§ 56-1. Intent.
This chapter is intended to promote the health, safety and general welfare of
the public and to enhance the effective and efficient provision of emergency
services to the citizens of Frederick County. This chapter is intended to
accomplish the provisions set forth in § 15.1-29-1.1 of the Code of Virginia, as
amended.
§ 56-2. Purpose.
The purpose of this chapter is to provide for a uniform, county -wide system
for assigning street address numbers to all dwellings, buildings and habitable
structures in Frederick County, to assist fire and rescue service providers, law
enforcement agencies, the United States Postal Service and other organizations
in the timely and efficient provision of their services to the residents and
businesses of the county.

§ 56-3 FREDERICK COUNTY CODE § 56-5 C
§ 56-3. When effective.
This chapter shall become effective upon implementation of the structure -
numbering system, which may be accomplished in phases, as determined by
the Planning Director.
§ 56-4. Numbering system established.
This chapter shall establish a uniform, county -wide address numbering system
for numbering all dwellings, buildings and habitable structures in Frederick
County and assignment of street addresses on all streets, avenues and public
ways in the county. Property shall be numbered in accordance with the
guidelines set forth in the Frederick County, Virginia, Street Naming and
Addressing System Principles and Criteria and Operational Manual, and the
Frederick County, Virginia, Master Street Guide and the provisions set forth in
this chapter.
§ 56-5. Administration and enforcement.
A. The Planning Director or his designated agent is hereby designated as
the agent responsible for the administration, implementation and
enforcement of this chapter.
B. The agent shall establish street address numbers in accordance with
the guidelines set forth in the Frederick County, Virginia, Street Naming
and Addressing System Principles and Criteria and Operational Manual
and the Frederick County, Virginia, Master Street Guide and the
provisions set forth in this chapter, including as follows:
(1) No building permit shall be approved until a street address
number has been determined and assigned as herein provided.
(2) No certificate of occupancy shall be issued until an assigned
address number has been posted as herein provided. The
property owner shall be responsible for affixing the assigned
address numbers and removing any different address numbers if
present. The initial cost and continued maintenance of address
numbers shall be the responsibility of the property owner.

C. Henceforth, street addresses shall be assigned by the agent as provided
herein to each lot or parcel shown on each master development plan
(MDP) and/or subdivision plat prior to final approval of the same, and
a copy of the numbered MDP and/or subdivision plat shall be
maintained by the agent.
§ 56-6. Assignment of numbers.
Street address numbers shall be assigned in accordance with the guidelines
set forth in the Frederick County, Virginia, Street Naming and Addressing System
Principles and Criteria and Operational Manual and the Frederick County,
Virginia, Master Street Guide, unless, in the opinion of the agent, the interests of
the citizens of Frederick County are better served by minor modification to the
system or when the circumstances dictate adjustments.
§ 56-7. Size and location of numbers.
f A. Street address numbers for residences shall not be less than four (4)
inches in height and shall be made of a durable and clearly visible
material. The number shall be conspicuously placed on, above or at the
side of the main entrance so that the number is discernible from the
street. Whenever a building is more than fifty (50) feet from the street
or when the entrance is not visible from the street, the number shall
also be placed along a walk, driveway or another suitable location so
that the address number is discernible from the street. Where
mailboxes are not affixed to the building, street address numbers shall
be shown thereon in accordance with postal regulations.
Street address numbers or letters shall be of a contrasting color to the
background on which they are mounted.
All commercial and industrial structures shall display street address
numbers of not less than eight (8) inches in height as follows:
(1) When possible, the number shall be displayed over the main
entrance to the structure.
(2) There shall be no other wording or numbers within two (2) feet of
the building number.

D. Apartments, townhouses, shopping centers or other similar groupings
where only one (1) number is assigned shall display such a number at
the main entranceway. Said address numbers shall have a minimum
height of eight (8) inches. Numbers for individual units or establish-
ments within the complex shall be displayed on, above or to the side of
the main doorway of each unit or establishment.
§ 56-8. Failure to comply; violations and penalties.
A. Whenever the agent has reason to believe there has beenra violation of
any provision of this chapter, he shall give notice of such violation to
the person failing to comply and order said person to take corrective
measures within thirty (30) days from the date of notification.
B. If such person fails to comply with the duly issued order, the agent shall
initiate necessary actions to terminate the violation through criminal
and/or civil measures.
C. Any violation of any provision of this chapter shall be punishable by a
maximum fine of two thousand five hundred dollars ($2,500.) or by
imprisonment for not more than twelve (12) months, or both such fine
and imprisonment. Subsequent to the thirty -day period following
notification of violation, each day of violation shall constitute a separate
violation.'

Dear Mr. Knotts:
This letter is to inform you that the Frederick County Planning Department administratively
approved site plan #028-96 on January 23, 1997. This site plan consists of. three self -storage
buildings totaling 3,425 square -feet; asphalt treatment around the buildings; landscaping to
accommodate a double row of pine trees along the road side of the storage buildings, and a single
row of sugar maple trees along the western property line.
Attached are three copies of the approved plan. This will enable you to provide your contractor and
your engineer with an approved copy, and maintain a copy for your records. Please have the
contractor contact this office to schedule an on -site inspection once all improvements are complete.
Also please be reminded that prior to the issuance of a CO for these storage buildings, a copy of the
storage buildings' lease agreement should be on file in this office.

