Dear Mr. Stimpson:
The Frederick County Department of Planning administratively approved Site Plan
#012-95 for Red Apple Deli on June 30, 1995. The approved site calls for the
construction of a 960 square foot addition to Red Apple Deli located at the
intersection of Stickley Drive and Fairfax Pike. The addition will be utilized as a
Subway sandwich shop. The site plan entails the striping of 24 parking spaces,
the construction of rolled asphalt curbing around the parking area, the
construction of a ramp and parking area for the handicapped. The approved site
plan also requires the planting of at least 57 shrubs and trees to ensure an
adequate buffer between the Red Apple Deli and the adjoining residential area.
I have enclosed two copies of the approved site plan for your records. I have also
sent a copy of the approved site plan to Mr. David Furstenau of Furstenau
Surveying.

Dear Mr. Furstenau:
I had the opportunity to review the preliminary site plan for the 960 square foot addition
to Red Apple Deli located at the intersection of Stickley Drive and Fairfax Pike. The
Department of Planning and Development will give final approval of this site plan once the
following comments are addressed:
1. Please indicate the height of the proposed addition on the final site plan.
2. Please show fencing or enclosure to house the trash dumpster.
3. Please make a note that all parking spaces are to be at least 9' in width.
4. Please correct the square footage for the entire parcel.
I will recommend final approval of this site plan once our department has received the site plan
application, the site plan review fee, all approved review agency comments, and five copies of
the final site plan that address the comments specified in this letter.

Dear Dave:
We have completed our review of the revised site plan for the
Red Apple Deli and offer the following comments:
1. A stormwater evaluation needs to be performed for the
proposed addition. This evaluation should include the
recently paved area on the east side of the site. If the
resulting analysis yields a stormwater increase less than
two efs it will not be necessary to provide a stormwater
detention facility at this time. However, any future
development on the undeveloped property to the south of the
existing structures will most likely require the
installation of a stormwater facility.' At that time, the
design consider all of the on -site development that has
occurred.
2. Provide erosion and sedimentation control measures where
required.
3. Provide finished floor elevation(s) for the proposed
addition. The site plan should indicate if a basement
floor level is planned. If a basement level is not
planned, additional grading and contour modifications will
be required to accommodate the building construction.
4. Provide spot elevations in front of the new addition to
demonstrate handicap ramp elevations and slopes.
5. Provide spot elevations within existing pavement area to
indicate direction of stormwater flows.

INTRODUCTION:
The subject property consists of 2.968 acres located at the
corner of Route 277 and Route 1085, Stickley Drive in Stephens
City, Virginia. Approximately 0.65 acres of the property is
currently developed for use as a convenience store. The proposed
construction consists of a 24' x 40' addition to the store and
approximately 10,850 sq. ft. of additional parking area. The
remainder of the site shall remain undeveloped at this time.
The purpose of this study is to analyze the runoff generated
by this development and to determine the net increase due to the
proposed construction. For the purpose of this project, the
Rational Method was used to determine the watershed data and peak
discharges of the site. The Haestad Modified Rational Method
computer software version was used for analysis.

PEAK DESIGN FLOWS:
The peak design flows were determined by the Modified Rational
Method for the 2YR, 10YR, and 100YR storm events. It was determined
through this analysis that the net increase in runoff did not
exceed the 2 cfs limit, as determined by the County of Frederick,
Virginia, for either the 2YR or 10YR events and the 100YR storm
increased by only 2.6 cfs. The storm water runs by sheet flow
across the parking lot to a large natural channel at the westerly
side of the site; which is an adequate conveyance channel for all
of these storm events. Although there is a relatively small
increase in the 2YR and 10YR storm events, no storm water
management facility is determined to be required at this time.
However, if additional development occurs in the future, it is
recommended that full development storm water management be
installed for this site to prevent runoff damage downstream.
The peak design flows for this project are as follows:
Pre -development:

10 YR Q10 = 3.09 cfs
100 YR Q100 = 5.47 cfs
Post -development:
2 YR Q2 = 3.71 cfs
10 YR Q10 = 4.76 cfs

RE: Revised Site Plan - Red Apple Deli
Frederick County, Virginia
Dear Dave:
We have completed our review of the revised site plan for the
Red Apple Deli and offer the following comments:
1. A stormwater evaluation needs to be performed for the
proposed addition. This evaluation should include the
recently paved area on the east side of the site. If the
resulting analysis yields a stormwater increase less than
two cfs it will not be necessary to provide a stormwater
detention facility at this time. However, any future
development on the undeveloped property to the south of the
existing structures will most likely require the
installation of a stormwater facility. At that time, the
design consider all of the on -site development that has
occurred.
2. Provide erosion and sedimentation control measures where
required.
3. Provide finished floor elevation(s) for the proposed
addition. The site plan should indicate if a basement
floor level is planned. If a basement level is not
planned, additional grading and contour modifications will
be required to accommodate the building construction.
4. Provide spot elevations in front of the new addition to
demonstrate handicap ramp elevations and slopes.
5. Provide spot elevations within existing pavement area to
indicate direction of stormwater flows.
