This packet contained letters and receipts confirming agency approvals of site work and site contractor payments. I understand that you are requesting that Frederick County reduce your bond for this project. I have reviewed the packet of information and confirmed that site improvements associated with roads and sanitation systems have satisfied the Virginia Department of Transportation and the Sanitation Authority concerns. I conducted a site inspection on September 28, 1998. At that time I observed that while curb and gutter may be installed for a majority of the site, neither the aggregate base nor the bituminous concrete surface have been installed. Additionally, the building pads, landscaping, and recreation facilities have not been prepared and constructed/installed. Based on the above information, I feel that it is necessary for the County to continue to maintain a monetary guarantee for this project. However, I would allow for the existing bond to be reduced to $150,000.00. Should you elect to reduce the bond, please provide me with a new bond in the amount of $150,000.00. Routes 658 & 659 209 East Market Street Frederick County Leesburg, VA 20176 Dear Mike: As requested, we have reviewed the above referenced project's site plan dated March 22, 1996. Our comments may be found on the enclosed plans marked in red and as follows: • The proposed curb & gutter/sidewalk along Route 659 will need to be extended to the west property line as noted and adequate grading and drainage easements provided on the adjacent school board property to accommodate side ditch flows. • Erosion control stone will need to be added at the ends of the proposed curb & gutter along Route 659. Also a curb drop inlet (Standard DI-3B) will need to be added at the curb line over the existing cross culvert. A concrete pipe outfall should then carry the stormwater as marked on the plan. • The intersection radii of Routes 658 and 659 will need to be increased to 50'. Also the CG-12 handicap ramps should be shifted toward Route 659. • The proposed pavement design for the Route 658 improvements and Route 659 widening are insufficient for the traffic numbers and subsurface conditions detailed on the plans. Furthermore, we question the accuracy of these values. Upon review of this site, our District Geologist estimates the in place CBR values to be approximately 1 not 6 (which we presume you have selected from the design guide as this is the value furnished). In addition it appears 4,000 VPD may end up being an under estimation of traffic in the future. However, it is a number we have agreed to use for traffic estimating purposes based on the master plan for this and adjacent developments. Therefore, we have included two pavement designs using 4,000 VPD and a CBR value of 1 using either 21-B's or cement treated base (CTB). The alternative will allow for a change if CTB becomes too cost prohibitive for the developer. Please note these designs should serve as minimums for both new locations and widenings. WE KEEP VIRGINIA MOVING • The width of the Parkview Drive entrance with Route 658 should be widened to 30' with 50' radii. A typical section of the Parkview Drive entrance including pavement design will need to be provided. Also details of how drainage will be handled through the entrance are needed. • To accommodate traffic generated by this project, Route 658 will need to be reconstructed to a 40' wide urban section as we have previously discussed. This includes the extension of curb & gutter to the south property line as well as the lowering of the roadway grades to approximate Station 8+50 in order to obtain minimum sight distance at the Parkview Drive intersection. Off site grading and/or construction easements will need to be obtained to perform this work. • CD underdrains will need to be provided on Route 658 on approximate Stations 2+68 and 4+10. Additionally standard UD-4's will need to be placed under all curb & gutter sections. These UD's should extend 4" into the subgrade and be daylighted to the proposed drop inlets. • A mi:timum 20' drainage easement should be provided from Structures 6A and 7 to Structure 6. • Drainage structure information should be added to Plan Sheet 2 of 8. Also Structures 7 and 8 should be Type DI-3C's in lieu of 3B's since these structures are in sags in grade. I would also like to point out both 15" cross pipes under Route 658 could possibly be eliminated if pipe stubs and outfall ditches were provided out the backs of Structures 6B and 8. Of course the owners of the Wilkins Property to the east would have to be in agreement with this approach. The cost of these two cross pipes for your client could be eliminated if this method of handling the drainage would work with Mr. Wilkins' design plans for this side of the roadway. • A note absolving the Department from any maintenance or liability responsibilities for the on site stormwater management facilities will need to be added to the plan. • Other miscellaneous comments as marked will need to be addressed. During the Master Development Plan stage, the total ultimate traffic on Brookland Lane was estimated at 4,000 vpd for design purposes. A 40 foot wide curb and gutter section was approved by VDOT during the review of the Final Master Development Plan. Therefore, a 40 foot wide curb and gutter section is proposed along Brookland Lane and 4,000 VPD was used in the pavement design calculations for this final site plan. Typical street sections and pavement design calculations are shown on the site plan. HYDROLOGY This project drains entirely to an existing swale which runs through the property. The swale is adequate to carry existing runoff within its bed and banks and stormwater detention will be used to reduce peak runoff rates after development. The rational method was used to calculate stormwater runoff. Storm pipes are designed to carry the 10-year storm runoff with the hydraulic grade line below the top of the pipe. Inlets have been analyzed for the 10-year storm to ensure ponding will not create hazardous situations.
