist now and is
shown on the plan. A building mounted sign will be used on the new
warehouse.
2. There are no proposed outdoor storage areas.
3. We did not revise the parking dimensions. We have gone to a 20 ft. deep
space and 22 ft. wide driveway.
4. We have provided the landscaped area and trees required. We would like
to point out, however, that Mr. Toan has an approved site plan and is
reducing the building area and required parking by this revision. We do

this plan. If the plan called for increased building or parking area, the new
ordinance would be applicable to those new areas. We request that you
reconsider your requirement that the parking trees be required.

RE: Kraft Warehouse
Stonewall Industrial Park
I've enclosed the revised site plan for the Kraft Warehouse at the CMI site in
the Stonewall Industrial Park. The engineering, inspections, and VDOT approvals
are attached, as are the FCSA comments.
As you know, the developer is already working at the site and needs to get to
the building permit stage. As soon as I receive any comments which you might
have, I will revise the plans immediately and return them for approval.