I have reviewed the above referenced site plan. The following comments.will need to be addressed -

In addition to the above, there are requirement specific to self -storage facilities. These requirements
have been enclosed. Essentially, three of these items apply to this site; items B, D, and F(2).
Item B: All parking areas, travel aisles, and maneuvering areas associated with the self-
service storage facility operations shall be paved with asphalt, concrete, or similar
material to provide a durable hard surface.
Item D: Minimum building spacing shall be thirty (30) feet apart. Loading areas shall be
delineated to ensure that adequate travel aisles are maintained between buildings.

Item F(2): Landscaping or screening requirements. Facilities located within the M-1 zoning
district shall be required to provide the following yard landscaping:
• Within the front yard setback a double row of evergreen trees are
required. These trees should be planted- a maximum of eight (8) feet
off center. Minimum tree height at time of planting shall be 6 feet.
• Within the side and rear yard setback a single row of evergreen or
deciduous trees that are planted a maximum of forty (40) feet off
center. Minimum tree height at time of planting shall be 6 feet.
I have enclosed a red -lined copy of this site plan. As you can see, it is necessary to shift the location
of the buildings to accommodate the 30-foot distance between buildings. I have also indicated the
location of the required landscape screening.
Please revise your site plan to address these comments and the comments provided to you by the,
required review agencies.
You will need to provide this office with the completed approved comment sheets from the
following review agencies: Inspections Department, County Engineer, Fire Marshall, and this . .
department. Once all comments have been addressed, resubmit two copies of the plan to this office
for a final review. If the plan adequately addresses all comments, I will request five final copies and

16544. Self-service storage facilities.
Where allowed, self-service storage facilities shall meet the following requirements:
A) Self-service storage facility operations shall be permitted as a primary or accessory use in
all zoning districts in which they are permitted.
B) All parking areas, travel aisles, and maneuvering areas associated with the self-service
storage facility operations shall be paved with asphalt, concrete, or similar material to
provide a durable hard surface.
C) Buildings are permitted that provide interior and exterior accessible units. Individual units
within the self-service storage building shall not exceed one -thousand (1000) square feet in
area.
D) Minimum building spacing shall be thirty (30) feet apart. Loading areas shall be delineated
to ensure that adequate travel aisles are maintained between buildings.
E) Recreational vehicles and boats shall be permitted to be stored within completely enclosed
areas of the self-service storage facility provided that the storage area is separate from the
parking areas and travel aisles, and is depicted on the approved site development plan.
Areas utilized for this purpose shall be exempt from the surface requirements specified
under section 165-44(B).
F) Self-service storage facilities shall meet the following landscaping or screening
requirements:
(1) Facilities located in the B-2, Business General District shall be completely screened
around the perimeter of the property by a double row of evergreen trees that are
staggered and planted a maximum of eight (8) feet off center, and are a minimum of
six (6) feet in height when planted.

F) Self-service storage facilities shall meet the following landscaping or screening requirements
(continued):
(2) Facilities located in the B-3, Industrial Transition District, or the M-1, Light
Industrial District, shall be required to landscape the yard area within the front yard
setback to provide for a double row of evergreen trees that are staggered and planted
a maximum of eight (8) feet off center. The side and rear yards shall be planted with
a single row of evergreen or deciduous trees that are planted a maximum of forty
(40) feet off center. All trees shall be a minimum of six (6) feet in height at the time
of planting.
(3) Facilities located on parcels that are within a master planned industrial park or office
park shall be required to landscape the perimeter of the facility with a single row of
evergreen or deciduous trees that are planted a maximum of forty (40) feet off
center. All trees shall be a minimum of six (6) feet in height at the time of planting.
(4) The required planting of all trees described under subsection F shall occur in an area
that is between the adjoining property boundary line and the placement of security
fencing. The installation of an opaque wall or fence that is a minimum of six feet
in height may substitute for required landscaped areas in all zoning districts.
G) Self-service storage facility operations shall be designed to accommodate the storage of
residential, commercial, and industrial items, excluding hazardous, toxic, and explosive
materials. No use, sale, repair, or activity other than storage shall be permitted to occur in
self-service storage facility operations. A copy of the lease agreement which describes the
requirements of this subsection shall be approved in conjunction with the site development
plan for the self-service storage facility operation.

We have completed our review of the proposed site plan modifications and offer the
following comments:
1. The proposed site plan does not clearly differentiate between the existing
and proposed development. These features should be clearly defined. We
can only guess that the proposed development is limited to three (3) metal
storage buildings. The actual extent of the new pavement associated with
these buildings is poorly defined. A pavement section should also be
indicated.
2. It is not clear whether the stormwater calculations shown on the site plan
reflect the original site development or the proposed site plan modifications.
These calculations need to be clearly defined and submitted as a separate
package for our review. Also, it appears that the pre -development "C"
value assumed in the calculations (0.35) is too high for the underlying soil
conditions. A value of 0.2 is more representative.
It will be necessary to compare the pre- and post -development conditions to
verify that on -site stormwater management will not be required. The
existing culverts should also be checked to determine if they have sufficient
capacity to handle the projected ten (10) year post -development storm
